Ashi Nagar zone has 11k illegal water connections

NAGPUR: Though Nagpur Municipal Corporation's water works department (WWD) has launched an intense campaign to recover dues from water tax defaulters, it has failed to crack down on illegal water connections. Some zones where the illegal water connections match the legal ones seem to have skipped the officials' notice altogether.

A case in point is Ashi Nagar zone in north Nagpur. As against 15,917 legal connections, the zone has over 11,000 illegal ones, admitted deputy engineer (WWD) of Ashi Nagar zone Asaram Bodile in a RTI query to activist Abhay Kolarkar. As many as 5,157 of the legal connection holders had defaulted on regular water bills. But for reasons not clear, WWD only snapped the supply of 186 consumers. In 2012, the approximate water supply to the zone was 360 million litres. Of this, the zone reported a wastage of 54 million litres due to leakages.

Independent corporator Savita Sangole said leakages were not repaired in Ashi Nagar zone for days together. "Large amount of potable water flows onto the streets - at many places between Teka Naka and Nari Road - and ends up in drains causing severe shortage in many colonies," she said. Residents alleged that the WWD had failed to monitor the work of private operator.

Areas where tap water is not available include Sahyog Nagar, Shende Nagar, Manav Nagar, Sanyal Nagar, Dixit Nagar, Kabir Nagar, Samarth Nagar, half of Sugat Nagar, KG Society, Maitri Colony, Nari, Rajgruha Nagar, Babadeep Singh Nagar, Takshashila Nagar, half of Ramai Nagar, Subodh Colony, Mayur Nagar.

Last year, NMC spent almost Rs 5.22 crore for supplying water through 81 tankers. It raises a question mark over civic body's commitment to effectively manage water supply machinery. Sangole also pointed out that NMC could minimize the expenditure incurred on supplying water through tankers. Laying of pipelines in most residential areas was done a decade ago. At many places, WWD started laying pipelines but still water was yet to reach homes, she said.

Aziz-ur-Rehman, officiating executive engineer (WWD) admitted that due to negligent attitude of his department the number of illegal connection in the zone has increased manifold. According to him, plumbers also played a major role to get illegal connections for residents. He pointed out that number of illegal connection has come to fore when the department has carried out a survey. Now, the department is motivating people to convert their illegal connections to legal one, he added.

PCMC budget emphasizes 24x7 water supply project

PUNE: Pimpri Chinchwad municipal commissioner Shrikar Pardeshi presented a draft budget of Rs 3,248.14 crore for 2013-14 on Thursday. Substantial provisions for 24x7 water supply, Pavana river development project and a plan for promoting tourism are the highlights of the budget. Pardeshi has announced several citizen-friendly projects, including development of citizen facilitation centres and provision for ward-specific works.

The budgetary outlay includes provision for JNNURM projects. Pardeshi, who presented the budget to standing committee chairman Jagdish Shetty, said some of the special features this year include creation of a model ward in Nigdi-Pradhikaran zone, construction of an open air auditorium on the lines of the Ganesh Kala Krida Manch, a central city library and construction of a new auditorium in Akurdi.

"The 24x7 water supply scheme will, initially, cover 40% of the area and the project is expected to be completed in the next three years. A detailed project report will be prepared for the work," he said. Pimpri-Chinchwad is developing into a new city for which a tourism plan has been envisaged. For the benefit of citizens, the municipal corporation plans to provide citizens' facilitation centres where they will get municipal services as well as services pertaining to regional transport office, state transport, Life Insurance Corporation, BSNL, MSEDCL and police department. Municipal ward centres will be constructed in each ward. A provision of over Rs 71 crore each has been set aside for the four zones for implementation of ward-level works.

The civic administration has made a provision of Rs 38 crore for Pune Mahanagar Parivahan Mahamandal Limited. The provision was made as per the decision taken at a meeting convened by deputy chief minister Ajit Pawar in Mumbai last month. Pawar had directed both Pune and Pimpri-Chinchwad municipal corporations to make a provision of 2% of the total budgetary outlay.

Pardeshi said octroi will be replaced by local body tax from April this year. About 60% of the total revenue is expected to come from this tax. The remaining revenue will be generated by way of civic taxes, government grants, and interest amount on investments.

Relief, as water supply is restored

Special Correspondent

A small leak in a repaired joint to be temporarily plugged.

More than 48 hours after a 1,000-mm pipeline bringing water from Aruvikkara to Vellayambalam burst at four places on Monday, personnel of the Kerala Water Authority (KWA) on Wednesday night restored supply of water on the line. However, normal supply of water to parts of the city is expected to be restored only by late Thursday morning. Even though supply on the line was restored by 8 p.m. on Wednesday, a small leak in a repaired joint continues to be a source of worry.

“We have decided to temporarily plug this dripping and go ahead with charging the line. This can be repaired later during an announced shutdown,” a KWA engineer said. It was unlikely that the dripping would lead to another burst, he said. The completion of the repair was delayed considerably following the discovery of damage in a section of the pipeline adjacent to the spot where the line burst at a point on the Peroorkada-Vazhayila road.

Faced with shortage of water tankers to supply water to different parts of the city, District Collector K.N. Satheesh on Wednesday morning ordered the seizure of all private tankers in the city for use by the government.

Assistant Commissioner, Excise, N.S. Suresh, whose father is said to own a private tanker service, was arrested by a team of police led by Peroorkada Circle Inspector Ashokan when he attempted to resist the seizure of 10 tankers run by the agency. A case has been registered at the Peroorkada police station against him.

KWA officials said 103 tanker-loads of water were supplied from the KWA’s filling points at Vellayambalam and PTP Nagar as of 6 p.m. on Wednesday. Almost as many tanker-loads were supplied from Aruvikkara, the KWA officials said. However, there were places where the tanker lorries did not reach. For instance, a doctor at a private hospital in the General Hospital area told The Hindu that repeated calls to the helpline numbers published by the KWA did not elicit any response. A couple of helpline numbers were continuously switched off, he said.
