Parking rates across Delhi colonies may differ

NEW DELHI: Indefinite parking at Metro or DDA parking lots at low rates is set to end. Delhi government, in a first, is planning to make parking rates uniform in the city.

"It was agreed that all agencies engaged with the business of parking such as MCD, DDA, NDMC and DMRC should have a common parking rate," said a senior government official. The proposal, which was discussed in the meeting held on parking at the LG's office last week, is expected to be adopted soon.

The decision to have a common parking rate across the city is only part of the draft parking policy that was discussed at the meeting. "A number of decisions were agreed upon in the meeting, which was attended not only by the LG and Delhi government officials but also EPCA members. It was also decided that to discourage parking, the rate of the second hour will be kept higher than the first," added the official. The idea, say officials, is to discourage surface parking altogether. Ranjan Mukherjee, OSD to LG, said, "The only way it can be achieved is by stopping the subsidy being provided to public parking at present."

The good news is that the meeting also saw the Delhi government agree "in principle" not to convert green areas into parking spaces. "Parking should not be constructed under public parks/greens and the MPD2021 will be amended accordingly," added the official. The decision comes after a spate of projects being launched by the MCD wherein parks were to be converted into parking lots or multi-level lots were being planned on being built under the park.

The meeting also gave the go-ahead to giving an impetus to multi-level parking. "There will be a differential between rates for surface parking and multi-level parking to incentivize the latter's use," says the minutes of the meeting, which was held last week at the L-G's office. Incidentally, almost all multi-level parking projects that have been undertaken in the city in the past few years have had dismal results.

While the much-hyped multi-level project in Sarojini Nagar, which is a private enterprise, has experienced malfunctions, DDA's project in Nehru Place had few takers because of the high parking rates. MCD's older projects in Asaf Ali Road or Gandhi Maidan have succeeded because of the low rates - here, the rate is only Rs 10 for the first two hours.
 
That's not all: to discourage surface parking, the committee has also recommended that rates be based colony-wise, in the same manner that colonies have been categorized for property tax. "The demand for parking varies in different parts of the city. That's why it was felt that a differential parking rate would be more amenable, especially if based on the categories already established by MCD for property tax," said the official.

GHMC’s health & sanitation department has decided to decentralise its problematic transport wing and distribute vehicles along with related fuel and maintenance issues to all18 circle offices.

This, senior officials hope, will bring about some order by reducing expenditure and arrest the rampant diesel pilferage.

The municipal corporation owns close to 700 vehicles of different kinds for transporting officials and garbage. These vehicles have been functioning from the three parking yards- Khairatabad, Kavadiguda and Malakpet, which are also equipped with fuel-filling stations.

Until now, vehicles irrespective of which areas they were moving in, had to return to either of the three parking yards to get gas filled. In the last few years, a few scams like the abnormal rise in vehicles’ maintenance bills and siphoning of diesel surfaced.

Senior officials, having realised that the three vehicle yards had become impregnable dens, thought it fit to break the stranglehold by dispersing vehicles and drivers into the five zones and thereby the circles.

In the last few days, parking sites were identified in different circles. If sufficient space was not available within the municipal offices, nearby sites like the Quli Qutb Shah Urban Development Authority (QQSUDA) office space, Ziaguda slaughterhouse, empty space opposite the Sanjeevaiah Park and the like were taken.

Once GHMC Commissioner M.T. Krishna Babu signs the final orders, the Deputy Commissioner, assistant medical officials and sanitary supervisor concerned under the overall control of the Zonal Commissioner would issue fuel coupons, see to the daily allotment of vehicles, procurement of lubricants, on road & off road condition of vehicles, etc.

Salaries and bills too will be disbursed at the zone level. Nine private fuel-filling stations have been contracted for supplying diesel in different circles .

Old parking stations like Malakpet will be catering only to vehicles of circles four & eight (Charminar & Gunfoundry), Kavadiguda for vehicles of circle nine (Himayatnagar) and Khairatabad for vehicles moving in the area of circle 10.

“We are looking at better monitoring of vehicles and staff, avoiding unnecessary trips for fuel-filling and also keeping a check on pilferage,” explained Additional Commissioner (H&S) L. Vandan Kumar.

Corporation plans to ease traffic by revamping bus timetable

KOZHIKODE: The corporation is planning to re-route buses and rearrange their timings as part of its comprehensive bus plan that is aimed at streamlining traffic in the city.

The civic body will convene a meeting in this regard in September. Officials of the traffic police, Kerala Sustainable Urban Development Project (KSUDP), National Transportation Planning and Research Centre (NATPAC), Engineers' Forum and Regional Transportation Office, representatives of the bus organizations and experts from National Institute of Technology - Calicut (NITC) are expected to take part in the meeting.

The civic body had earmarked a sum of Rs 42.56 crore in the budget for the project.

As per the re-routing plan, the services of buses plying from various parts of the district to the city would be expanded to cover more areas, thus making travelling by bus a comfortable and practical option for the residents. The civic body is also planning to convert the Palayam bus stand into a major bus hub in the city. At present, private buses mainly use the Moffusil bus stand at IG Road. Only the buses plying towards Mokkam, Thamarassery, Mavoor, Vazhakkad and Narikuni use the Palayam bus stand.

Through the re-routing of buses, the civic body is hoping to ensure public transportation more accessible to everyone in the corporation.

The civic body is also planning to find a solution to the frequent accidents at the Thondayadu bypass. Once the work on the Meenchanda bus terminal is completed, the civic body will ensure that the buses coming in from the southern parts of the district halt at Meenchanda so that passengers can catch buses to the city from there.

"The idea is to prepare a detailed bus plan to ease traffic congestion in the city," said M Mohanan, public works standing committee chairman. "The plan to re-route buses and re-arrange their timings will be implemented only after considering the suggestions of the experts in the meeting," he said.

K K Vijayan, retired superintendent engineer, PWD, said though he had presented a proposal on the relocation of bus stops and re-routing of buses to the corporation in 2010, nothing has been done so far.

He had then suggested regulation of traffic and relocation of bus stops at 12 places in the city. The relocation of bus stops was proposed at Eranhipalam Junction, West Hill-Chungam Junction, Mavoor Road, Rajaji Road, Pavamoni Road, Poonthanam Junction, Palayam Junction, Stadium Junction, Pushpa Junction, Pottamal Junction, Medical College Junction and Mananchira.
