Rs 100 cr plan to upgrade e-intelligence

AHMEDABAD: The deafening serial blasts of the last year have shaken the police establishment from its deep slumber only now. After blaming every terror attack on intelligence failure, the latest police modernization budget focuses on electronic intelligence, but not human intelligence, which is more wanting in the state.

Since the post-Godhra riots, police officials have been complaining about the complete collapse of network of informers who tipped off cops about any suspicious goings-on.

This time, the modernization budget of Rs 100 crore focuses on sophisticated arms and software
for tracking cellphones and call interception gadgets to strengthen intelligence gathering and crime detection. "Intelligence gatherers are given 34 new vehicles at various strategic locations and their funding has also been improved," said a senior IPS officer.

Besides, there will be budgets for training police personnel in marksmanship, hand-to-hand combat and setting up new bomb disposal squads in various districts.

Hasmukh Patel, deputy inspector general of police (planning and modernization), told TOI that a substantial increase has been seen in purchase of modern weaponry and communication devices. "More than 100 carbine, light machine guns and assault rifles have been bought since the blasts. It will be used to strengthen the field forces who rush on the spot. For the same quick action forces, 1,400 new improved bullet-proof jackets have been purchased," he said.

Looking at the way the bombs were defused in Surat soon after the Ahmedabad blasts, the Centre has decided to set up a proper bomb disposal squad (BDS) in every district. Other cities will be designed on Ahmedabad BDS, who are equipped with all necessary gadgets to dispose of six types of bombs.

"We have formed seven new teams in seven districts with all the equipment, body suits and vehicles to rush to sites. By the end of the year, every team will be fully equipped and ready to tackle any situation. Other forces will also be allocated bullet-resistance vehicles," said Patel.

A big chunk was allocated to anti-terrorist squad (ATS), city crime branches and special operations group (SOG) the agencies that look after organized crimes and terror threats. From the funds allocated to the city crime branch, its officials set up a call tracking system with support from various cellphone service providers. Ahmedabad cyber crime cell also got a share for modernization and computer forensics equipment.

"The gadgets are just a part of modernization. It cannot guarantee foolproof
security even in developed countries. Thus, we are training police personnel in various tactics and how to combat terror. The state's own commando force Chetak has also been strengthened with its own vehicles and weapons," said a senior IPS officer.

Housing Board to auction spaces in Kochi Revenue Tower

Board to take up more projects on PPP basis.

 


Auction will be held between July 22 and August 3. Individuals/institutions offering higher deposits at the auction will be allotted shops on contract basis.

Kochi, July 19 The Kerala State Housing Board has initiated steps to auction spaces in the 14-storeyed Revenue Tower at Marine Drive in the heart of the city to commercial establishments, banks, governmental and private offices.

Built at a cost of Rs 28 crore, the centrally air-conditioned tower with a total area of 16,143 sq metres and spread over one acre land has received all licences, including the City Corporation’s occupancy certificate, the Housing Board Chairman, Mr P. Rehumathulla, has said.

The Revenue Tower offers modern facilities and various conveniences comparable to modern shopping malls in metro cities.

Facilities

In a commercial locality such as Marine Drive, where parking is a major problem, the Revenue Tower has facilities for parking over 60 cars and much more two wheelers at any given time. It has five lifts including two capsule lifts besides three escalators and a freight lift that allows free movement of visitors and consumers to all the 14 floors which is a matter of great convenience.

It has facilities for at least 126 commercial establishments in its first four floors in the ground while the water proof basement is convenient for electronic goods and rooms in the next two floors are earmarked for jewellery shops, cosmetics and ladies stores, lifestyle products and ready made garments.

The full 1,000 sq. metre area in the third floor is aesthetically designed for food court to make available variety of eatables under one roof. Facing the enchanting Kochi backwaters, it has vast open space of about 650 sq metre attached to the food court for setting up dining area which will offer a new experience to the visitors.

The floors from 5 to 13 are meant for setting up of offices. Both sides of the top 14th floor is also ideal for setting up neon board and LCD projectors because of its unique visibility advantage from far away locations and major advertising agencies and Hoarding companies are being notified of these facilities, he said.

The auction/tender forms for allotting space for offices and commercial establishments, especially jewellery, textile and hotel groups, will be available at the Housing Board’s Ernakulam office and auction will be held between July 22 and August 3. Individuals/institutions offering higher deposits at the auction will be allotted shops on contract basis, he added.

The Housing Board will also come up with a major project at its 17 acres of land at the Marine Drive in the city. The project would be taken up on Public-Private Partnership (PPP) basis, the Housing Commissioner and Board Secretary, Mr Noyal Thomas, said.

WHO to conduct survey on health conditions in IDP camps

The World Health Organisation(WHO) will conduct a survey in various relief camps in Sri Lanka's North to check the health conditions of displaced Tamils, even as it described reports of the number of deaths due to diarrhea as "exaggerated".

Firdosi Rustom Mehta, new Representative for the WHO in Sri Lanka, said the situation pertaining to the maternal and childcare conditions in the IDP camps are being monitored by the organisation. He said a survey will be undertaken after three months to evaluate the situation.

Presenting his credentials to Sri Lankan Foreign Minister Rohitha Bogollagama yesterday, Mehta said "the death rate speculated by some section of media due to the diarrhea disorder in relief villages and camps housing the IDPs were exaggerated.

He pointed out that the actual figures of those affected due to the disease were well within the accepted standards and informed that the WHO had also issued a clarification in this connection.

The top WHO official said he had visited the IDP camps over five times during the past three months and that during each visit, had found the situation to be "rapidly improving".

Commending the government of Sri Lanka in this connection, Mehta said that the government should be given "full credit" for the efforts taken, a Sri Lankan Foreign Ministry statement said.Welcoming Mehta, Bogollagama thanked him for clarifying on the misinformation on the death rate attributed to the diarrhea disorder in some sections of the media, the statement said. The minister said the government is continuing with its efforts to improve the conditions in the camps.

Bogollagama also briefed Mehta on the discussions President Mahinda Rajapaksa had with the UN Secretary General, Ban Ki Moon during the recently concluded Non-Aligned Movement (NAM) Summit in Egypt where the situation in the IDP camps were also discussed.

Referring to the work done by the WHO in Sri Lanka, Mehta outlined the areas of concern for the WHO such as maternal and childcare, the outbreak of dengue, H1N1 and the situation of the IDPs in the camps.
Discussing the incidents of dengue, Mehta, a scientist, said incidents of dengue is on the decline in Sri Lanka.

Bogollagama said there is a need to eradicate the mosquito menace as it poses many health hazards and inconveniences to the public. He said public should become socially aware of the problem and its impact on the society.

In respect of H1N1 virus, Mehta stated that the thermal scanners at the Bandaranaike International Airport are functioning well and that there are about 40 cases detected so far, mainly from tourists entering Sri Lanka.

He said medicines were also provided by the WHO to treat at least 3,00,000 patients at the Infectious Disease Hospital in Angoda in Central Sri Lanka.
