M-governance to add one more payment mode for utilities

CHENNAI: Come September, Chennaites will have the option of paying their utility bills through their mobile phones. The state government is planning to launch its m-governance' or mobile governance programme, as an important mode of service delivery to the public.

The project is likely to be launched at India's annual Information and Communication Technology event, Connect 2009 at Chennai on September 10 and officials are working against time to roll out the project on that day. "We are hoping to launch the project at Connect," officials said. This will make Tamil Nadu the first state in the country to deploy such a scheme.

Initially, the project will be rolled out in Chennai. "Initial services to be offered will be services like paying your utility bills through your mobile phones. People can use a simple SMS based service to pay utilities like property tax, electricity bills, water tax, etc through their mobiles. This service will be a standalone service apart from the existing internet payment, payment through ATM's and the normal mode of payment of bills. We are envisaging m-governance initially to help in better compliance when it comes to payment of bills," the sources added.

With Chennai having the highest teledensity in the country compared to the low internet penetration, the government decided to utilise the new and easy technology to take services to the peoples' finger tips. Over the past month, Electronic Corporation of Tamil Nadu (Elcot) has been holding talks with the mobile service providers, government departments, financial institutions like banks, payment gateways and others concerned to deliver citizen centric services through mobiles to get the system functional by September 10. " We are trying to bring everyone on board soon," state government officials said.

Defiance Tech, a firm owned by the Hinduja Group, is developing the application required for m-governance. The application would be compatible with the mobile service providers, banks, payment gateways and public utility companies like Corporation, Metrowater and Tamil Nadu Electricity Board (TNEB). Initially, the launch will cover only Chennai, the capital city.

"We are also exploring the possibility of using GPRS and IVRS (Integrated Voice Recognition System) on the mobile phone to make use of this facility. These will be well within RBI guidelines. We will add more services once the project kicks off," officials told ToI.

The specifications of each service are being worked out with the three government departments providing utility services in the city, officials said. Already, some district administrations have introduced m-governance in a small way to provide certificates of birth and death, patta among others.

Of course, there is a glitch as the banks and government agencies are still reluctant to allow access to their database due to security concerns, officials say. During expansion, the key challenges would be lack of digitised content and tackling reluctance of government departments.

Size of Chennai city set to expand

Committee has recommended two options to government

CHENNAI: The size of Chennai city is set to expand manifold. Whether it will enlarge from its present extent of 176 sq.km. to become a mega city of 800 sq.km area or it will be a relatively smaller expansion to encompass about 420 sq.km area is a decision that the government of Tamil Nadu will soon take.

The committee, constituted to examine the proposal for delineating new city Corporations around Chennai city, has recommended two options to the State government and submitted the report on August 18.

The first option recommends a greater Chennai Corporation that will administer an area of 800 sq.km and is based on the study of other large city corporations such as Hyderabad and Bangalore which are spread over an area of about 650 and 700 sq.km respectively. This expanded Corporation will incorporate various municipalities and other local bodies within the Chennai Metropolitan Area (1189 sq.km).

The second option is to expand the present city to a size of 420 sq.km and in addition, create two Corporations with Avadi and Tambaram as headquarters.

In this proposal, the existing municipalities such as Ambattur and Alandur would be merged with the Chennai Corporation and Semancheri would be the southern limit and Thiruvottiyur and Kathivakkam the northern limit of the city. The Chennai-Avadi Corporation would cover about 150 sq.km extending up to Poonamallee.

The Chennai-Tambaram Corporation would cover about 200 sq.km extending up to Vandalur.

Both these options were not amongst the alternatives that were discussed at public consultation meetings held in 2008 and 2009, but have been arrived at as a result of the discussions, say a government source.

Goal

The purpose behind this restructuring, as stated by the government, is to create ‘higher order local bodies’ that will deliver better public services, generate more resources and facilitate private public partnerships to undertake new infrastructure projects.

The government also expects that this restructuring will optimise expenditure and improve administration.

Stalin inaugurates Green Tirupur Movement

Tirupur: Deputy Chief Minister M. K. Stalin inaugurated the Green Tirupur Movement of Isha Foundation by planting a sapling on the Corporation Town Hall premises here on Sunday.

The Isha Foundation volunteers with the involvement of different stakeholders in the conservation of environment planted as many as 25,000 saplings of 34 plant species across the city.

The Green Tirupur Movement has been mooted under the Project Green Hands, an ecological initiative of the Isha Foundation aimed at reversing environmental degradation and increasing the green cover in the State.

At the inaugural, Sadhguru Jaggi Vasudev, founder of Isha Foundation, called upon the people to joins hands with the Foundation’s efforts to keep the earth habitable to future generations.

Display responsibility

“Each individual should display responsibility to maintain the trees and take steps to plant at least a few more saplings,” he said.

Ministers M. P. Saminathan, K. Ponmudy, Pongalur N. Palanisamy and Poongothai Aladi Aruna, Mayor K. Selvaraj, Collector C. Samayamoorthy, Inspector General of Police Pramod Kumar and District Revenue Officer K. V. Muralitharan, among others, were present.

A ‘Green Marathon’ was organised soon after the inauguration, to spread the message of importance of trees for sustainable living.

The run was flagged off by film stars, Prakash Raj and Shreya.
