Rural development key in Coimbatore Master Plan

CHENNAI: The process to prepare a new master plan for Coimbatore began in 2014 as the old master plan had limitations. This was because many villages around the city were not included in the preview of the master plan.

The new Coimbatore Planning Area is likely to consist of taluks of Coimbatore North, Sulur, Maduvankarai, Perur, Annur, Mettupalayam and Pollachi.

The Master Plan envisages creation of a compact city to achieve sustainable development. Transit-Oriented Development (TOD) is proposed along the major corridors, which will emphasise movement through public transport. The draft focuses on protecting rural livelihoods and catering to the needs of the population by providing agricultural zones.

The proposed Master Plan for Coimbatore ensures development in harmony with the environment. Proper zoning for segregation of residential, commercial and industrial areas with buffer zones between these land uses has been provided.

Existing major corridors and proposed corridor will have a green buffer so as to protect the residential area from pollution.

Clustering of industries has been given priority based on the type of waste generation. Decentralised and specialised treatment plants are being proposed.

Theatre parking fee capped at Rs 20; malls exempted in Tamil Nadu

CHENNAI: The maximum parking fee that can be collected at movie theatres in the state is Rs 20 for cars and Rs 10 for motorbikes, as per a recent order by Additional Chief Secretary Niranjan Mardi. However, these rates are not applicable for theatres in malls, as they are governed by different rules.

The government order issued on November 30, but made public only on Tuesday, said the new parking rates were effective from December 1. However, the theatres owners’ association said the order was ambiguous and sought an appointment with Niranjan Mardi.

“It is not clear if the rates are on an hourly basis or per show. We hope there is some clarity after the meeting,” said Abirami Ramanathan, president of the Tamil Nadu Theatre Owners’ Association.

As per the order, theatres in municipal corporations and special grade municipalities can charge Rs 20 for cars and three-wheelers and Rs 10 for motorbikes. In municipalities, the fee is Rs 15 for cars and Rs 7 for motorbikes; in town and village panchayats, it is Rs 5 and Rs 3. There will be no parking charge for bicycles.

The fees were fixed by amending the Tamil Nadu Cinemas (Regulation) Act 1955 and the order would mean cinema hall owners cannot change the price at will or charge exorbitant rates for parking.

“The parking rate charged by malls will be regulated by them, not the cinema halls. The amendment may not be applicable to Escape, but will be applied at Sathyam,” a spokesperson of SPI Cinemas told The New Indian Express, but added that there is lack of clarity about the amendment.

Coimbatore set to grow by over 2,600 sq km, cover 2.2 percent of Tamil Nadu

CHENNAI: It’s not just Chennai’s urban area that is expanding manifold. The planned urban area of the state’s second-biggest city, Coimbatore, is set to expand nearly 10 times. The new draft master plan prepared by the state government for Coimbatore covers 2,869 sq km. The last master plan for the city prepared in 1992 covered just 257 sq km.

The new expanded limits account for nearly 2.21 per cent of Tamil Nadu’s total area and extend from Mettupalayam town in the north to Pollachi in the south. As many as 186 villages around Coimbatore city are also included and the planned area borders on the Western Ghats and the reserved forest area on the western side of the city. But the master plan that also provides for agricultural zones has left out the agrarian south of Pollachi taluk and the ecologically-sensitive Valparai.

The master plan for the city considered to be the industrial and educational hub of the state focuses on land use proposal based on future population growth. Two major infrastructure projects proposed in the plan are an outer ring road and inner ring road.

The outer ring road would link Avinashi Road and Mettupalayam Road and pass Neelambur, Mailampatti, Vellanipatti, Kalapatti, Sarkarsamakulam and Periyanaikenpalayam villages, among others. The inner ring road linking Mettupalayam Road and Palghat Road would pass Thudiyalur, Pannimadai, Somayampalayam and Kuniyamuthur villages among others.

Over 30 Lakh people under new city plan

Coimbatore is the 16th-largest urban agglomeration in the country as per the 2011 census and is home to about 6.62% of Tamil Nadu’s total urban population. The population that will be covered under the new master plan is around 31.15 lakh, of which 13.73 lakh (44%) comprise workers.
