CHENNAI: Chennai Metrowater has postponed its eviction drive at Kalvai Thurai, Kilpauk, to mid-December following a directive from the Madras High Court.

The water agency issued eviction notices for the second time this year on Wednesday to 867 families that had encroached on its land near Aspiran Gardens. With the court issuing a stay order, the eviction drive, which was to begin next week, has been postponed to December 16.

Metrowater officials said that 1,001 families had encroached upon nearly 16 acres of land under which important water pipelines had been laid.

Of these, 134 families had voluntarily moved to Kannagi Nagar in Okkiam Thorapakkam early this year, they said.

The move was imperative to take up maintenance of the pipeline that transmits treated water from the Kilpauk water distribution shaft to various parts of the city, they said.

Work on strengthening the old pipeline would be taken up and the land would be fenced after the eviction, an official said.

Residents of Kalvai Thurai said most of them are construction workers, daily wage labourers and domestic helps, largely employed in the neighbourhood.

S.Murugesan, president of Kalvai Thurai Slum Dwellers’ Welfare Association, said, most residents have been living in the locality for over four decades.

“Nearly 90 families on Kuttiappan Street of the same survey number adjacent to our area were provided with title deeds two decades ago. But, we have been asked to vacate. Besides, it will also take a toll on our children’s education,” he said. The officials said 1,001 tenements have been allotted through the Tamil Nadu Slum Clearance Board at Okkiam Thorapakkam.

Basic amenities

Efforts are also being made to improve basic amenities, including water supply, transfer of ration cards and helping children to join schools there, they added.

Most of the encroachments on other Metrowater’s lands are in the locality covering a stretch of 3.5 km on New Avadi Road in areas including Villivakkam and ICF.

Nearly 4,000 structures have come up on both sides of the road that accommodate conduit line conveying raw water from Red Hills Lake to Kilpauk Water Works.

Measures are being taken to fence the vacant lands belonging to Metrowater to prevent further encroachment, the officials said.

Panchayats to get grants for drains

Nov. 25: The town panchayats are all set to alter the face of urban Tamil Nadu by taking up waste management projects and establishing storm water drains on a massive scale. The state government has released Rs 16.05 crore anticipating the grant from the 12th finance commission to facilitate the work this fiscal.

The funds would be routed through the municipal administration and water supply department.

The director of town panchayats has been told to ensure the town panchayats utilised 50 per cent of the grants for solid waste management, 20 per cent for liquid waste management, establishing storm water drains and sewerages and the remaining 30 per cent for road works, creating database and meeting electricity charges.

Meanwhile, the government has sanctioned Rs 5.36 crore including a financial assistance of Rs 4.56 crore received from Nabard for improving the basic infrastructure in 52 town panchayats for constructing sanitary complexes.

About 684 rural roads in 398 town panchayats covering 31 districts would be strengthened at a cost of Rs 113.56 crore. These roads, which totally run for a length of 871.93 km, will help improve rural connectivity.
The works would be executed with an assistance of Rs 91 crore from the Centre and the funds would be released in a phased manner, according to sources. As the amount is pending approval of the Legislature, the expenditure would be met by an advance from the contingency fund.

2,700 new buses to be procured

CHENNAI: Nearly 2,700 new buses will be procured in four months for strengthening the public transport system in the State.

According to the government’s plan, 3,000 buses will be purchased.

While 1,600 are being purchased under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the remaining fall under the government’s routine scheme of purchase of vehicles.

Till now, 302 buses have already been delivered. Of the vehicles being purchased under the JNNURM, 1,000, including 100 Volvo buses, are meant for the Metropolitan Transport Corporation and 300 each for the Coimbatore and Madurai divisions of the State Transport Corporation.

The government’s routine scheme of the bus purchase is funded by a loan of Rs.99 crore from the Tamil Nadu Transport Development Finance Corporation and the government’s contribution to share capital of the transport corporations, a government official says.
