‘Visionless policies of Irrigation Department have resulted in present crisis’.

Municipal Corporation of Karimnagar and other towns such as Sircilla, Siddipet and Vemulawada, which solely depend on Lower Manair Dam (LMD) reservoir for supply of drinking water, are a worried lot as the water level at the reservoir is depleting fast.

Against the full storage capacity of 24 tmc of water, the reservoir presently has 3.9 tmc which includes 2.1 tmc of dead storage level. A month ago, the LMD reservoir had around 10 tmc of water. However, the Irrigation Department officials, without consulting the municipal authorities, released around 6 tmc of water for irrigation needs.

The Municipal Corporation of Karimnagar collects water from the reservoir to the filter bed and supply to the connections after treatment. If the water table is 891 feet (6.5 tmc) in the reservoir, the water would directly come to the filter bed. Now, the water table stands at 883 feet and the MCK authorities are forced to use boosters to lift the water to the filter bed.

If the present heat wave conditions continue, the water table would further deplete affecting the collection of water by other towns such as Sircilla, Vemulawada and Siddipet. Municipal authorities are already facing the heat as it has become difficult to supply drinking water due to inadequate intake into the filter bed.

Former municipal corporator Y. Sunil Rao alleged that excessive release of water to the irrigation needs and to Warangal town without considering the requirements of Karimnagar and other towns has led to the present crisis. “The unscientific and visionless policies of the irrigation authorities have rendered the Karimnagar municipality helpless, he alleged adding that drinking water supply to the town would be bleak in future due to further depletion of water table in the reservoir. He said that the supply of drinking water for another two to three months is very difficult with the prevailing situation.

State government moots metered water supply in cities

The State Government would soon finalise a policy to provide metered water supply to all urban homes within the next 10 years. The draft legislation of the policy will be finalised within a month and put up before the Cabinet for its approval in May. This was decided at a high level meeting chaired by Chief Minister Naveen Patnaik at the secretariat here on Monday.

The new policy requires the consumers to avail the facility through metered water connections and pay accordingly like the other monthly utility bills. As per the plan, 50 per cent of urban areas will be covered in the next five years while the rest will be connected in the following five years.

Now residents of only 21 urban areas in the State are getting the national average per day per capita water of 135 litres while people of 49 urban centres are receiving water much below the average. Census 2011 figures show that compared to 21.1 per cent people in 2001, around 18.5 pc has to travel beyond 100 metres for drinking water in urban areas.

The Chief Minister directed the Urban Development department to provide drinking water to all scarcity areas and places which are not easily accessible.

Besides, he has also asked the officials to ensure repair of all the defunct tube wells and damaged pipelines. Official sources said water is being supplied through 286 tankers at present and the number will be raised. Besides, 25,019 tube wells are in working condition and 4,000 new ones will be installed by June. Control rooms have also been opened to receive complaints regarding drinking water and take immediate steps.

 Out of the 509 pipe water projects, 359 have been completed. Besides, 220 out of the 412 projects for schools and anganwadi centres have been completed.

Water policy

The disruption in water supply to several areas in the city, which began from 2 p.m. on Saturday and was supposed to be restored by 8 p.m. on Sunday, is likely to be restored completely only before noon on Monday. Officials said the pipe interconnection works undertaken near the Thakaraparambu flyover project area, which was why the supply had to be shut down, were yet to be over and might be completed by Monday morning only, after which the supply would be restored.

The areas that were affected included Chala, Manacaud, East Fort, Kamaleshwaram, Ambalathara, Eenchakkal, Vallakadavu, Beemapally, Shangumughom, Poonthura, Pattoor, Pettah, Chakka, All Saints area, Karikkakam, Palkulangara, Sreekandeshwaram, Veli, Anayara, Oruvathilkota, and Kannammoola among others.
