South Delhi councillors to get Rs.2-5 lakh for improving cleanliness in their wards

Councillors in the South Delhi Municipal Corporation will be getting an additional Rs.2-5 lakh each to improve cleanliness in their wards, Leader of the House Subhash Arya said on Monday.

“The councillors can coordinate with the Zonal Deputy Commissioner and the executive engineer of maintenance to get cleanliness in their wards up to the mark,” said Mr. Arya.

At a special meeting on Monday to discuss sanitation, the House decided to allot funds for each ward so cleanliness can be strengthened. Councillors of both the ruling-BJP and the Opposition Congress complained about the lack of sanitation workers and infrastructure like garbage trucks and auto-tippers.

Congress councillors Farhad Suri and Virender Kasana had on Sunday inspected garbage collection points ( dhalaos ) and public toilets across South Delhi. They found dhalaos overflowing with garbage, and some had even become home to squatters and ragpickers.

Mr. Suri, who is the Leader of the Opposition in the SDMC, said there was an urgent need to overhaul the corporation’s policy on public toilets. “The contractors are not maintaining toilets and are just making money from advertising on the complexes. The Corporation should not outsource obligatory duties like maintaining hygiene,” said Mr. Suri.

Mr. Kasana, the Chittaranjan Park councillor, said that the poor level of cleanliness was because the issues raised in Wards Committees were not being addressed. He demanded that an Additional Commissioner attend the Wards Committee meetings so local issues get resolved.

“The situation is so bad that 90 per cent of our public toilets are not connected to water pipes and sewers. And some dhalaos have been illegally sublet,” said Mr. Kasana.

Meanwhile, the North Delhi Municipal Corporation also held a meeting of the House to discuss sanitation on Monday. However, due to chaotic exchanges between the BJP and the Congress, the meeting was adjourned. The North Corporation will now convene on September 15 to discuss cleanliness.

DDA clamps down on illegal constructions

The Delhi Development Authority has undertaken a major drive for removal of all unauthorised rooms, additions and alterations being carried out by the occupants of its flats at D-6, Vasant Kunj.

A statement by the Authority said the drive has been ordered by vice-chairman Balwinder Kumar. It involves both sealing and removal of all such additions and alterations.

The DDA said it had come to its notice that a number of occupants of flats had constructed rooms on the terrace in Narmada, Saraswati, Yamuna and Ganga apartments. Such illegalities were observed in over 282 flats. In addition, construction of an additional room on government land was noted to have been done by the allottees of all the floors in a block.

Stating that all the allottees/occupants had been advised to remove these unauthorised constructions on the top floor or on the common portions of land, the DDA said these constructions included addition of a room right from the ground level to top floors. It said the occupants were informed that non-compliance would lead to penal action as per the provisions of law. The penal action includes demolition, sealing of the flat, disconnection of electricity or water to the premises, the Authority said.

Surat Municipal Corporation allows industries to buy water from other sources

Surat Municipal Corporation (SMC) has allowed the industrial units located in Pandesara to buy water for their industrial use from other sources as SMC is unable to supply, required amount of water to the industry.

"We are losing a lot of business due to lack of water. Diwali is just couple of months away and we can't afford to keep our units closed. So we requested Municipal Commissioner and explained our situation who has issued permission to buy water from other sources till SMC supplies to our demand." Said Jitu wakharia, President Pandesara Industrial Association.

"We know SMC water is cheaper than outside sources but what can we do if we don't get the required quantity of water?" asked an industrialist from Pandesara.

Against the daily requirement of 100 MLD of water SMC was able to provide just half the water to industries since last 7 to 10 days.

"Low pressure was responsible for the less quantity of water being supplied to industries. We are working on it and will rectify the problem in coming days." Said an official from SMC. "We are also working on supply of 40 MLD of treated water to industries. Once that happens in few days things will be all right." he added.
