Corporation to bring Mayor’s chamber under CCTV coverage

KOCHI: The Kochi Corporation is planning to extend CCTV coverage to the Mayor’s chamber, in the wake of the recent incident wherein Mayor Soumini Jain was verbally abused by director Jude Anthany Joseph.

The director had verbally abused the Mayor during a visit to the Corporation office seeking sanction for shooting a film at Subhash Park.

“Currently, the Mayor’s chamber is not under CCTV surveillance. The recent incident has forced us to extend CCTV coverage to the Mayor’s chamber. An earlier proposal to install CCTV cameras in the Mayor’s chamber was dropped,” said sources in the Corporation.

“At present, CCTV surveillance is restricted to the courtyard of the Corporation building. We will soon hold discussions with service providers to install CCTV cameras in the Mayor’s cabin,” said a Corporation officer.

“Anyone can enter my office any time, and there is no restriction on the public to meet me. This is the first time such an incident is happening in my office. There is no secrecy in the Corporation office and everything is open to the public,” said the Mayor. Meanwhile, the Mayor lashed out at Jude Anthany for his Facebook post against her. 

The Mayor in her Facebook post said it was an irony the director who misbehaved with a woman had come up with the noble intention of making a film on child sexual abuse. “He can  express his social commitment by making the film, but before that he should change his arrogant attitude towards women. Every individual should be subjected to reformation to ensure the overall refinement of society,” reads the post. 

The Mayor said the Facebook post was intended to support women in general, who face abuse at home, in public places and at workplace.

“Dear Jude, I too am worried about the recent atrocities against women and children. Your intention to make a film on the subject is good, but your abusive words against a woman in front of the staff will not send out a good message. You used such abusive words against me, because I am a woman,” reads the post.

Soon, pay property tax in your neighbourhood

BENGALURU: It's time to pay property tax for 2017-18. To make the process hassle-free, the BBMP is making arrangements to collect tax at the offices of BBMP revenue officers (ROs) or assistant revenue officers (AROs).

The BBMP is in talk with banks to deploy officials for tax collection at these offices which are across the city and present at ward level too.

Several tax payers had last year complained about lack of dedicated counters at banks for tax payments and ill-preparedness of the BBMP in this regard.

M K Gunashekar, chairman, standing committee on Taxation and Finance, BBMP, said "Though we have online payment option, many prefer off line mode. Having bank officials, who are equipped with swipe machines and necessary receipts at RO and ARO offices, will help taxpayers complete the process without running around much."

Gunashekar said they have already discussed the matter with bank managements. "They are of the opinion that such a facility can be extended during peak payment season of property tax.

As April and May will be one such season where a lot of people will pay tax to avail rebate, the initiative will soon be implemented. We will soon make a public announcement in this regard," he added.

TIME TO PAY

The financial year for 201718 commenced from April 1 and the property tax can be paid as one full instalment or two instalments. If you are paying in two instalments, the first one will be interest-free if it is within April 30, 2017. The second one will be interest-free if it is paid before November-end.

Online payment is 'the best' option. Paying across the counter in the BBMP offices is a nightmare. The staff at BBMP offices harass the tax paying public too much. If a property owner has any queries, that will not be addressed properly and he will be made to run pillar to pillar. The staff at BBMP offices throughout Bengaluru are so arrogant and will not help the public kindly. Their only intention is to collect the usual bribe, and those who pay bribe will be addressed nicely. The BBMP is offering 5% rebate on property tax for payments made before April 30. DIGITAL NUMBERS FOR HOUSES, ROADS

The BBMP standing committee on taxation and finance has recently cleared the budget proposal on allotting unique digital numbers for houses and roads in the city. "We will float tenders to shortlist agencies for the project. It will also be a smart city initiative. Such an identity, which includes digital coordinates of each property along with PID number and other things, will go a long way in streamlining the property listing in the city. Collection of property tax will also be augmented as more properties will come under the tax bracket," Gunashekar said.

Civic body creates 816 posts of doctors in peripheral hospitals


Expected to take patient load from KEM, Sion and Nair

The BMC, in an attempt to boost civic health system, has created 816 posts of doctors at 16 peripheral hospitals in the city. These secondary-level hospitals have large buildings, but lack infrastructure and doctors. They will now be able to take the load of patients from the three main tertiary hospitals — KEM, Sion and Nair.

“All our peripheral hospitals are in prime locations, which are accessible for locals. We are now looking at using them to optimum level by improvising several aspects. To begin with, budgetary allocations have been made for hiring 816 doctors,” said BMC’s additional municipal commissioner Idzes Kundan, adding that the posts include those of postgraduate resident doctors, assistant medical officers, registrars, house officers, and teaching staff. “We are in the process of rolling out diploma courses in the peripheral hospitals. With the courses, we will automatically get resident doctors at work while they are pursuing the course.”

According to Ms. Kundan, several OPDs like ophthalmology, geriatrics and general medicine will be strengthened in the peripheral hospitals so that patients don’t have to come to the tertiary hospitals. “We are also looking at enhancing the infrastructure at the secondary-level hospitals.”

The civic body has a three-tier system to cater to the health needs of citizens. It has over 160 dispensaries at primary level, 16 peripheral hospitals at secondary level, and three main tertiary hospitals.

But lack of facilities in peripheral hospitals like Cooper in Vile Parle, Shatabdi in Kandivali, VN Desai in Santacruz, and Bhagwati in Borivali, which is currently shut for renovation, puts all the load on the three tertiary hospitals.

Activists have reiterated that the secondary level hospitals are a failure and because of this private nursing homes and small hospitals have mushroomed. Also, the decentralisation does not exist due to which patients who can be treated at the primary level land up in tertiary hospitals. The 1,800-bed KEM Hospital admitted 86,290 patients and treated over 19 lakh patients in OPD in 2016. The 1,750-bed Sion Hospital admitted 81,862 patients and treated over 22 lakh people in OPD.

“A large number of these patients come from distant suburbs,” said Dr. Avinash Supe, Dean of KEM Hospital, adding that all specialists in the peripheral hospitals are honorary doctors. “We are planning to set up proper units for various specialities just like the way we have in the tertiary hospitals.”
