Liquor shops: Local bodies to have no say

THIRUVANANTHAPURAM: Local bodies will no longer have a say in allowing liquor shops in their limits. The Cabinet on Wednesday decided to issue an ordinance amending the relevant clauses of the Kerala Municipalities Act and the Kerala Panchayat Raj Act in this regard.

According to the government, the amendments are being made to enable the uniform implementation of the Abkari Act across the state and to end the discrimination between existing liquor licencees and new applicants.

The government move is intended to enable the Kerala State Beverages Corporation to open outlets shut along highways following the Supreme Court verdict in new locations. In many locations, the local bodies concerned have also said a big ‘no’ to new bars and beer and wine parlours. The state government plans to declare the new liquor policy by June 30.

Bevco’s attempts to relocate the liquor shops had triggered stiff opposition in local communities. Bevco was forced to shift 179 of its 270 outlets following SC order. Even now, Bevco is struggling to open 90 of the shut-down outlets in new locations.

This is what the Municipalities Act says: ‘’A municipality may notify by publication in the Gazette or in any other manner as may be prescribed that no place within the municipal area shall be used for any one or more of the purposes specified 24 (in the rules made in this behalf) or for any other trade without licence and except in accordance with the conditions specified therein and where the licence is for running hostels, restaurants, eating houses, coffee houses, Abkari shop, laundries, travel agency or barber saloons, the licence shall always contain and be deemed to contain a condition that admission or service therein shall be available to the public.’’

AHMEDABAD: The Ahmedabad Municipal Corporation (AMC) has decided to buy machines to level elevated manholes in the city. The issue was discussed by the standing committee, after officials told the members that more than 1.25 lakh manholes are above road level in the city. According to the officials, some of these elevated manholes are right in the middle of roads.

About the reasons for uneven levelling of manholes, officials told the panel that the lack of coordination between the drainage and the road departments leads to such defective work. "Sometimes, it is done deliberately, so as to make them more worker-friendly," the officials added.

Standing committee chairman Pravin Patel admitted that the lack of coordination between the drainage and road departments was leading to raised manholes. "We will give contracts to agencies in each zone to use heavy machines and level such manholes," said Patel.

Raised manholes not only lead to accidents but are also not in accordance with road engineering norms. "We will now ensure that whenever drainage lines are laid or repaired, the manholes are at road level," he said.

One also finds such dangerous manholes in areas under the Ahmedabad Urban Development Authority (Auda).

People around north Delhi can upload photo or video to register a complaint

People around north Delhi will now be able to lodge complaints related to parking violations in the area with just a click on their mobile phones. The North Delhi Municipal Corporation on Monday launched a one-of-a-kind mobile application, using which users can click pictures and post the parking violations for immediate action by the civic body officials.

GPS to track location

On Monday, North corporation mayor Preety Agarwal launched the application and said that if people find any violations of terms and conditions in any parking lot in their jurisdiction they can take a photo or a video and upload it on their app. As soon as the photo is sent, it automatically identifies the location of the parking lot via GPS.

“We are hoping that this app would be instrumental in regulating the parking lots. Apart from this, people will also be able to get better and transparent services by recognising the terms of the violations such as overcharging, lack of display boards and rate chart etc,” Ms. Agarwal said.

She also said that people will get to know their parking rights, and this service will enable them to participate in nabbing the offenders.

People can also register complaints online on the civic body’s official website —www.northmcd.com/parking. At present the app is available for download onwww.mcdonline.gov.inand the android and iOS versions will be out soon.


To register a complaint, the users first have to click on the ‘Register Complaint’ icon on the app, after which they are guided to a page where they are asked for the details of the complaint along with their personal details.

After uploading the photo or video evidence the complaint will be submitted.

Zone-wise map

An acknowledgement mail is sent to the users soon after, and a unique complaint number is issued to the complainant using which they can track the status of their complaint. The civic body has also made the task easier for the users by uploading a zone-wise parking map.

Along with the complainant, the complaint is also forwarded to the concerned offices of the remunerative projects (RP) cell of the corporation.

In fact, a separate admin panel has been provided for the officers to take action against such complaints, the civic body said.
