CHENNAI: The Union Ministry of Chemicals and Fertilisers will soon announce a scheme to set up “plastic parks”, on the lines of IT parks, across the country. The planning for the scheme is in the final stages and will be announced within two months, according to Neelkamal Darbari, joint secretary in the Ministry.

“Each park will come up on about 250 acres of land…We want to have at least one such park per State,” said Ms. Darbari, speaking to The Hindu on the sidelines of a workshop on Solid Waste Management held at the Central Institute for Plastics Engineering and Technology here on Wednesday.

She says that the scheme envisages the parks as public-private partnership projects. The parks will be owned and run by Special Purpose Vehicle companies, with the State governments, plastic industry associations and industry consultants all having a stake. Each park will essentially be an industry cluster, with 50 to 100 units. The State governments will need to provide the land, she said.

The Union government will provide a subsidy for common facilities at the parks, including a plastic reprocessing and recycling plant and a waste management system, added Ms. Darbari.

“Wherever there is a plastic industry cluster, there must be a recycling component also,” she said.

The Ministry is also in the early stages of planning for a scheme to involve entrepreneurs in collecting and recycling plastic waste.

If there is an incentive, businessmen can be motivated to create wealth from waste, rather than leaving the problem of plastic waste collection to government agencies, she said. The Ministry is preparing a proposal to present to the Cabinet soon.

“A ban on plastics is not the way to go…It is not viable,” said Ms. Darbari.

“What is needed is a mass movement toward recycling.”

Chennai Corporation Commissioner Rajesh Lakhoni also said that a total plastics ban was not a feasible option for the city, despite demands by activists. “It is not fashionable to look pro-plastic…but banning plastics is not the solution,” he said.

He also feels recycling is the answer, but insists that the public must be educated on source-segregation of waste before recycling can be done completely and effectively.

Under pressure, the Corporation did ban plastics from the Marina Beach, he said. In the fifteen days since the ban took effect, it has managed to remove about 75 per cent of the plastics from the beach, he said.

He expects to show 100 per cent implementation of the ban within the next two months.

MCD launches amnesty scheme for tax defaulters

NEW DELHI: Not paying your property tax can land you behind bars for a period of seven years now. The Municipal Corporation of Delhi (MCD) has launched am amnesty scheme under which tax defaulters can clear their dues without having to pay a penalty or the interest amount. But those who fail to pay the tax by October will not only face penalties like sealing of bank accounts and attachment of property but may also be jailed for a period of seven years.

Said mayor Kanwar Sain: "The 30% penalty will be waived off for those paying property tax dues before October 31. In addition to this, 1% interest levied every month on unpaid amount will not be charged from them. The amnesty scheme will be open from Tuesday to October 31.'' For the scheme, the civic agency has constituted special teams in all the 12 zones and the property tax headquarter at Lajpat Nagar.

"Under the scheme, all the property tax payers in the city will get a special identification number similar to Permanent Account Number from the civic agency. In future, the facility will be extended to other property owners too,'' added Sain.

The agency said that in future, property owners who submit pay the tax will get benefit in getting the building plan sanctioned. The mayor said the MCD will collect tax from property owners in unauthorized colonies, about whose status there was some confusion till now.

Survey of India is currently determining the number of property owners who are not in the tax net of the civic agency. According to MCD, only nine lakh people pay property tax, while according to its estimate, there are more than 30 lakh properties in the city.

TIRUCHI: The Tiruchi Corporation is likely to get Rs.1,000 to Rs.1,500 crore of financial assistance from the Union Government under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Transport Minister K. N. Nehru said here on Tuesday.

Consequent to the Centre’s decision to relax the population norm for cities for inclusion under the JNNURM, proposals for various development projects in the city, totally valued at around Rs.4,500 crore, have been forwarded to the government.

Major projects

Major development projects such as integrated bus stand, market complexes and housing for the poor are planned under JNNURM, Mr. Nehru said speaking at a ‘Makkalai Thedi’ - grievance redressal camp in the city.

This apart, the Corporation was also likely to get a subsidy-cum-loan of about Rs.100 crore through the Tamil Nadu Urban Infrastructure and Financial Services Limited for strengthening the road and storm water drainage networks of the city.

Drinking water scheme

The drinking water augmentation scheme for the city, currently under execution, would double the quantum of water supplied to the city to 180 million litres a day.

The city was expected to get supply from the scheme in about 10 months.

Mr. Nehru disclosed that 20,944 petitions have been received at the 10 Makkalai Thedi camps held in the city so far.

Of this, action has been intiated on 4,041 petitions.

About 8,855 persons had sought free house site pattas and steps were being taken to identify the required land on the outskirts of the city for allotment to the petitioners.

Adhere to norms

Collector T. Soundiah appealed to the petitioners to adhere to the norms stipulated for availing various benefits.

Nearly 4,000 petitions at the Makkalai Thedi camps have been rejected so far as the petitioners failed to meet the norm or application requirements.

For new ration cards, newly married petitioners should produce proof of having their names deleted from their previous family cards.

For old age pension, the age of petitioners as given in the ration cards alone would be taken as proof, he said and appealed to the residents to enrol themselves in the welfare boards set up by the government for availing various benefits. Mayor S. Sujatha, Deputy Mayor M. Anbazhagan and others spoke.

Later, Mr. Nehru distributed welfare assistance to petitioners of the previous Makkalai Thedi camp.
