The Greater Cochin Development Authority received an eminent admirer on Tuesday whose words of praise the civic agency and its Chairman N. Venugopal could be proud of.

Inaugurating the winter vegetable harvesting held on the GCDA premises, literary critic M. Leelavathy praised the agency’s farming initiative as a culture worth emulating across the State.

“Panchayats should draw up projects to launch farming in fallow land. This will help unemployed youth to find jobs and will give all of us pesticide-free vegetables. It will also help landowners make an earning by leasing out their land,” she observed. The GCDA had grown cabbage and cauliflower on its limited space available in its office campus, which was harvested on Tuesday.

Ms. Leelavathy said that it sent across a message to work on what little land left available for farming. Such initiatives alongside all offices would help spread so much happiness. It will put an end to the consumerist culture of depending on other States during festival seasons like Onam, she said.

Writer K.L. Mohana Varma said that in the fight between food and medicines, such farming initiatives would tilt the balance in favour of food.

Farming is nothing new to the GCDA as it was the fourth such harvesting event being celebrated by the agency. The agency had successfully cultivated paddy, cucumber, besides cabbage and cauliflower over the last one year. The GCDA is now all set to harvest papaya with 50-odd papayas getting ripe on its campus. GCDA employees Rajeevan, Salila, and Sindhu who were behind the agency’s farming initiatives were honoured at the function. Hibi Eden, MLA, and Opposition Leader in Kochi Corporation K.J. Jacob were among those present on the occasion.

The Mysore City Corporation (MCC) has launched a drive to issue and renew trading licences of business establishments operating in the city.

It will also crackdown on those operating without a valid trading licence as part of its efforts to mop up revenue.

Mayor R. Lingappa launched the drive from Saraswathipuram and pointed out that of the 457 business establishments in his ward, only 65 had trade licences, while 75 had not renewed their licenses issued last year.

The remaining traders were operating without a valid license and causing loss to the MCC, he said.

He cautioned that establishments operating without a valid trade licence would be closed and a few shops operating without license were shut down to reinforce the MCC’s seriousness about the issue.

Mr. Lingappa said that as per the official estimate, there are nearly 21,800 business establishments in the city.

“But, I have sought for a fresh survey and expect the number to be between 35,000 and 40,000, he said. The Assistant Commissioners in the MCC’s nine revenue divisions have been directed to update the figures. The licence fee ranges from Rs. 500 to Rs. 10,000 per year.

The ongoing drive also aims to collect property tax from the public for the financial year 2014–15.

The property tax target for the current fiscal is Rs. 85 crore from the 1.76 lakh registered properties under the tax net. Besides, there are 19,750 revenue site properties which will yield additional revenue of Rs. 7 crore.

The Mayor was accompanied by senior officials of the MCC and the police.

The Mysore Urban Development Authority (MUDA) has sought administrative nod from the government for developing five new residential layouts in the city.

The new layouts where the MUDA will take up plot development to carve out sites and distribute it to the public include the Rabindranath Tagore Nagar 2nd Stage; Krishnaraja Wadiyar Layout; Swarna Jayanthi Nagar; Lalitadrinagar 2nd Stage; and Shantaveri Gopalgowda Nagar 2nd Stage. Though these projects were conceived a few years ago, it was kept on the backburner.

The sixth new layout proposed by the MUDA is the Balahalli Layout, which has already secured government clearance. A few minor clarifications have been sought for the R.T. Nagar 2nd Stage and Nalwudi Krishnaraja Wadiyar Layout, and are expected to be cleared soon.

With growing demand for MUDA sites and over 1 lakh site aspirants whose applications are pending, the authority has urged the government to expedite administrative clearance. MUDA Chairman M.K. Mohan Kumar told The Hindu that about 15,000 to 18,000 sites could be created in the layouts of which about 5,000 sites could be developed in Balahalli itself.

He said the MUDA will take up earthworks to clear or level the land as a precursor to layout development in anticipation of the administrative approval. Apart from social obligations, we have to compete with mushrooming private players in the real estate business,” said Mr. Mohan Kumar.

R.T. Nagar 2nd Stage will be developed on the lines of R.T. Nagar I st Stage where 1,760 sites of various dimensions have been developed and is located opposite the University Layout abutting the Outer Ring Road in Mysore South West. With broad roads and open spaces to cater to future requirements, the layout is spread over 230 acres, but the sites have not been distributed due to litigation. Mr. Mohan Kumar said the issue will be resolved soon. “We are confident of getting the stay vacated,” he added. The Balahalli Layout, conceived a few years ago, is also the location for establishing a satellite township on a 500-acre land for which the MUDA had earmarked funds in the 2014-15 budget.

The Krishnaraja Wadiyar Nagar is slated to come up near the Yadahalli and Lingambudhi villages spread over 205 acres. Likewise, Swarna Jayanti Nagar is poised for development in Chowdahalli village spread over 181.05 acres.

The administrative clearance for at least R.T. Nagar 2nd Stage and Krishnaraja Wadiyar Layout could be expected before June, according to Mr. Mohan Kumar.

But, given MUDA’s track record, it could take anywhere two to three years for the sites to be distributed.
