VIPs turn encroachers? Complaints galore in Panchkula

The lane outside the house of Punjab MLA Rana Gurmeet Sodhi has turned into a private parking.

The Haryana Urban Development Authority (HUDA) and the Panchkula Municipal Council (MC) have always claimed to be strict against encroachers in the city, but allegations have surfaced that among the major offenders are some HUDA officials and VIPs.

According to residents of Sector 12 in Panchkula, S C Mehta, a sub-divisional officer with HUDA in Ambala, has installed a cellphone tower at his residence, ignoring their objections.

Not only that, they allege, he has even encroached upon an entire plot next to his house and developed it as a private park.

“Several times, the residents of the area have complained to the authorities about the mobile tower that he has installed atop his house, but the authorities fail to take action against him. Not only this, it has been years now since he has encroached upon a plot adjoining his house where he has developed a personal garden,” said a resident of the area who did not wish to be named.

He added: “It is a matter of shame for HUDA that it is unable to put a check on its own officials who have turned into big-time encroachers in the city.”

Mehta, however, claimed that the park had been developed for him by HUDA.

T C Gupta, Chief Administrator, HUDA, said, “I shall inquire into the matter. Any kind of encroachment by the official will be removed with immediate effect.”

Similar is the condition in Sector 6, where Haryana Inspector General M S Mann has allegedly encroached upon a public park. “It has been years now since security guards of the IG have put up tents in the public park, causing much discomfort to residents, especially children,” said Mukesh Sharma, a local resident.

He added, “It is very disappointing to see that the authorities have different rules for commoners and the VIPs.”

Mann refused to comment on the issue.

O P Sihag, Executive Officer, MC, told Newsline, “We have taken a serious note of the problem and are now planning to take up the matter strictly. For this, a survey of all the public parks in the city, which have been encroached upon, is being done.”

At Sector 4, Punjab MLA Rana Sodhi has allegedly encroached upon HUDA road for several years by constructing a garage. “HUDA has done nothing. But if any other resident had done a similar act, it would have acted without any second thoughts,” said Suresh Aggarwal, a local resident.

GMADA to remove another slum

The greater Mohali Area Development Authority (GMADA) served a notice on Wednesday to remove another slum area in Mohali. Nearly 400 slum dwellers, illegally inhabiting in around 50 hutments of Guru Nanak Colony for the past 16 years have been asked to voluntarily vacate prime land in Phase-I here within two days, GMADA Sub-Divisional Officer (Buildings) Santosh Kumar Bains told Newsline.

An enforcement team of GMADA visited the colony to pull down the illegal encroachments but in the absence of adequate police protection, the team leader decided to serve the notice instead of going ahead with the demolition drive.

“There were a large number of women in the colony, who were ready to resist the anti-encroachment drive, but we did not have female cops to tackle them in case of trouble arising in the operation,” reasoned Bains.

The slum colony was razed way back in 1993 but it again resurfaced in the absence of any follow-up action to utilise the vacated area. The slum dwellers later approached the court to seek rehabilitation

“Till now, we remained under the impression that slum dwellers had procured a stay order from the court against their uprooting but after seeking legal advice, it came to our knowledge that there was no legal hitch in removing the slums,” revealed a GMADA official.

Meanwhile, GMADA did remove the temporary encroachments in the form of police pickets and security tents on the land meant for roads, green belts and parks for security forces today, in Phase VI, 3B1, VII and Sector 70 and 71 here.

“Till now, we remained under the impression that slum dwellers had procured a stay order from the court against their uprooting but after seeking legal advice, it came to our knowledge that there was no legal hitch in removing the slums,” revealed a GMADA official.

Baroda Dairy to get natural gas supply through pipeline

In what will save the environment as well as nearly Rs 50 lakh in annual operational cost for the Baroda Dairy, the Vadodara Municipal Corporation (VMC) will supply natural gas to the milk cooperative through a pipeline.

The VMC will supply the gas at Rs 15.90 per cubic meter, excluding the value added tax. This will allow the dairy to switchover from its daily oil-based furnace operations to natural gas.

Currently, the dairy uses oil-based boilers for the production of its various milk products. All major daily processes are carried out from these boilers only. The cost of furnace oil is about Rs 23 per litre.

The dairy uses around 3,000 to 35,000 litres of furnace oil daily, spending around Rs 91,000.

Sailesh Nayak, in-charge project engineer (Gas), VMC, said, “The decision to supply gas at Rs 15.90 per cubic meter was taken at a meeting held two days ago.”

The idea of having gas-based operations, a brainchild of dairy MD Ravindra Mathur, had hit a roadblock after the VMC did not allow the Adani Group to provide gas. It had allowed setting up of only gas stations and not laying pipeline.

“Adani was not allowed to sell the gas commercially, and therefore, the process was not completed,” said Mathur, adding, “the supply would start soon”.

The shift is expected to save around Rs 15,000 per day, effecting an overall saving of Rs 4 lakh per month. Mathur added, “Gas-based operations are cheaper than furnace oil, and gas is environment-friendly, too.”

Earlier, Adani Energy Ltd as well as GAIL India had approached the VMC seeking permission to supply gas commercially in the city, which was rejected by the VMC.
