Demand for Property Tax grievances redressal camps

People can approach the tax tribunal with their grievances: Corporation Commissioner

No building should be constructed without an approved plan


COIMBATORE: Councillors of the Coimbatore Corporation want the civic body to solve problems that the public face in having their buildings assessed for Property Tax, especially after the revision of the tax.

Excess Taxation

Leader of the Opposition and Dravida Munnetra Kazhagam (DMK) member V.N. Udayakumar alleged excess taxation and called upon Corporation Commissioner Anshul Mishra to organise special grievances redress camps in the four zone offices.

“The tax had been raised for the residential category by 20 per cent. So, a person who had been paying Rs. 2,000 earlier should pay only Rs.2,400 now. But, there are complaints of Corporation staff collecting even Rs.3,000,” he said.

The Commissioner said special camps were already being held in the zone offices in connection with the Local Bodies’ Day celebrations to be held on November 1. Orders to provide solutions to grievances would be issued at a meeting that day, he said. Besides, people could approach the tax tribunal with their grievances.

Tax-specific meetings

The Commissioner, however, said tax-specific meetings could also be organised. Mr. Udayakumar suggested that enough publicity on the grievances meeting be given in the media well in advance. As for excess tax, the Commissioner said action could be taken on specific complaints if they were brought to his notice.

The councillors requested the Commissioner to hold back the implementation of the new Property Tax assessment system that made submission of building plan approval details mandatory.

The Corporation introduced this scheme as buildings were being constructed without an approved plan and without paying the charges required to be paid at this stage.

But, after these structures were constructed without an approved plan, their owners approached the Corporation for the assessment of Property Tax.

“This is why we are now insisting that the plan approval details also must be furnished while applying for tax assessment. If we make just the assessment, there are questions during auditing on the loss of revenue during the plan approval stage,” the Commissioner explained.

Asked what the Corporation’s rules stated, the Commissioner said that actually no building should be constructed without an approved plan. But, some structures such as houses came up despite this rule because of humanitarian consideration.

Pointing out that there were some grey areas and that rules should be tightened, he said the new scheme was aimed at curbing at least from now the practice of constructing buildings without obtaining approval for the plan.

Mr. Udayakumar, other members from the DMK and the councillors from various other parties then called for an all-party meeting on this issue. When more questions arose over this scheme, the Commissioner said all these could be raised at the all-party meeting.

Communist Party of India (Marxist) councillor said the public welcomed the Corporation’s recent action against buildings that did not have the mandatory space for parking vehicles. But, this action should be sustained, he said.

The Corporation should identify all the buildings in the city that did not have parking space and take action against these. Every public building in the city should have parking space and the Corporation must ensure this, he said.

All India Anna Dravida Munnetra Kazhagam councillor P. Rajkumar said finding space for parking in the city was proving to be a torture.

There was chaos on the roads in areas where multi-storeyed buildings did not have parking space. The councillor said the Corporation should soon implement the scheme for multi-tier parking lots in busy commercial centres in the city.

WITH A MESSAGE: Students taking out a rally in the city on Sunday with anti-plastics and energy conservation slogans as part of the Local Bodies’ Day celebrations organised by the Coimbatore Corporation.

COIMBATORE: The Coimbatore Corporation began the Local Bodies’ Day celebrations here on Sunday with a rally by school and college students to generate awareness on hygiene and promised that it would provide greater development in the city through various schemes whose implementation had already begun.

Presiding over the celebrations, Mayor R. Venkatachalam sought the support of the public to the schemes that were being implemented by the civic body.

He sought their co-operation to specific schemes such as the one for solid waste management.

Clean city

Stating that the Corporation wanted to ensure hygiene by creating a clean city, he highlighted the efforts taken by Corporation Commissioner Anshul Mishra in improving the working conditions and health of conservancy workers.

Apart from the special grievances redressal camps conducted in the zone offices last week in connection with the celebrations, a week-long camp would be conducted at these offices and the main office to redress the grievances of the public over various civic issues.

The Corporation received 364 petitions submitted during the camp last week and steps to solve the problems mentioned in these were announced on Sunday.

The Corporation Commissioner said a lot of works had been initiated to improve various facilities in the city.

“We have done well so far and let us do better,” he said while addressing the officials, staff and councillors of the civic body.

“Let us strive to implement all the development schemes,” he said.

Schemes

Listing some of the schemes introduced by the State Government, Deputy Mayor N. Karthik said the scheme for the regularisation of house sites in the unapproved layouts was a boon to the residents who had been languishing without basic amenities such as roads, streetlights, drinking water and sewerage lines.

South Zone Chairman P. Pynthamil said the works initiated by the Ministry of Local Administration over the last three years were more than the efforts made over the last 30 years for the development of the cities such as Coimbatore.

Efforts had been made in the last three years to bring the local body closer to the people. A proof of the Coimbatore Corporation’s focus on all-round development was manifest in the improvement made in its schools.

West Zone Chairman V.P. Selvaraj attributed the developments in cities and towns to the decision of the Dravida Munnetra Kazhagam Government in 1996 to hold elections to local bodies.

Held after a gap of 13 years, the elections brought about the much-needed link between the people and the local bodies, he said.

East Zone Chairman S.N. Samy said though a lot of progress had been made, councillors had only 75 per cent satisfaction and it was only 50 per cent among the public.

Pledge

“Let us all take a pledge on this day to create a clean city. Despite rules, the drive against plastic bags is not successful to the desired level. Let us work to create a clean city that we can hand over to the next Council of the Corporation after two years,” he said.

During the function, 34 families were provided Rs.28,000 each to build houses under the Basic Services for the Urban Poor project.

A total of Rs.1.37 lakh was provided to 12 thrift societies, under the Swarna Jayanthi Shahari Rozgar Yojana scheme of the Central Government.

Prizes were given to 18 students of Corporation schools for winning the first three slots in various competitions held as part of the celebrations.

Culturals

The Local Body day was celebrated with grandeur in Tirupur on Sunday.

To mark the occasion, the Tirupur Corporation administration organised a rally as well as sports and cultural competitions.

Mayor K. Selvaraj, Deputy Mayor Senthil Kumar, Corporation Commissioner R. Jayalakshmi, City Health Officer K. R Jawaharlal, councillors and traders took part in the rally which started from Corporation office premises and culminated at Nanjappa Corporation Boys Higher Secondary School.

Official sources said that the rally was aimed at disseminating the role of Panchayat Raj institutions in the overall economic development and social justice in the country, to the general public.

The cultural competitions were held for both Corporation staff and for students of various schools run by the local bodies, while sports events had the participation of Corporation councillors, general public and staff of local bodies.

In a function held in the evening, Minister for Highways and Minor Ports M.P. Saminathan gave away prizes to the winners of the competitions.

Corporation dental clinics from this month

More than 1,000 people took part in the special medical camp organised by the Corporation.


CHENNAI: New dental clinics and veterinary hospitals of the Chennai Corporation will begin functioning this month, said Mayor M.Subramanian.

Speaking at a function organised on Sunday to celebrate Local Administration Day, Mr. Subramanian said two dental clinics will start functioning in Tondiarpet and Saidapet.

The veterinary hospitals would be located in Ayanavaram and Nungambakkam.

Awareness on welfare schemes

The State government had directed the civic bodies to “celebrate Local Administration Day” on November 1. The event also focussed on creation of awareness on welfare schemes by the civic body.

The civic body also brought out wall posters and banners about its performance.

More than 1,000 people took part in the special medical camp organised by the Corporation.

Around 50 doctors, technicians and sanitary workers took part in the camp.

An exhibition on dengue, malaria, swine flu and tuberculosis was also organised. Corporation Commissioner Rajesh Lakhoni took part.
