MCD sealing ‘threat’ pulls in Rs 100 cr in 2 months

New Delhi: The Municipal Corporation of Delhi’s (MCD) decision to begin sealing action against defaulters of conversion and parking charges has had a positive effect on the civic body’s cash register.

While many zones deferred the sealing drive last week as traders came in numbers to deposit their dues, the MCD has collected around Rs 100 crore as conversion and parking charges in the last two months.

In all, the municipality has collected over Rs 750 crore till date in the ongoing fiscal.

The sealing drive was to begin last Monday but most zones postponed it after many traders came to pay conversion charges for mixed-land use. “Our main aim is to collect these charges and not seal properties. So we deferred our decision,” an official said.

In the ongoing financial year, the civic body has collected Rs 524 crore as conversion charges and Rs 234 crore as parking charges, as on February 28, MCD spokesperson Deep Mathur said.

Traders across 2,853 roads are supposed to pay conversion charges, parking charges and registration fees under Masterplan 2021.

In January, more than 1 lakh traders were still due to make their payment, MCD officials said. “The threat of sealing, however, has forced many traders to register their properties,” an official said. “And those who have already registered their properties paid the conversion charges due.”

According to MCD, Central zone alone collected over Rs 20 crore from January 1 till date this year. While the zone received Rs 12 crore in February, it collected Rs 8.9 crore in the past 10 days alone. According to an officer in the central zone buildings department, more than 2,000 people, including defaulters and new registrations, have till date paid their due amount.

The Paharganj zone and South zone offices of MCD have each collected approximately Rs 2.5 crore in the last one month as conversion charges. Over 800 traders have applied for registration of properties in Paharganj zone, officials said. While Rohini zone is yet to assimilate data of collection and registration, the West zone will initiate the sealing drive next week.

MCD's West zone had collected Rs 22 crore as conversion charges in the last financial year.

MCD spokesperson Deep Mathur said though the sealing drive has been successful in reining in many defaulters, the civic body is in no mood to relent and discontinue it.

Mumbai: Promoters of infrastructure projects, government as well as private, up to Rs 50 crore may soon be saved the trouble of seeking Central environmental clearance, if a move by the state government in this direction is successful.

Now it is mandatory for all projects, with a capital investment of over Rs 5 crore, to get central sanction. The state-level Maharashtra Coastal Zone Management Authority (MCZMA) clears projects less than Rs 5 crore.

Next week, the state government is expected to move the Union Ministry of Environment and Forests (MOEF) to raise the monetary cap for environmental sanction from the ministry.

“We will propose a district-level authority to clear proposals up to Rs 50 crore,” said TC Benjamin, principal secretary of the state urban development department.

He added that decentralisation of environmental clearance at local urban body levels has been a longstanding demand of elected representatives. Rather than giving the authority to municipal corporations, we thought it would be better to form a body like the district coastal zone management authority (DCZMA) at the level of the collector,” he said adding that states such as Tamil Nadu follow a similar practice.

If the Centre approves the plan, it would mean that most projects, including those on CRZ II and CRZ III, can be approved at the district level itself.

Officials state that more than half the projects that come for environmental clearance are under the Rs 50-crore category.

State environment secretary Valsa Nair Singh said taking land cost into account, the cost of most minor projects exceeds Rs 5 crore. This leads to unnecessary delays for most government and private projects. We initially thought of increasing the upper limit to Rs 100 crore but later decided to settle for Rs 50 crore,” said Singh.

KOCHI: Ferry commuters to Fort Kochi, Mattanchery and Willingdon Island have reason to cheer as the issue of inadequate boat services will be solved soon, with the state budget allocating funds for the purchase of 40 new boats.

In his budget speech, Finance Minister Thomas Isaac said that 40 boats would be purchased under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme. Apart from this, an additional Rs 5 crore would be allotted to the water transport department to purchase ferry boats.

The announcement is certainly a dream come true for the residents of Fort Kochi, Mattanchery and Vypeen. Due to shortage of boats most of the existing services to these areas are dangerously overcrowded.

The residents in these areas have been constantly demanding to restructure the ferry service in such a way as to introduce direct and frequent services between Mattanchery and Ernakulam via Willingdon Island, between Fort Kochi Customs Jetty and Ernakulam and between Corporation Jetty and Ernakulam. There is also the need to introduce ferry services to all destinations from Thoppumpady which is the terminating point for a large number of buses coming from places like Cherthala, Chellanam and Kannamali.

With the introduction of more boats these problems can be solved to a certain extent.

“During festive seasons the majority of boats will be overcrowded as most people going towards Fort Kochi mainly depend on ferry services as they are more economical, less time consuming and pleasant sans any smoke and noise pollution. The decision to introduce more boats is a positive development,” said development standing committee chairman K J Sohan.

At present there are boat services between Fort Kochi, Mattanchery, Island and Vypeen jetties. With the introduction of more boats water transport can be extended to areas like Vyttila, Chambakkara, Udyogamandal, Edakochi and Palluruthy by constructing new jetties. With water transport getting an upward thrust traffic congestion in the city can also be reduced considerably.
