Corporation forms panel to frame bylaws for Council functioning

COIMBATORE: The Coimbatore Corporation has formed a committee to frame bylaws for the smooth functioning of the elected Council.

The decision to form the committee was taken at an all-party meeting held on Thursday.

Mayor R. Venkatachalam, Corporation Commissioner Anshul Mishra, Deputy Mayor N. Karthik, senior officials of the Corporation, councillors heading zones and standing committees and leaders of political parties in the Council attended the meeting.

The 20-member committee consisted of these persons, Deputy Commissioner V. Shanta and the Floor Leader of the Congress and Leader of the Opposition in the Council.

Once the committee frames the bylaws, these would be placed in the Council for its approval.

The all-party meeting reached a consensus on approving the Corporation’s proposal to involve private parties in putting up shelters for passengers at bus stops.

This subject was brought up for discussion at the all-party meeting as a decision on this was not taken at the emergency meeting of the council earlier this week.

A section of the councillors had objected to the direct placing of the proposal in the Council without ratification by the Standing Committee on Town Planning.

The all-party meeting insisted that the bus shelters should be of good quality and located at places convenient and necessary for the passengers.

The meeting also decided that a proposal would be placed in the Council for installing streetlights with light emitting diodes on an expression of interest or a build-operate-transfer basis.

As the construction of a median was under progress on Avanashi Road, the Corporation would immediately take up the works to lay cables for the lights.

The Corporation planned to acquire14.4 acres at Ondipudur on the eastern border of the city to establish a sewage treatment plant. As the cost – Rs. 18.29 crore – was high, the civic body would negotiate with the owners to have it reduced.

A proposal to increase drinking water tariff as per the State Government’s guidelines was taken up for discussion at the meeting. But, for the second or third time, the party leaders wanted it to be deferred. This issue would be discussed at another all-party meeting.

3 more foot overbridges proposed

CHENNAI: Three foot overbridges with lifts, including one on Durgabai Deshmukh Road in R.A. Puram, will be installed by the Chennai Corporation. The other two will come up near the new Legislative Assembly complex.

An official of the civic body said traffic studies for the two facilities near the upcoming Assembly complex had been completed.

For the foot overbridge in R.A. Puram, near Andhra Mahila Sabha and Dr. MGR Janaki College for Women, the traffic study and designing is in the offing. Hundreds of people now have to wait for several minutes before they cross the road. The problem is compounded if police personnel are not available to regulate the traffic.

Speaking to mediapersons after inaugurating the construction of a foot overbridge on Taluk Office Road in Saidapet on Thursday, Mayor M. Subramanian said work on three facilities would begin in about a month.

The foot overbridge coming up in Saidapet’s Little Mount, at a cost of Rs.89 lakh, is expected to be completed by January. The cost of civil works would be Rs.30 lakh and for the lifts it would be Rs.59 lakh. It would have staircase and lifts on either side. The length of the bridge would be 30.50 metre.

Residents of the area have been demanding facilities for pedestrian safety after Taluk Office Road and stretches of Sardar Patel Road and Anna Salai were made one-way two years ago. This would be second such facility in the city.

Meanwhile, provision of lifts to the existing foot overbridge on Nungambakkam High Road at a cost of Rs.59 lakh is nearing completion. The trial run would be held in a week. Civil work has been completed and granite tiles are fixed. The steel structure of the foot overbridge had been retained and minor repairs would be carried out.

CHENNAI: The next World Tamil Conference will be held in Coimbatore in January-February 2010.

A decision to this effect was taken on Thursday by the State government at the conference of District Collectors and Police Officers at the Secretariat here.

Chief Minister M. Karunanidhi, who inaugurated the meet of the Collectors and Police Officers, indicated the plan to host the conference.

Police duty

The Chief Minister urged the police to monitor the coastal areas of the State. It was the duty of the police personnel to ensure that undesirable elements, in the name of Sri Lankan Tamil refugees, did not enter the State.

Expressing satisfaction over law and order, the Chief Minister directed the police to prevent entry of sleeping cells of terrorist organisations and hawala transactions.

He reminded the police that it was one of their foremost duties to make sure that no custodial death and illegal detention took place. Expressing concern over the increasing rate of road accidents, he wanted police personnel to analyse the causes of accidents and work for road safety.

In view of the delay in giving compensation to victims of road accidents that involved buses of the State-run Transport Corporations and the high cost, the government decided to insure all buses belonging to the Corporations. This would enable quicker disbursal of compensation.

Noting the increase in the number of farmers covered under an insurance scheme in the last three years, the Chief Minister asked the Collectors to take steps to bring more farmers under the scheme. The number of farmers insured went up from one lakh in 2006-2007 to 9.88 lakh in 2008-2009.

The Chief Minister advised the Collectors to give priority to the completion of distribution of free gas stoves and LPG connections to 3.48 lakh beneficiaries by October-end.

Under the National Rural Employment Guarantee Scheme, Rs. 888 crore was paid towards wages during April-August this year, against Rs. 982 crore last year. The target for this year was Rs. 2,000 crore.

The assistance provided by banks to self-help groups was of the order of Rs. 2,174.57 crore in 2008-2009, whereas assistance given over 19 years (April 1, 1989 to March 31, 2008) was just Rs. 3,163 crore. He wanted the Collectors to intensify their efforts in this regard.
