Land agency to focus on housing for poor, slums

New Delhi:

The Vice-Chairman of the Delhi Development Authority (DDA), Ashok Kumar, has identified the in-situ development of slums and the construction of houses for the Economically Weaker Section (EWS) and Lower IncomeGroups (LIG) as areas of focus in 2010.

While the authority is anxious about ensuring that all Commonwealth Games related projects under it are completed on time, officials have also been asked to pay attention to other projects.

Under the in-situ slum rehabilitation project, the DDA has already awarded the contract for redeveloping the slum cluster at Kathputli Colony to Raheja Developers.

Twenty other slum clusters have been identified by the land agency, and Kumar has indicated that work on at least three more will begin this year, once a private participation model is drawn up.

Of the 42,000 EWS houses, the DDA expects to start construction on at least 10,000 houses in 2010. Moreover, in a bid to make the authority a tad more efficient, the V-C has instituted a new strategy for monitoring and implementation of all development work.

A nodal officer of the rank of principal commissioner will be made in charge of each development project, as opposed to various officers from different departments monitoring different segments of the project.

“Earlier, if a road under the Masterplan was being developed and it passed through three separate zones, three different chief engineers were responsible for the project. Now, in order to increase accountability, one official will be appointed to effectively monitor the project till its completion,” a senior DDA official explained.

The authority will also appoint a senior nodal officer for all categories of grievances ensuring regular monitoring and quick redressal of complaints.

The DDA employees will also have to undergo extensive training to hone their skills.

The vice chairperson has also asked DDA officials to concentrate on the greening and development of the Yamuna River Front and the upgradation of the existing sports complexes.

‘Rainwater harvesting to meet water needs'


BANGALORE: Rainwater harvesting could prove beneficial to meet the growing demand for water in the city, said PB Ramamurthy, Director, Bangalore Water Supply and Service Board (BWSSB) at the 2010 diary and calendar release function held by the BWSSB Plumbers Association on Thursday.

He also said that currently nearly 110 litres of water is released per head but in the near future, giving out even 90 litres may not be possible and added that alternate solutions to accumulate water must be utilised.

He also said that a project to cater 500 million litres of water was in progress and would be complete in 2012.

“All plumbers of the BWSSB will be given ID cards from April 1 onwards.”, said Venkataraju, Chief Engineer, BWSSB.

Draft development plan for Hisar locality approved

CHANDIGARH: The Haryana Government on Thursday approved the Draft Development Plan for Talwandi Rana in Hisar district so that it could be developed on the pattern of urban areas, Chief Minister Bhupinder Singh Hooda said here after presiding over a meeting of the State level Committee of the Town and Country Planning Department.

He disclosed that the Draft Development Plan had been prepared for a projected population of 20,000 up to the year 2025.

Mr. Hooda directed the officers of the Town and Country Planning Department to chalk out a proposal for development of Hisar also.

He disclosed that while 106 acres of land in Talwandi Rana had been earmarked for the industrial sector, 950 acres had been reserved for residential and commercial areas, public utilities, transport and communication and other purposes.

He said residential colonies were coming up in the area due to proximity to Hisar and the Development Plan had become necessary to check haphazard development.

Urban Local Bodies Minister Mahender Partap Singh, Financial Commissioner and Principal Secretary (Industries) Y.S. Malik, Chief Minister’s Principal Secretary Chhatar Singh, Financial Commissioner and Principal Secretary (Town and Country Planning) D.S. Dhesi, Financial Commissioner and Principal Secretary (PWD-B and R) S.S. Dhillon, and Director Town and Country Planning T.C. Gupta also attended the meeting.
