Property registrations in central Chennai falls 23% in the first half

CHENNAI: While the real estate sector is showing some signs of bouncing back, thanks to the positive response evoked by a large number of budget housing projects (homes upwards of Rs 10 lakh) launched in the suburbs, the sale of residential space in places like Teynampet, Nungambakkam, Mount Road and Mylapore in the heart of the city is still muted.

Going by registration department figures, there is an average 23 per cent dip in property transactions in prime locations between January and June this year, when compared to the corresponding period last year. In Nungambakkam and surrounding areas like a part of the Mount Road, Thousand Lights, Sterling Road, Greams Road and Wallace Garden, the number of registrations between January and June this year (877) was 11 per cent less than that of the corresponding period (983) last year.

Teynampet region witnessed the maximum fall of 35 per cent - from 1,728 registrations to 1,131 transactions. In Mylapore sub-registrar office, transactions fell by 20 per cent, from 2,835 to 2,268.

Nevertheless, industry observers and realtors are of the view that in about six months, the market in the central business districts (CBD) could revive . "While the OMR and other outlying areas have seen signs of revival, many people are still not excited about investing in properties in the CBD, especially in the commercial sector, as land prices are still prohibitive in such areas," says VA Ramash, president, Sabari Foundations Pvt Ltd.

Potential home owners, especially the salaried class, are expecting further correction as they don't want to take a huge home loan and fall into a debt trap at a time when economic revival is not complete. Similarly, sellers who possess properties in such areas are sitting tight and don't want to sell prime properties in a hurry, unless there is absolute financial necessity, say industry observers.

Also, property registrations are expected to be muted this month as Chennaites normally refrain from big ticket purchases and investments during the month of `aadi.' Under normal circumstances, the market shows signs of revival with the onset of aavani' (starting on September 15th).

In any real estate slump, the suburbs first bear the brunt, followed by city areas and the CBDs. Similarly, during an upturn too, property revival first happens in mofussil areas and the CBDs are the last to improve.

"While the government's announcement of a 1% subsidy for mid-segment housing is a welcome step, it would be nice if it could extend similar benefits for higher ticket home loans as well. I am hoping interest rates to fall a bit further so that home loans become more attractive," says Kasturi Srinivasan, who has been scouting for an apartment for the past several months.

Armed with funds from the Jawaharlal Nehru National Urban Renewal Mission, the various State road transport undertakings in Tamil Nadu are on a buying spree.

On July 1, orders were placed for 1,500 semi-low floor buses, worth about Rs 300 crore. Ashok Leyland got orders for 1,000 buses, Tata Motors for 500.

Now, the nodal agency for the centralised purchases for the TN STUs, Institute of Road Transport (IRT) will finalise another order for 100 air-conditioned buses next week.

The Institute has put out another tender for the buying 1,500 LED destination display boards, valued at about Rs 25 crore. These are modern boards that gives the bus number, route and name of the stopping on their electronic displays.

Bids for led displays

The tender is good news for Chennai, where about 300 buses have the LED displays, on trial basis.

According to Mr P. Rajan, Additional Director (Purchase), IRT, 900 of the 1,500 units under purchase are meant for the buses of Chennai Metropolitan Transport Corporation. The other 600 are to be equally divided between Coimbatore and Madurai. The funding for the LED displays also comes from JNNURM.

Outside the JNNURM-funded purchase programme, the IRT has floated a tender calling for the supply of some 60,000 tyres worth about Rs 36 crore, which closes on August 4. Another tender for supply of lubricants worth about Rs 25 crore closes on August 8.

Mr Rajan told Business Line on Wednesday that within the next fortnight, IRT will finalise orders for the purchase of 1,400 bus chassis. This could be worth another Rs 300 crore. Thus, between JNNURM and otherwise, the TN STUs will buy at least 3,000 new buses this year.

Asked if IRT also buys spare parts for the TN fleet, Mr Rajan said that spare parts are centrally purchased by the Association of State Road Transport Undertakings, New Delhi.

IRT is mandated with the task of purchasing items such as chassis, lubricants, rubber materials including tyres and bus tickets, he said.

Full-fledged website to be launched soon, says Commissioner

Rajahmundry: The Municipal Corporation of Rajahmundry (MCR) is making serious efforts to be part of the ‘Vision City’, a Central Government scheme. Municipal corporations of Hyderabad, Visakhapatnam and Vijayawada have been included in the scheme in the State. It is hoped that MCR too will be bestowed the status at least by next year.

As a first step in that direction, a full-fledged website – www.rajahmundrycorporation.com – would be developed with the help of historians, Municipal Commissioner K. Manik Raj told The Hindu on Wednesday. The website would officially be launched on August 15 or during the council meeting on August 22, the first after he assumed office. The website would aim at enhancing accountability of every department and provide every citizen access to information pertaining to issues concerning them. Matters concerning all departments will be put on the website. Information pertaining to plan approvals, BPS, new GOs, births and deaths, tap connections, taxation, revenue, billing, historical places and what not, all would be made available at the click of the mouse, the Commissioner added.

Six projects

Mr. Manik Raj said that under JNNURM three places were selected under Vision City hoped that MCR would get the status by next year.

As part of the efforts, the corporation would also undertake six projects under public private partnership mode. The first such project would be development of a scatting ring in 1,800 sft vacant land opposite P.V. Narasimha Rao park on Godavari tank bund for which Expression of Interest was called. The other schemes include energy conservation, streamlining rainwater, collection of garbage by ITC, construction of Sulabh Complexes and distribution of 50 wireless sets to sanitary inspectors.
