Middle Vaitarna project in 2 yrs, will ease water woes: BMC

Mumbai:  Come March 2012, BMC is hopeful of easing the water woes of the city with the completion of Rs 3,000-crore Middle Vaitarna dam project. The project will give an additional 455 million litres of water to Mumbai daily. With the construction of the dam and allied works progressing on schedule, civic officials claim that the project will be completed within the deadline of March 2012.

One of the most expensive urban projects approved under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the dam project is now 47 per cent complete, three years after work started in July 2007. Officials are confident that the remaining work will be completed in next one-and-a-half years.

Deepak Mhaisekar, deputy secretary of the Urban Development department of Maharashtra government, said that while there are some delays in physical execution of the work, financially the project has progressed well. “Of the total project amount, Rs 941 crore has been spent so far. Some components are delayed but overall the work is being done as per the timelines set by the central government,” said Mhaisekar.

MMRDA, the nodal agency appointed by JNNURM to keep a tab on all mission projects in Maharashtra, sends monthly progress reports and the latest report suggests that four components out of the six are ahead of their schedule while the remaining two components are lagging somewhat.

However, many officials remain skeptical as the project was originally supposed to get completed by 2002. Also, the current water demand is 4350 mld while the supply is only 3300 mld. Even after an addition of 455 mld, the gap will still remain. “By the time the project is completed, the population of the city will also increase and the situation will end up being the same,” said an official in the water supply projects of the BMC. While the laying of pipelines and construction of a reservoir in the city are almost complete, the entire construction of the dam over 684 hectares and construction of the water treatment plant is remaining. “Through latest technology we will be able to complete the dam within the stipulated time period,” said Pradeep Ajgaonkar, chief engineer, water supply projects. Thirty-five per cent of the funds are provided by the central government, 15 per cent by the state government and the BMC has put in the remaining 50 per cent funds.

Water supply to be hit in parts of City for a week

The Cauvery water supply will be affected in many parts of the City for a week as one of the water supply lines of Bangalore Water Supply and Sewerage Board (BWSSB) at Gubbalala near Tataguni pumping station was damaged.

The areas to be affected are BTM Layout, J P Nagar, Shakambarinagar, HSR Layout, Electronic City, Bellandur, Domlur, K R Puram, Marathahalli, ITPL and HAL areas.

Areas which will be less affected are Chandra Layout, Vijaynagar, Mahalakshmi Layout and Rajajinagar constituency, Malleswaram, Yelahanka, Sahakarnagar, Kengeri and Rajarajeshwarinagar.

T Venkataraju, BWSSB Chief Engineer (Maintenance) said that these areas received water on alternate days.

"There could be less supply of water in these areas. The problem could persist for a week as the repair work needs to be stabilised," he said.

According Narayan, BWSSB's Chief Engineer (Cauvery), there was already a 'bulk flow meter' installed near Gubbalala and due to some excavation work the cables of the sensor rods of the flow meter were damaged.

"We repaired the bulk flow meters, but the valve line was not covered properly. When a JCB went on the slab during one of the works, it broke the valve completely resulting in flow of water.  We cannot repair the flow meter, unless water is completely drained out.  We are in the process of repairing it and will complete the repair work by Thursday night," he said.

The water pumps need to be switched off during the repair work due to which water supply will be affected in parts of the City for few days, he added.

Road caves in at Vakola due to leaking water pipeline

A road in Vakola caved in on Tuesday because of leakage in the underground water pipeline. Around 11 am, a part of the Jawaharlal Nehru Road near the Vakola Bridge, that was covered by paverblocks caved in. Civic employees detected it before any mishap occurred. Civic officials said a small stretch of the road, measuring four feet, developed cracks and caved in. On excavation, civic employees found a cavity underneath.

AL Waghralkar, assistant municipal commissioner said, “A 6-inch underground water pipeline was leaking, that lead to a cavity underneath.  Civic employees noticed it and took preventive measures to restore it.” The pipeline was repaired and the road was reopened on Wednesday.

The city has been witnessing several incidences cave-in incidents as underground utilities have corroded and developed cracks, leading cavity formations. In July, a large portion of Dr Narayan Hardikar Road, in Worli, caved in on Wednesday.

The road, which is perpendicular to the arterial Annie Besant road, gave way after a 90-year-old double barrel arch drain, running under the road, collapsed.

“These cave-ins can be prevented if old underground utilities are replaced. The civic body doesn’t even have an underground map of all the utilities,” said an official from the road department, on condition of anonymity because he is not authorised to speak to the media on this issue.
