Groundwater sources to be registered, monitored

PANAJI: Water resources department (WRD) has announced its policy to register all groundwater sources and structures to ensure judicious use of such water and has laid down guidelines to ensure proper monitoring of withdrawal of groundwater.

The department has laid down a strict regimen to monitor the withdrawal of ground water, especially in industrial, commercial and mining areas. "Permission will not be given without installation of meters while the existing ones should also be metered in a phased manner," an official said.

The department has invited stakeholders and the public to comment on the policy which has been placed in public domain for suggestions and objections. Efforts to ensure registration by owners of wells has not achieved much success due to various factors.

The meters will be checked for quantum of use by the groundwater officer designated by the department or his representative. Surprise checks will be conducted on water suppliers.

"The withdrawal, especially for commercial, industrial and mining use, should be of permanent nature and the pumps should be fixed with a permanent arrangement," the policy states.

WRD officials have been directed to launch a campaign at the village level to sensitize the citizens regarding the importance and judicious use of groundwater and to register existing wells. "They have to seek permissions for new wells in the locality," a WRD officer said.

The utilization of the ground water resources is estimated at 43.83 million cubic meters, which is about 33% of the available resources, and considered safe.

Goa WRD prides itself as being one of the foremost among other states to implement the Goa Ground Water Regulation Act, 2002 (Goa Act 1 of 2002). Environmentalists have been disappointed by its slow enforcement, as excessive exploitation of ground water in some areas has posed a threat of pollution and ingress of salinity.

WRD has conceded the problem exists in some areas. "Though the overall groundwater utilization is safe, there are some localized stressed areas, especially industrial areas, coastal and urban areas and mining belt," the policy states.

The use of water was earlier limited to a few needs such as drinking, cooking, bathing, washing, but advent of technology has increased its uses manifold.

Operators of tankers and all transportation carriers have been directed to register themselves with the groundwater officers, who will issue a pass with their signatures and details of the tanker, the source of drawal and other aspects.

The vehicles will have to use the pass on the wind screen of the tanker.

Bangalore: The rampant encroachment of Kempambudhi lake should be cleared and the eviction drive should begin by next Sunday, directed Mayor Katte Satyanarayana on Tuesday.

Inspecting the lake along with city in-charge minister Ramalinga Reddy and BBMP commissioner M. Lakshminarayan, the mayor said that the lake has been encroached upon by at least six acres and debris has been dumped indiscriminately.

The recovered lake area must be fenced to prevent further encroachment, he said. “The debris must be cleared and lake desilted. A Detailed Project Report (DPR) should be chalked out in one month. There is no dearth of money for rejuvenation of the lake,” he said.

He directed BWSSB officials to stop sewage from entering the lake and to divert the sewerage lines from the lake. Engineers should prepare a blueprint, he suggested. Lakshminarayan directed the officials to desilt the lake and to rejuvenate it by providing a walking track.

He also directed them to clear the debris and to levy fines against those who dump debris. After inspecting the market at Gandhi Bazaar, Lakshminarayan said that traders are living in a dangerous condition as the market building they are occupying is dilapidated. The traders are refusing to vacate, despite warnings from the BBMP, which intends to construct a commercial complex at the spot. The traders are also refusing to pay the rent to the BBMP, he said.

Gandhi Bazaar needs a commercial complex with multi-level parking facility as the area is crowded, he said. 8 Kempegowda towers coming up The BBMP has planned to construct eight Kempegowda towers indicating the borders of the expanded Bangalore. The architecture of towers installed by Kempegowda will be replicated.

The civic body plans to erect them at prominent locations, including one at the Kempegowda International Airport. Kempegowda had erected four towers at Mekhri Circle, Kempambudhi Lake, Lalbagh and Ulsoor Lake to mark the boundaries of the city.

Palike to rejuvenate Kempambudhi Lake

One of City’s oldest lakes, Kempambudhi, will be revived soon. 

During an inspection on Wednesday, Mayor B S Satyanarayana directed various civic agencies to prepare an action plan to rejuvenate the water body and start working on the project in a month. 

He told officials to arrange funds for the purpose.

Accompanied by Bruhat Bangalore Mahanagara Palike (BBMP) Commissioner M Lakshminarayana, he directed Bangalore Water Supply and Sewerage Board (BWSSB) chief engineer to divert sewage away from the lake, while instructing the revenue officials to survey the lake on a priority basis and carry out eviction drive. Local MLA R V Devaraj said that about six acre of the lake land has been encroached upon and the eviction drive would begin on Sunday. 

Responding to complaints by residents about dumping of debris in and around the lake, Satyanarayana and Lakshminarayana directed the ward and zonal officers to initiate stringent action against truck owners. 

At the Basavanagudi market, the mayor directed officials to construct a multi-storey parking lot to rid the area of traffic congestion due to parking of vehicles on roadside.
