Councillors take lessons in civic governance at state campat state camp

COIMBATORE: A two-day orientation and training programme for councillors from Coimbatore and Tirupur corporations began at a hotel in Chinniyampalayam in the city outskirts on Monday. As many as 68 out of the 100 councillors from Coimbatore and 32 elected representatives including the mayor from Tirupur are attending the sessions that deal with an array of issues from understanding the budgeting exercise to getting a grasp over the Right to Information Act.

"The sessions were very useful as they explained the relevance and importance of the office of the mayor and how effectively we could serve the public," said A Visalakshi, Tirupur mayor.

The orientation program, conducted by the Commissionerate of Municipal Administration through Tamil Nadu Institute of Urban Studies, has been divided into two day-long sessions. In the first session the councillors were introduced to the basic features of local self governance and the ideal conduct at council meetings. This was followed by a session on the powers duties, roles and responsibilities of the corporation council and the mayor. There was specific stress on ensuring transparency in the activities and policies of the urban body.

"The sessions are divided into various segments and each of them will be dealing with specific issues. We are also trying to instil leadership values and motivate the elected representatives to perform better as representatives of the people," said K S Selvanayaki, assistant professor and session co-ordinator, Tamil Nadu Institute of Urban Studies.

Coimbatore mayor S M Velusamy sat for the morning session. Senior officials including Coimbatore corporation commissioner G Latha also attended a part of the session. According to Meena Loganathan, ward no 49 councillor, the resource persons handing the sessions made it a point to elaborate on the powers of the various standing committees of the corporation. "For example, they explained how each member of a standing committee like taxation committee or health committee could involve themselves in various policies and projects of the corporation," she said.

The training camp is part of an ongoing state-wide initiative to empower elected representatives of local bodies and is being held at Madurai, Salem, Chengelpettu, Coimbatore and Trichy districts on various dates. A similar camp was held for elected members of municipalities at Coimbatore between January 27 and February 1.

The training program will also contain an exclusive session for as many as 243 female elected representatives of all the local bodies on Wednesday.

The Tirupur Corporation administration launched a solid waste management project under a public-private partnership mode in 30 Wards on Sunday.

As part of the scheme, Srinivas Waste Management Services (P) Limited would collect the garbage at the primary and secondary levels from Wards 16 to 45 and transport the same to the disposal place operated by the corporation near Velliyangadu.

Four sophisticated compactor-fitted trucks of 14 cubic metre capacity, eight compactor-fitted trucks of 8 cubic metre capacity, 10 tipper auto rickshaws, 800 compactor bins, push carts, and a drain cleaning crane, among few other appliances, would be used for the collection and transportation of the garbage.

Tirupur Mayor Visalakshi Appukutty said that the movement of these vehicles would be monitored directly from the Corporation Commissioner’s office through general packet radio service (GPRS)-enabled technology.

Officials added that the corporation would incur Rs. 10 crore per annum as operational expenses towards the implementation of the project.

A total of 781 sanitary workers were employed by the private operator for the successful execution of the project and their daily attendances would be registered using face detection gadgets. Minister for Forests M.S.M. Anandan inaugurated the project at a function held at MM.S. Nagarin. Officials and elected representatives were present.

Pudukottai municipality to take over underground drainage facilities

Rs. 48.16-crore project includes 158-km-long sewage lines, 5,400 manholes

The preliminary works for handing over the underground drainage project facilities are nearing completion and the Tamil Nadu Water Supply and Drainage (TWAD) Board, the executing agency for the project, will handover them to the municipality by April.

All the works connected to the underground drainage have been completed and the sewage treatment plant will become functional once the project is commissioned.

The project implemented at an outlay of Rs. 48.16 crore includes State government’s grant of Rs.24.35 crore and municipality’s share of Rs.11.76 crore. The project includes a loan component of Rs. 12.05 crore.

The project entails 158-km-long sewage lines and 5,400 manholes. The sewage treatment plant was set up on a sprawling area of 28 acres of municipality land at Pulpannai . The municipality has already relaid roads dug for burying underground pipes. A total of 15,000 domestic and commercial units would be covered under the underground drainage network, said S.A.S.Sait alias Abdul Rahman, Municipal Chairman (in-charge).

The project was discussed at length at the recent municipal meeting, and Manivelan, a DMK councillor, referred to road accidents in his wards caused due to damaged manholes and sought immediate remedial action. Mr. Sait said that municipality has taken into consideration all these shortcomings and they would be rectified. A plan to extend the facility to the newly-added wards has also been sent to the government, he added.
