A bus stand sans basic facilities

BANGALORE: A few years ago, the Bangalore Metropolitan Transport Corporation (BMTC) spent a hefty amount of cash to construct a bus stand at Kavalbyrasandra for the benefit of thousands of commuters.

However, the BMTC has forgotten to provide basic amenities such as seating arrangements for waiting commuters and canteen facilities for bus drivers, conductors and others at the bus stand. The absence of seating arrangements and drinking water facility are a clear indication of the forgotten the existence of the bus stand and negligence of BMTC.

On an average, the BMTC operates 50 buses from Kavalbyrasandra to other parts of Bangalore such as Shivajinagar, Kempe Gowda Bus Station, Housing Colony and RPC Layout. ‘’We have to depend on a road-side shop for tea or coffee. We are not in a position even to eat a bun or biscuit due to unhygienic conditions maintained at that shop,’’ said a bus conductor on condition of anonymity. Owing to the lack of seating arrangements, the waiting commuters have to squat on the floor at the bus stand.

‘’I do not know why this bus stand is being neglected by the BMTC. I expect the authorities concerned to provide basic amenities at this bus stand,’’ said Mohammed Khan, a commuter. However, a BMTC official has a different story to tell about the canteen facility at the bus stand. ‘’We have made provisions for a canteen at the bus stand. The canteen was open for a few days. The canteen owner closed it without informing us. Our head office has even sent a notice (No. 1851/2010-11) last month asking him to hand over the key to the authorities concerned immediately. He is yet to hand over the key,’’ said the official on condition of anonymity.

Its a pity to see a traffic controller functioning from a wooden structure meant for issuing bus passes for students and commuters. The bus stand premises is filled with boulders and garbage.

Hyderabad, Aug. 11: Traffic signals in 18 junctions in the city have blinked out, putting the lives of lakhs of motorists in danger.

What’s more, at several junctions the traffic police themselves switch off signals during peak hours saying that manual regulation was essential to ensure smooth flow through the roads.

There are 148 signals in Hyderabad and another 50 in Cyberabad limits. In Hyderabad, signals are not functioning in 18 junctions and another 14 have gone kaput in Cyberabad limits.

The traffic police passed the buck to the Greater Hyderabad Municipal Corporation (GHMC) stating it was the responsibility of the civic body to maintain traffic signals.

However, the corporation authorities said a single agency was in charge of maintaining signals instead of four private agencies earlier. This agency is taking time to replace faulty signals and bring uniformity in signal technology, they said.

The corporators too are unhappy with non-functioning of signals and expressed their dismay over GHMC investing money and maintaining signals without seeking any financial support from traffic police.

The traffic police collects Rs 20 crore on an average per annum towards challans for various traffic violations.

Corporators felt that the GHMC should seek its share of the revenue or ask the traffic police to take care of signal maintenance.

The additional commissioner of police (traffic), Mr C.V. Anand, said all the money collected was sent to government and the traffic police does not get a single penny from it.

“Whenever there any problem with signal functioning, we immediately bring it to the notice of GHMC,” he said. “Besides, it was the government decision that GHMC would maintain signals.”

BRTS: Ahmedabad civic body dumps Kaizen engg from smart card project

Ahmedabad:  The Ahmedabad Municipal Corporation (AMC) has decided to dump Kaizen Engineering Systems Pvt Ltd, which was awarded a seven-year contract for providing a ticketing and smart card system for the Bus Rapid Transit System (BRTS).

Officials said Kaizen failed to come up with the required services and now the Indo-Spanish consortium of Vayam Technologies and GMV of Spain is being considered. The consortium has been chosen for a six-year contract but will have to satisfactorily prove its competence in the first six months to run 116 buses and 150 bus stations on the route.

In February 2009, AMC had approved a contract in favour of Kaizen to run 170 buses and 280 bus stations for seven years against a payment of Rs 153.18 crore. A month later, this offer was scaled down to run 30 bus stations and 50 buses against a payment of Rs 74.11 crore. But Kaizen failed to develop a system for automatic fare collection, smart card, public information system, and vehicle tracking system in the scheduled time forcing AMC to issue a termination notice in December 2009

At present, Kaizen operates 26 buses, 43 bus stations and the central control system. Another 17 bus stations are run by the state owned GIPL.

But in the absence of coordination between Kaizen and GIPL, AMC has decided to shortlist another firm to replace Kaizen. The municipal commissioner has also written a letter to the Standing Committee in this regard which will shortly decide the matter. 

On Thursday, a meeting was held to discuss the alternative arrangement following issuance of fresh tenders where Siemens and the Indo-Spanish Consortium showed interest.

Deputy Municipal Commissioner U C Padia said AMC is expected to award the contract to the Indo-Spanish consortium in view of the low bidding price, even lower than the one quoted by Kaizen.

The smart card on BRT buses remained a pipe-dream for the city due to the inability of earlier firms to bring up a viable and sustainable IT based solution. It is because of the delay in the smart card system that Ahmedabad Janmarg Ltd and AMTS have not been able to work out a common ticket to use feeder buses and BRT buses, said Padia.
