Dec. 30: Karnataka’s worst floods yet has come and gone, but the government’s Disaster Management Plan - an action plan that recommends emergency and rescue measures be adopted by the authorities when a disaster strikes – remains exactly where it has always been – on paper.

Six months have gone by since the Administrative Training Institute (ATI), Mysore, which prepared the report, submitted the draft to the government and over a month since Chief Minister B S Yeddyurappa directed the Disaster Management Cell to roll out the Plan at the earliest. On October 16, the chief minister who also happens to be the Chairman of the Disaster Management Cell, convened a meeting to deliberate on the Plan, which is long overdue.

Sources in the Institute told this newspaper that over 60 copies of the finalized draft had been sent across to the Cell. “After the meeting held by the CM, we were consulted a couple of times to make changes in the draft. However copies of the final drafts have been sent across to the Cell. One wonders what is taking the department so long to approve the Plan,” said an ATI source.

In this 300-page draft with 11 chapters, ATI experts have indicated that 22.3% of the total area in the state is earthquake prone, while 80% of the total area is drought prone and the measures that need to be taken to tackle these.

Officials have also visited 24 districts and introduced disaster management training programmes in 12 districts.

Capacity building and training, roping in the private sector, drawing up strategies to incorporate remote sensing and warning systems will be points of focus. The Plan also talks about drafting insurance plans and standards of procedure for departments including police, health, power, irrigation, agriculture, animal husbandry, PWD and transport.

The government had paid the Institute Rs 3.5 lakh to prepare the Plan.

Faced with a financial crisis and a slump in real estate markets, the Brihanmumbai Municipal Corporation has proposed a 135 per cent hike in scrutiny fee paid by developers for approval of any building construction plan.

The proposal has been placed before the Standing Committee and will be discussed for approval on Wednesday. The proposal also states that henceforth scrutiny fee will be charged for the built-up area and not just the carpet area of a flat. As per the existing rates, for every 10 sq metre the fee is Rs 1,440 for a residential structure. This will now be Rs 3,300.

While the BMC has said the hike will not affect prospective buyers, builders maintain that any increase in cost during the construction process will be passed to the end user.

“The hike is justifiable as the rates were last revised in 1995. It shouldn’t make much difference to developers,” said Ashok Shintre, Chief Engineer, Development Plan. “It will definitely be a boost to the income,” Shintre added.

Earlier the finance department had issued a circular asking every department to find ways of increasing income.

The BMC charges scrutiny fees for passing of building plans following which employees/building inspectors visit the site for verification and cross check the plans vis-à-vis the actual construction. The scrutiny fee is charged from the start of submission of plan till the Intention of Disapproval (IOD) is given to the builder.

Developer Mohan Deshmukh said the increase is not unreasonable as there is a lot of work done by the BMC in terms of scrutiny. “The hike will be marginal for developers,” he said. However, Chairman, Maharashtra Housing Chamber Industry, Pravin Doshi said that buyers will be affected. “If developers have to pay extra during construction then they will pass it to prospective buyers.”

Mayur Shah, Director Marathon Realty, added, “The charges will be for new projects and whatever expenditure developers face will be passed to the users.”

BMC plans to hike scrutiny fee for developers

To deal with the cash crunch, the municipal corporation might put the burden on builders and developers by increasing scrutiny fee by 135 per cent for new constructions and for structural changes in existing ones.

This additional cost would ultimately be borne by the buyers. Scrutiny fee is to be paid to the Brihanmumbai Municipal Corporation (BMC) to clear the building plan and start construction.

This means that if you were paying Rs 14,000 for a 1,000 sq feet flat, you will now have to pay Rs 33,000 for the same area.

Also, scrutiny fee will be charged for the area that was earlier exempted while calculating the Floor Space Index.

For every 10 sq m, the BMC currently charges a scrutiny fee of Rs 140 for residential building plans, which will be hiked to Rs 330.

Scrutiny fee for commercial building proposals will be hiked from Rs 280 to Rs 660 for every 10 sq m and from Rs 210 to Rs 500 in case of industrial building proposals for the same area.

Yearly charges on validation of a project’s intimation of disapproval, commencement certificate and occupation Certificate will also be hiked.

The proposal will be tabled before the standing committee on Wednesday.

“We have not hiked the fee since 1995 so now we have gone for a hike,” said Ashok Shintre, chief engineer, Building and Proposals.

After the financial crisis, the civic officials were asked to find possible sources of revenue in their respective departments.

Along with a dip in the revenue from octroi, the development-planning department too faced a brunt of the financial downturn affecting the major sources of income for the municipal body.
