Delhi Government funding to MCD substantial: Walia

NEW DELHI: Refuting allegations of discrimination levelled by some Municipal Corporation of Delhi leaders, Delhi Urban Development Minister A. K. Walia on Thursday said the Delhi Government had been providing substantial amounts to the civic body for its developmental activities.

Dr. Walia charged that the MCD leaders had been making allegations for political reasons and asserted that the factual position was very much clear from the Delhi Budget figures.

The Minister said the Delhi Government released Rs.3,509.20 crore in the form of Plan and non-Plan budget to the MCD. Of this, Rs.1,169.20 crore was released under Plan head whereas Rs.800 crore was released as grant-in-aid for education, Rs.700 crore as share of assigned taxes on recommendations of the Delhi Finance Commission, Rs.750 crore against duty on transfer of properties and Rs.90 crore as one-time parking charges collection by the Delhi Government at the time of registration of vehicles.

As far as fund generation by the MCD was concerned, he said, the major generation was Rs.850 crore from property tax, Rs.300 crore from tax on advertisement, Rs.240 crore from tax on electricity, Rs.1,102 crore from miscellaneous income, Rs.128 crore against reimbursement of cost of the administrative charges from different schemes and Rs.187 crore from toll tax.

“It is, therefore, evident,” he said, “that the share of the Delhi Government in the total funds with MCD was substantial.”

HYDERABAD: The city traffic police have identified 23 busy junctions where it has become necessary to build new flyovers to ensure smooth flow of vehicular traffic.

In a communication to the Greater Hyderabad Municipal Corporation (GHMC) a few months ago, it has urged for a proper study of the traffic flow pattern to take up works at the earliest.

The Additional Commissioner of Police (Traffic) has pointed out in his communication to GHMC Commissioner that the capital has 20 lakh vehicles and everyday close to 500 new vehicles are being added on to the roads. He also stated that the current 11.62 per cent of the road network area is “highly inadequate” for free flow of traffic and is resulting in frequent hold ups in various places resulting in tremendous hardship to the commuting public.

Flyover from the intelligence office in Lakdikapul to Mahavir Hospital (1.6 km) is among the top priority work according to the traffic police.

Other flyovers it had suggested are from: RTC Crossroads to Indira Park crossroads – 1.5 k.m., Pratibha Bhavan (towards Taj island) to Phool Bagh (towards Osmangunj) – 0.8 k.m., Yousuf & Co (towards Abids) to Vikranti theatre (towards Jambagh) – 0.3 k.m.

Bhashyam School to Indian Institute of Health & Family Welfare, S.R. Nagar junction – 0.9 k.m., Swarna Jayanti Complex, Maitrivanam to Chermas, Ameerpet – 1.5 k.m., Vivesvaraiah statue, Khairatabad to Vidyut Soudha & Raj Bhavan road – 0.3 k.m., Hyderabad Tent House, Mettuguda Crossroads to Railway Officers Club – 1 k.m., Alexander Road, Patny Crossroads to Mahaboob College 0.35 km.

Phases

GHMC has already initiated process to construct the first and the last two mentioned flyovers. They are under various phases of design preparation, tenders finalisation, etc. But, considering its current financial state, it’s doubtful if other works can be taken up in the near future.

Besides, for some proposed flyovers under Secunderabad Cantonment jurisdiction, getting permission of the Defence Ministry for land acquisition and other issues is going to be tough.

PCMC may act against 100 property owners

PUNE: The Pimpri-Chinchwad Municipal Corporation (PCMC) is contemplating action against approximately 100 property owners who have allowed telecom companies to erect towers without taking prior permission from the corporation.

In addition, the civic administration will undertake scrutiny of applications received from over 220 property owners for regularising the towers by paying the necessary charges.

As per last year's records, the PCMC has said that of the total 343 mobile towers in the city, only 17 have been erected with prior permission. The PCMC had initiated preliminary action against the remaining 326 unauthorised mobile towers by serving notices to the property owners. According to civic authorities, the notice period for regularisation of the towers by paying the stipulated charges had already ended.

On Tuesday, the civic authorities had said that action will be taken against all the unauthorised mobile tower owners. When contacted, officials from the building permission department said that over 220 property owners have submitted their applications for regularising the towers. As no application has been received from the remaining 100-odd property owners, the corporation is planning to take action against them, officials said.

Incidentally, in all the applications that have been received, the owners have stated that they would be paying charges as per old rates, and not the increased revised rates. The PCMC has not yet taken a decision on whether the old rates should be accepted.

Earlier, the PCMC in a joint drive with the Maharashtra State Electricity Distribution Company Limited (MSEDCL) had disconnected the power connection of three unauthorised mobile towers in the municipal limits on August 7. It had also sealed these mobile towers located in Kasarwadi and Phugewadi areas. This was the first time that the PCMC had taken a major action against such unauthorised structures.
