Corporation moving towards e-governance


KOCHI: Now the civic body will help you to register your grievances and suggestions online with an immediate acknowledgement. And they will be transferred online to the officer concerned through a workflow system. The Union Ministry of Urban Development has sanctioned a detailed project report (DPR) on e-governance prepared by the Kochi Corporation with the help of IT major Wipro. The Ministry has sanctioned Rs 8.7 crore for the project which is included under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The Centre has instructed the Corporation to complete the implementation of the project within one year. Once it is implemented, Kochi will become the first Corporation in Kerala to have its main office as well as zonal offices fully computerised. “As the first step, Wipro has been appointed as the programme management consultancy for the project. The Council has approved the proposal submitted by Wipro which agreed to undertake the work at a consultancy fee of Rs 71.6 lakh,” Mayor Mercy Williams said.

She said that the consultancy would be responsible for suggesting the desired changes in each department for the implementation of the project and technical expertise needed in both hardware and software sectors. Further, the programme management consultancy will prepare the tender documents and will monitor the project, she added.

“Separate tenders will be floated for hardware and software installation. As the project progresses, staff will be given training.

The first phase of implementation will be completed in October this year,” the Mayor said. The major online services that will be brought under the e-governance system include utility management, property tax, registration of births and deaths, water supply and other utilities, grievances and suggestions and building approvals.

“Most of these services are done manually now. Once the project is implemented, all certificates can be issued online and all the data will be available through the application system. Utility bills will be available online and payment can be made using credit cards and electronic banking system,” said Sahuji, project manager, JNNURM.

Sahuji said that the e-governance system will be helpful in submitting building plans for scrutiny and approval online.

“Further, the system will help in monitoring development projects by the Kerala Sustainable Urban Development Plan (KSUDP), JNNURM and the Corporation.

The project status will be updated online within 24 hours,” he added.

Other services include monitoring of various health programmes organised by the Health Department. The system will help in solid waste management by online scheduling for collection and disposal of solid waste. Personnel information system, which will help in accessing information related to payroll, pension and attendance, will be incorporated online.

Sept. 3: Dr Y.S. Rajasekhar Reddy initiated massive administrative reforms and took up various prestigious projects, with a vision to develop the city on par with Shanghai and Singapore.

He gave the city a world class international airport at Shamshabad. Formation of the Greater Hyderabad on April 16, 2007, was yet another milestone achieved by Dr Reddy. The city limits were expanded from 172 sq km to 625 sq km, making it the second largest city in the country after Delhi in terms of area.

The credit of expanding the limits of the HMDA from 2,300 sq km to 6,876 sq km also goes to Dr Y.S. Rajasekhar Reddy. He took up major infrastructure projects like construction of Outer Ring Road (ORR) and widening of Inner Ring Road (IRR) for better and faster connectivity.
He took up yet another major project to bring Godavari waters to the city from Pranahita near Karimnagar district. Hyderabadis owe resumption of daily water supply in the city to Dr Reddy.

Dr Reddy initiated construction of over 70,000 houses for the urban poor. Rubber dams, a component of the Musi beautification, was completed after Dr Reddy pulled up the GHMC commissioner, Mr S.P. Singh, in public, and gave him a deadline. Despite pressure on the government exchequer, he did not increase electricity tariff, property tax and water charges.

Model labs for 28 tribal schools

THIRUVANANTHAPURAM: The Kerala State Council for Science, Technology and Environment (KSCSTE) has started work on a project to equip 28 tribal schools with model science laboratories.

The project will be taken up in collaboration with the Department for Development of Scheduled Castes and Scheduled Tribes under the Sastraposhini programme aimed at improving the quality of science education. Executive vice-president of KSCSTE E.P. Yesodharan said the department had agreed to fund the joint project. “Our officials have visited 13 tribal schools to assess the existing infrastructure. They will propose necessary improvements,” he said.

As many as 114 government schools have already been provided with model laboratories under the Sastraposhini programme launched in 2003. The programme is expected to lead to improved enrolment in science courses, develop better competitiveness among science graduates and encourage students to seek a career in science.

Teachers are also encouraged to carry out innovative projects in science education for children. Students are provided hands-on training in performing experiments.

The model science labs are being established at a cost of Rs.3 lakh each. Labs are built to specifications in size, furniture, lighting and apparatus. The KSCSTE will fund the labs for the first two years, after which they will be handed over to the Education Department.

Management committees comprising school authorities and representatives of teachers and parents act as a review forum. Teachers handling the labs are encouraged to interact with each other and share their experiences.

According to R. Prakashkumar, Principal Scientific Officer, KSCSTE, the Nodal Officer for the Sastraposhini scheme, the model laboratories had generated excitement among students and provided an element of fun in learning. The extension of the project to tribal schools will boost the quality of education in backward regions and help arrest the dropout rate.

“Our initial assessment revealed that children in tribal schools can make use of good laboratory facilities to learn science better,” he said.

The council is also embarking on a project to set up district science parks for children on the lines of the Science and Technology Museum in Thiruvananthapuram. While the council will fund the parks to be set up in Kollam and Kozhikode, the Revenue Department has agreed to finance the park in Thrissur in the first phase.
