PCMC to appoint asst traffic planner

PUNE: The Pimpri Chinchwad Municipal Corporation (PCMC) has obtained the state government's approval to appoint an assistant traffic planner, whose duties will be that of a traffic planner, a post that has been lying vacant for the last 15 years.

According to assistant commissioner Sudhakar Deshmukh, who is also the chief of administration department, the post of the assistant traffic planners is on par with a deputy engineer. "No suitable candidate with experience in the transport field was available and as a result the post remained vacant for the past several years."

Deshmukh said the PCMC will also be sending a proposal to the state government to change the qualifications required for the post of assistant traffic planner.

Meanwhile, civic officials said the law committee had approved the need to change the necessary qualifications for the post in January and the proposal was approved by the civic general body in March. As per the revised qualification, the candidate must be a BE (civil) degree-holder, should have five years of experience in the PCMC's engineering department and should have a post-graduate degree as well as work experience in the field of transport engineering. Deshmukh said the PCMC does have employees meeting the required qualifications.

The Union ministry of urban transport has recommended that there should be a traffic planner and transport planner in each municipal corporation, said officials. Their task is to improve urban transport, ensure planned development and safe transport. The traffic planner is also supposed to work in close coordination with the traffic police authorities.

Speaking to TOI, senior Shiv Sena corporator Shrirang Barne said, "The PCMC had created the post of a traffic planner in 1996, but did not appoint anyone. The civic body had sent a junior engineer, who had been selected for the post, to Delhi to study transport planning. He has completed the course and should now take charge."

Independent corporator Maruti Bhapkar said, "The population within the PCMC limits has reached 17 lakh. The number of vehicles is also increasing rapidly due to the lack of good public transport. This is leading to traffic congestion and accidents on the roads. The PCMC should fill the post of the traffic planner at the earliest to solve these problems."

Private bus stand: CMC awaits govt nod

The contract for the proposed construction of private bus stand will be given to the private company only after getting approval from the state government, said CMC President P D Ponnappa.

Addressing a press meet here on Tuesday, he said the CMC general meeting had agreed to hand over the contract to Bangalore based City Pearl Group to carry out the work on Build, Operate and Transfer mode on June 29. However, the project will be implemented only after getting the approval from the state government. Unfortunately, the Opposition are trying to create confusion over the project, he lamented.

The meeting held under the presidentship of Assembly Speaker K G Bopaiah in Bangalore was not an official meeting. Speaker had invited CMC president and Standing Committee President to discuss on the pending works under Karnataka Municipal Reforms Project.
He said that a complete project report on the private bus stand needs to be submitted to the government. After looking at the financial status of City Pearl Group, the government may reject it, the President said.

The land documents of the three acre land given by the Bangalore Agriculture University to CMC is ready. CMC’s name needs to be added to the RTC, he added.
He said the CMC had decided to construct private bus stand on build, operate and transfer basis. The bus stand will be constructed at the cost of Rs 17.40 crore. In fact, private company will maintain the bus stop for 30 years and later hand it over to the CMC.

Kundamestri project
In the back drop of Union government rejecting to release funds for the proposed Kundamestri drinking water project, he said the state government and CMC will jointly undertake the work at the cost of Rs 15 crore, Ponnappa informed. The CMC general meeting scheduled to be held on Wednesday will discuss about the project. All the members will approve the project. There would be no hindrance for the implementation of the project.

If the tender was invited by September 18, then the first phase of the project would be completed within one-and-half years. If the Council delays in giving its nod for the project, then the implementation will be delayed, he added.

Ahmedabad:  A prepaid smart card will become a reality on the BRT buses from October as the Ahmedabad Municipal Corporation (AMC) goes for a new technology provider. After dumping the Mumbai-based Kaizen Engineering Systems, AMC has zeroed in on an Indo-Spanish consortium for the job.

The new consortium will handle the integrated transit management system of automated fare collection, public information system and vehicle tracking system, besides preparing a smart card for the bus journeys.

Vayam Technologies, and their Spanish partner, GMV, secured the contract for six years, following a fresh decision by the civic body.

The new consortium will operate 116 BRT buses and 150 BRT stations for six years against a payment of Rs 77.41 crore. Under the previous scheme of things, Kaizen was to operate 280 buses and 170 bus stations for seven years against a payment of Rs 153.18 crore. But it failed to operate even 50 buses and 30 bus stations for a payment of Rs 74.11 crore for six months, despite considerable lapse of time, said Deputy Municipal Commissioner U C Padia.

He said Kaizen had spent Rs 5 crore on system installation, which could be utilised by the new service provider, and Kaizen reimbursed. “If Kaizen is asked to take away installations like computers and other systems, new ones will have to be procured,” Padia said.

Vayam is a Delhi-based IT solutions company, while Madrid-based GMV is considered a leader in Intelligent Transportation Systems (ITS), offering turnkey solutions and complete project development.

Padia said this time AMC has made GMV primarily responsible for successfully running the complete operations with its own technology.
