JMC 'churns' out parking plans despite poor show

JAIPUR: Despite having failed to implement its earlier parking projects successfully in the city, the Jaipur Municipal Corporation (JMC) has embarked on a new multi-level parking project on JLN Marg.

Two major parking projects out of three proposed in the recent past crashed without taking off, while work for proposed parking near Ashok Nagar continues to move at snail's pace.

However, putting the past behind and looking ahead to a bright start, last week the JMC had invited tenders to appoint consultants to prepare the design of a multi-level parking near World Trade Park, Malviya Nagar. The technical and financial tenders for the project will be opened on April 2 and 8 respectively.

BJP councilor Samunder Singh said, "So far, the parking planning done by the corporation is only paper work. It took at least three years to make change in designs at Ashok Nagar parking. In such a scenario, public money should not be wasted on new projects." He added, "When the JMC failed to construct the Ramleela parking project, it was handed over to the JDA. The corporation should have completed existing project before initiating the new ones."

Three major parking projects worth over Rs 160 crore were inaugurated in the city in April 2011 with an aim to provide parking facilities to around 3,000 vehicles. The three projects are a 2,000-vehicle capacity underground parking at the Ramleela Ground, a 500-vehicle parking at Ashok Marg culvert and another 500-vehicle parking near Panch Batti.

Sources claimed the work order given to the company was cancelled and the project was delayed. Till date, the tender process for Panch Batti has not been completed.

Explaining the reason, why projects were delayed the official said, the company denied taking possession of the parking land as contractors have been demanding that Ramleela Ground and the area near Mall-21, where the parking lots will be built, should be declared as no-parking zones. The demand is aimed at ensuring that contractors gain monopoly in these areas and can thus charge more money from parking.

The JMC refused to fulfil this demand as it was not a part of the terms and conditions mentioned in the tender. The corporation remained adamant that the developers had to work according to the conditions mentioned.

Rs 48.88 crore earmarked for metro land acquisition

The compensation amount for the parties who have surrendered their land for the preparatory works of Kochi Metro Rail will be given at the earliest, district administration officials have said. A sum of Rs 48.88 crore has been earmarked for the land acquisition. The district administration has already paid Rs 21.59 crore as compensation for the land acquired, taking the total fund allocation for the purpose to Rs 70.47 crore. The preparatory works include the widening of Banerjee Road, M G Road, South Railway Station Road and for the construction of new Rail Overbridge near KSRTC station and the foot overbridge.

The District Collector’s office will start the distribution of compensation amount as per the completion of the assessment of the documents submitted by persons those who have surrendered the land. “A consensus has been reached between the parties concerned and the district-level purchase Committee on the price of the land acquired. The compensation package was approved by the State High-level Committee. Once the land acquisition for the preparatory works is completed, the district administration will begin the procedures for acquiring land for the project,” the District Collector said in a statement. As a first step, the district administration has finalised the price for the land to be acquired for the Metro yard to come up at Muttam. The cost of one cent of land at Muttam has been finalised at `1.02 lakh and a total of 41 acres of land will be acquired at the site. The land at the proposed site belongs to 116 persons, and all the plots will be acquired after handing over 80 per cent of compensation amount to all the parties. The remaining 20 per cent compensation amount will be given after receiving the nod from the High-level Committee.

For the construction of the Metro stations, Via Ducts and the Muttam Yard, a total of 78.89 acres need to be acquired. Out of the total land, 20.60 acres belong to the state government.

The district administration will also take steps to hand over 17.3 acres of land, identified for Metro Business District at Kakkanad, to KMRL. A total of 33 acres was identified for the Business Village while another 2333.57 acres need to be acquired for the Metro Village to come up at Muttam.

PMC: Traffic signals soon at crossings

PATNA: PMC commissioner Adesh Titarmaare said on Saturday the city would soon have traffic signals at different crossings. A sum of Rs 5 crore has been provided in the civic body's budget for the purpose. Also, a few foot overbridges may come up in the near future, he said while addressing the members of Bihar Chamber of Commerce and Industries (BCCI) here.

He also announced that soon garbage would be collected from door-to-door. "An international tender will be floated for this," said Titarmaare, adding the system of using tractors for collecting garbage would be done away with; instead, small vehicles would be used. Moreover, on main roads, garbage collection would soon be done during night. He promised perceptible changes "in three to six months". On the issue of sewerage problems, raised by the BCCI members, the PMC commissioner said a Singaporean company, Meinhardt, would be engaged for treatment of sewage in the city.

This project was worth Rs 2,500 crore. Besides, to tackle waterlogging problem in rainy season, the PMC would begin cleaning of the drains from March 20, he said. This announcement was welcomed by the BCCI members. The commissioner also said that 32 deluxe toilets and a few modern toilets would come up in the city in near future.

Talking about the problem of haphazard auto stands in the city, Titarmaare said space had been identified for systematic auto stands, but their model was yet to be decided. Bus stands like those in Delhi would be made in the city.

The BCCI members too gave suggestions to the commissioner, which included renovation of public parks in the city, installation of name boards of the lanes and bylanes, online issuance of birth and death certificates and immediate renovation of Mauryalok Complex.
