Corporation readies vehicles to round up community dogs

In a few days from now, the Coimbatore Corporation will start catching community dogs as it has readied two vehicles for the purpose.

According to sources, the civic body had purchased two vehicles at Rs. 15 lakh with funds from the State Government. The vehicles have six chambers to hold as many community dogs.

The Government had provided Rs. 10 lakh as grant. The civic body had chipped in with the rest. The Corporation will use the vehicles to transport the mongrels to the two animal birth control centres in the city. It will at present send the animals only to the centre at Seeranaickenpalayam and start taking the dogs to the Ukkadam centre once the construction is complete.

As on date, the Ukkadam centre is nearing completion. The civic body entrusted to People for Animals II the management of the centre.

At the Ukkadam centre, the Corporation has proposed to perform at least 500 animal birth control operations a month.

After the operation, the dogs will get to stay at the centre for a day or two and then return to the areas from where the Corporation workers had caught them.

For the managers of the Ukkadam centre, the Corporation will pay only the operation and maintenance charges. For the managers of the Seeranaickenpalayam centre – Humane Animal Society – the Corporation will also pay for the transportation, if the organisation had transported the dogs.

At present, at the Seeranaickenpalayam centre, the organisation performed more than 100 operations a month.

The sources said that as part of the efforts to control the community dog population, the Corporation had also planned to train five persons as dog catchers. The training would start soon.

The sources said that the Corporation had estimated that there were around 40,000 community dogs in the city.

After completing the first phase of the storm water drain project, the Coimbatore Corporation wing executing projects under the Jawaharlal Nehru National Urban Renewal Mission has started taking steps to start the second phase.

According to sources in the civic body, the JNNURM wing had almost completed the first phase of the project. It constructed drains for only 31.12 km to take the storm water to the nearest natural drain and provide linkages at 13 places for the purpose.

The wing would complete this work by January 15.

First phase

The Corporation had started the first phase of the project sometime in 2008. After initial delays and protests from the residents, the Corporation was able to force the contractors to increase the pace of constructing the drains. The first phase of the project covered portions of the city area — the 60 wards and involved constructing drains for 737 km at a cost of Rs. 180 crore.

The Government of India had financed the project in part. The State Government had contributed 20 per cent of the cost and the Corporation spent the rest — 30 per cent.

Under the second phase, the civic body would construct drains measuring a distance of 1,563 km at a cost of Rs. 800 crore.

Resolution

The proposal to the Central Government was based on a resolution the Corporation Council had passed sometime ago, the sources said.

The Corporation had also sent a proposal to the Government for Rs. 490 crore to clean and improve the five natural drains that run through the city.

The sources said that the Corporation would remove silt from Sanganoor, Karupparayan, Vilankurichi, Singanallur and Ganapathy drains, provide concrete embankments and also flooring with facility for water percolation, remove encroachments and construct roads on both sides of the Sanganoor drain.

The roads would link Trichy Road with Avanashi Road, Sathyamangalam Road and Mettupalayam Road, providing a short cut to motorists.

The sources added that the Corporation would start the project once the Government granted the funds.

Tax on Establishments Owned by Alagiri to be Reassessed

The AIADMK Councillors headed by Mayor Rajan Chellappa passed resolutions for tax reassessment for the commercial establishments owned by M K Alagiri and his family members in the city. 

A seven point resolution was passed in a meeting of AIADMK Councillors headed by Mayor V V Rajan Chellappa which was held in the Corporation here on Friday.

According to the resolution, Dhaya marriage hall spread over 7000 sq. ft. in TVS Nagar which was constructed during the DMK regime was so far charged with property tax of just Rs 7000 which is less than what it actually pay. The Councillors through a resolution urged for tax reassessment of the marriage hall.

Besides, another resolution also urged to change the 120 feet road in Surveyor colony to ‘A’ Section road for better tax collection which is now considered ‘D’ Section. The road accommodates several commercial establishments including Dhaya Park owned by family members of M K Alagiri. 

The councillors also passed resolution countering the former Union Minister M K Alagiri that Vaigai water supply scheme was introduced by the DMK.

“The Vaigai water supply scheme was initiated during the AIADMK regime when its founder M G Ramachandran was in power. Alagiri or the DMK must not have their claim on establishing the scheme.” Moreover, the second Vaigai water supply scheme was also initiated when J Jayalalithaa was chief minister, said the resolution.

“The Alagiri didn’t facilitate the construction of 13 toilets across Madurai city through central, state or MP fund, rather he it was constructed with the sponsors from private companies. And these companies were allowed to advertise in those toilets and the lavatory in the Government Rajaji Hospital was advertised by Gandhi Silks owned by Alagiri and family,” said the resolution.

After the AIADMK assumed power, the private companies stopped maintaining the toilets after Alagiri instigated them. As the toilets were in poor condition due to lack of maintenance, we have involved self help groups and differently abled to maintain them as per the directions of Chief Minister J Jayalalithaa, said the resolution.

The meeting also passed resolution thanking Chief Minister J Jayalalithaa for announcing the construction of four bridges in the city including two over Vaigai River. The Mayor ensured that several developmental schemes would be initiated in Madurai city by getting funds from the union government in the upcoming days.
