Meeting being held after a long gap

The Congress enjoys the support of independents


VISAKHAPATNAM: The general body meeting of the Greater Visakhapatnam Municipal Corporation is scheduled for Thursday, after a gap of nearly six months. The Congress that has a majority in the council will obviously be facing the meeting with a newfound confidence that comes from the victory in the general elections. The Congress enjoys the support of independents that gives it the required numbers.

When the Congress managed to retain its hold in the 2007 elections after it became Greater Visakhapatnam Municipal Corporation, the TDP members underlined the prop of the independents and pinned their hopes on the TDP returning to power to turn the tables. That, however, turned out to be wishful thinking. Besides, the State government has brought in a rule raising the period for bringing a ‘no confidence’ motion from three to four years apparently to prevent destabilisation.

However, the Mayor faced strong opposition within Congress when a section of corporators pressed for his replacement early last year. The move took a backseat with the district in-charge Minister Kanna Lakshminarayana ruling out any change and effecting a patch-up.

Pleasure trip

With the general body meeting approaching, Mr. Janardhana Rao had recently arranged a pleasure trip -- a river cruise on the Godavari -- to party corporators.

Among the issues that are likely to dominate the meeting is the development of nine municipal sites in public private partnership that has been hanging fire for some time. The cash-strapped corporation needs to find money to fund several of its plans, particularly under the Jawaharlal Nehru National Urban Renewal Mission, and sees the development of these sites as one option. The allotment of an alternative site to the food court, proposed on the Beach Road, may also come up in the meeting. An earlier site allotted had been cancelled following protests from Congressmen and taking up construction of a memorial for the late Prime Minister Rajiv Gandhi as the foundation was laid long back.

Locals beat them up for dumping garbage at a site designated by the civic officials


SANGAREDDY: Narayana, a garbage lifter, in his 30s, starts his day at 6 a.m. Along with few others he moves around the streets of Sangareddy, the district headquarter town, on his garbage tricycle collecting garbage generated from residential areas.

He then dumps it at places designated by the municipal authorities. Few days back, Narayana was badly beaten up by the locals for ‘dumping’ garbage in the nearby areas, though he had been dumping it at the place identified for the purpose.

Last week, two of his colleagues -- Narasimhulu and Madhu -- were also forced to sit at the dumping yard near ITI in the town, stating that it was creating inconvenience for the locals. For about 21 garbage lifters in town, repeated appeals to the authorities did not yield any result.

Vexed with the officials, the garbage lifters along with their tricycles on Wednesday staged a protest in front of the Collectorate.

No protective gear

“There is no response even after we brought the issue to the notice of the Municipal Commissioner repeatedly. Neither are we provided with gloves nor taken for regular medical check ups,” alleged Madhu. Their woes did not end there. Some of the locals were reportedly puncturing the tyres of their tricycles for dumping garbage in the nearby areas.

“No one is addressing their problems. If they do not lift the garbage, that too during monsoon, there will be chaos in town,” said BJP town leader Jagan, who brought them to the officials.

District Revenue Officer B.S.V.V.S. Murthy assured the garbage lifters of looking into the issue and speaking to the municipal officials in this regard.

Rajasthan urban bodies asked to submit financial proposals

JAIPUR: Rajasthan Local Self-Government Minister Shanti Dhariwal has instructed the urban local bodies to submit their proposals for financial contribution under the Urban Infrastructure Development Scheme for Small and Medium Towns within a month to facilitate clearance of projects by the Union Government.

Addressing a review meeting here, Mr. Dhariwal said the outlines of the action plan should also be submitted within a month, while the urban bodies should step up their commercial activities and levy user charges to improve their financial lot.

The Minister pointed out that the projects of the Makrana, Deedwana, Balotra and Banswara urban bodies had already been approved and they would get their formal contract from the Rajasthan Urban Infrastructure Development Project by July 31.

He said the urban bodies should appoint technical officers without delay to ensure timely completion of works.

State Principal Local Self Secretary G. S. Sandhu said 80 per cent of the funds under the urban scheme were provided by the Centre, while the State Government and the local body concerned spent 10 per cent each. The scheme is operative in all municipal areas of the State except Jaipur, Ajmer and Pushkar.

Mr. Sandhu said projects relating to sewage disposal, solid waste management, water supply, sanitation, drainage, improvement of roads and parking facility were taken up under the scheme.
