‘Clean Cooum to become a reality'



CHENNAI: A clean Cooum with inland water transport facility would become a reality as efforts to expedite project implementation are on, Mayor M Subramanian said here on Wednesday.

Addressing a meeting between NGOs, environmentalists, academicians and youth network representatives slated to participate in the Copenhagen Climate Meet at the British Deputy High Commission, he said Chennai Corporation would also accelerate efforts to effectively tackle climate change in the city. Chief Minister M Karunanidhi has been according top priority to both these projects, he added.

Recently, a delegation led by Deputy Chief Minister M K Stalin visited Singapore to study a project similar to that of Cooum. The Singapore river is 11 km long and had 27,500 huts on its banks prior to its beautification.

“Cooum is comparatively longer, 18 km in Chennai alone, and with a total length is 72.5 km. But we have only 10,000 huts here. In Chintadripet, 1,200 huts were removed and people relocated. The process of removing the rest of the huts are on,” the mayor said.

Earlier, delegates gave their perspectives and spoke on the action needed on climate change issue. Arivudai Nambi, firector, Climate Adaptation, M S Swaminathan Research Foundation, Prof Sudhir Chellarajan of IIT Madras and Prof Nagendran of Anna University participated.

British Deputy High Commissioner Mike Nithavrianakis lauded Chennai for its low per capita emission - 0.88 tonnes in 2007-08, which is below the national average of 1.2 to 2 tonnes a year. “What makes the city and the State distinct is that both have a vocal civil society base. The media and NGOs have been quite active on environmental issues, long before Copenhagen hit the headlines,” he said.

Panel to study finance position

Dec. 2: The state government on Wednesday constituted the Fourth Finance Commission to review the financial position of the rural and urban local bodies and to make appropriate recommendations to the government.

Headed by senior IAS officer K Phanindra Reddy and comprising five members, the commission would study the distribution of the net proceeds of taxes, duties, tolls and fees leviable by the government and village panchayats, panchayat union councils, district panchayats, town panchayats, municipalities and corporations and also the same, which may be divided between them and the allocation of the respective shares of the proceeds.

According to an official release here the commission would assess the financial position of local bodies as on March 31, 2010 and submit its report by May 31, 2011, covering a period of five years, commencing on April 1, 2012.

It would determine the taxes, duties, tolls and fees which may be assigned to or appropriated by the local bodies and study the grants-in-aid to the said local bodies from the consolidated fund of the state.

It would suggest measures needed to improve the financial position of the local bodies and also possible new avenues for tapping resources, keeping in mind the tax structure in other states.

CHENNAI: The Chennai Corporation on Wednesday collected Rs.18 lakh property tax arrears from the occupants of properties belonging to the Pachaiyappa’s Trust on NSC Bose Road. This was done after the civic body made an attempt to seize movable goods from the shops.

A senior official of the civic body said that if the landlord of the property failed to pay the tax, the occupant had to pay it and deduct it from the rent payable to the owner. “We had issued notices to the occupants but they also failed to respond positively, following which we initiated this action. However, as we received cheque towards our dues, we did not seize any property,” he said.

Over 200 property owners across the city owe over Rs.15 lakh each to the civic body in property tax dues and notices have been issued to such defaulters.

Water purifying plant

Mayor M. Subramanian on Wednesday inaugurated a water purifying plant at Corporation School on Choolaimedu High Road. The plant has been installed by Lions Club. Earlier, he inspected various works in CIT Nagar area and instructed the Chennai Corporation officials to renovate a park there. He asked officials to construct a dining hall above a kitchen centre inside a school.
