HC seeks details of policy on drinking water supply

PATNA: The Patna high court on Wednesday directed the state government and Patna Municipal Corporation (PMC) to make clear the policy for supplying pure drinking water in the state capital.

A division bench comprising Justice Navin Sinha and Justice Shivaji Pandey took a serious view of the PMC and the state government's plea that two more years would be needed for laying new water pipelines in different localities and to install 38 more borings in the city for creating additional capacity to supply pure drinking water.

Hearing the PIL of Naseeb Lal Yadav, the division bench said that two years back also the PMC and the state government had, in their counter affidavits, made the same plea, but nothing has been done yet. The court adjourned the case to April 26.

Petitioner's counsel Indradeo Kumar told the court that a year back, the state government and PMC had said in their counter affidavits that a new boring would be installed for providing pure drinking water in the area around Gardanibagh road number 2, but nothing was done despite the court order. Principal additional advocate general Lalit Kishore informed the court that pure drinking water supply would be restored in the area within a month.

MNREGA scam: The same bench directed the central and state governments to file counter affidavits on a PIL seeking a CBI probe into the alleged irregularities in implementation of MNREGA schemes in the state. The scam, according to petitioner Amit Kumar Mandal, was to the tune of Rs 100 crore in Muzaffarpur district alone between 2006-07 and 2010-11 in the projects for constructing small bridges.

Petitioner's counsel Dinu Kumar informed the court that at least 90 bridges were constructed on paper and money was drawn under MNREGA. The principal accountant general, Bihar, had referred the irregularities to the state government but the latter failed to submit the audit report based on inquiry by respective Zila Parishads before the legislative assembly, the petitioner's counsel submitted.

He annexed with the PIL a report of Centre for Environment and Food Security alleging MNREGA scam to the tune of Rs 6,000 crore in Begusarai, Vaishali, Nalanda, Gaya, Nawada and Bhagalpur districts and other parts of the state. Central government counsel S N Pathak received the court's notice.

Water supply to west Kochi areas may double

KOCHI: After years of delay, the Housing and Urban Development Corporation Ltd's (Hudco) water supply extension project to west Kochi is nearing completion. The Kerala Water Authority (KWA) completed the laying of pipelines near Karanakkodam - the only pipeline stretch where work has been stuck from 2007 - on Monday, which is expected to increase water supply to the area by 100%.

Though the Hudco project, which aims to provide drinking water to Vypeen and West Kochi areas was commissioned in 2007, the laying of pipeline along the Karanakkodam stretch remained incomplete due to difficulties in carrying out the work across the railway line in the area. So, water supply through the Hudco pipeline to Perumanoor pump house, which caters to the west Kochi area, had to be stopped. "The work has been completed on Monday evening. The work across the railway line was finished last month. So, we will be able to supply water to the pump house at Perumanoor through the Hudco line soon," said P K Govindankutty, executive engineer, KWA, Pallimukku. "To overcome the difficulties in laying pipes across the railway line, we used the push through method," he said.

Once commissioned, the project will solve the potable water problems in areas like Palluruthy, Edakochi, Kumbalanghi, Fort Kochi and Mattanchery areas. "As of now, around 5 million litres a day (MLD) is being supplied to the west Kochi area. With the completion of the pipeline at Karanakkodam, the water supply to the area will be doubled," Govindankutty said.

Though KWA had invited tenders for laying pipes along the 766-metre stretch, covering Karanakkodam Junction to Chemmath area thrice, the government had quashed all of them citing excess rates quoted by contractors. In 2010, contractors quoted 36% above the estimated cost of Rs 2.31 crore, which the government has now approved after realizing that there were no takers for the project at that rate.

24x7 water supply in city soon to be a reality

LUDHIANA: The Ludhiana municipal corporation has finalized a project that will ensure 24X7 water supply in the city. The project will also look into the storage water distribution and proper upgrade of the quality of the water.

At present 155 litre per person is the consumption of the city, but 25% to 30 % of the water gets wasted due to improper connections and pipelines. This project will help the city people in both the ways of water supply and wastewater management.

To meet the water shortage, the MC will treat water of three canals, which are presently closed due to construction work on Sidhwan canal. It has completed the feasibility study of the area in Doraha for the purpose. Tri canals join each other at Manpur district.

"Effective treatment and proper disposal of the waste water will be the main aim of the project," said Kamlesh Bansal, Zonal Commissioner, Zone A.

The MC has approved the detailed project report from its side and is now sending proposals to the interested companies for bidding.

"The central government will provide 50% of total funds; MC will provide 30% and 20% funds will be given the state government. This project can solve 50% of the problems of water in the city," said Rakesh Verma, municipal commissioner. The amount sanctioned under JNNURM is Rs 1,500 crore.
