East Delhi Municipal Corporation increases councillor’s fund to Rs 2 cr

NEW DELHI: East Delhi Municipal Corporation has increased the councillor's fund to Rs2 crore from close to Rs55 lakh for the purpose of development. The move comes two months ahead of the 2014 general election slated for April and the BJP leadership in the corporations is going all out to finish projects before the model code of conduct kicks in. The BJP brass defended the move saying the money will be spent on improvement of roads, sanitation, streetlights and for carrying out other maintenance works.

East Delhi Municipal Corporation leader of the House B B Tyagi said the new entities would abide by the budget. "Due to trifurcation, the corporations did not have enough funds. But corporations have done much work after struggling for more than one-and-a-half years. Even though Delhi government still hasn't released funds they have achieved their targets. Ward-wise allocation of money will remain intact," Tyagi said.

Amnesty Scheme would be launched for property owners who constructed their houses prior to 2007 on plots of area up to 100 square metres. Their buildings could be regularized on deposition of compoundable fee. Home delivery of birth and death certificates through speed post will be initiated at a cost of Rs 60 lakh. A special window in both zones of East Corporation to add name on the birth certificate within half-an-hour will be established.

The amount provided for wedding of widow's daughters will be increased from Rs25,000 to Rs30,000. Women's toilets will be set up at busy public places such as markets at an estimated budget of Rs1 crore. The budget for scholarship to school children would be increased to Rs50 lakh. Solar panels would be erected in municipal schools at a budget of Rs 50 lakh.

As promised earlier, no new tax has been introduced and none of the existing taxes raised. "We can't burden the public," a councillor said. In his budget speech, the commissioner had proposed new taxes and increase in property tax and parking rates.

Civic body to home deliver birth certificates free of charge

Couples who live in East Delhi and are expecting babies after April 1 will have one less thing to worry about. Birth certificates for babies born at district hospitals will be sent to the parents by the civic body through speed-post or courier, that too free of charge.

The announcement was made by East Delhi Municipal Corporation (EDMC) Commissioner S. Kumaraswamy on Wednesday during the finalisation of the EDMC Budget for the next financial year. Currently, getting birth certificates involves standing in long lines at the municipal corporation’s office. The home delivery of birth certificates is expected to make the procedure much easier for new parents.

“Lots of people have to face problems — long queues and the chance of corruption. This move will make the system transparent,” said EDMC spokesperson Y.S. Mann.

The civic body plans to implement this scheme beginning the next financial year with a Budget allocation of Rs.60 lakh for the project. It will cover births in both government-run and private hospitals within the EDMC’s jurisdiction.

“We will collect data from hospitals on all institutional births like the parents’ names and address,” he said, adding that the hospitals will have to upload the details of all births onto the civic body’s central server. The civic body will also start dedicated windows at both the EDMC zones — Shahdara East and West — to add names to birth certificates within half-an-hour.

According to the Budget, the EDMC generated Rs.1,295.64 crore in income in 2012-2013. The proposed income for the next fiscal has been increased to Rs.2,067.97 crore. The corporation’s proposed expenditure for 2014-15 has been increased to Rs.2,232.80 crore from Rs.1,042.31 crore in 2012-2013.

Corporation spared blushes over waste management

The Corporation, which was faced with a major crisis in waste movement, can heave a sigh of relief for the time being after the existing contractor entrusted with the operation of the civic body’s solid waste treatment plant at Brahmapuram agreed for a stop-gap-arrangement till a new agency is identified through bidding.

With the contract with the existing agency Environ Green set to expire on Saturday, the Corporation was faced with the prospect of a city stinking with piled-up waste. Much to the relief of the Corporation, the representatives of Environ Green agreed to continue on the job till an alternative arrangement was put in place at a meeting convened by the chairman of the health standing committee T.K. Asharaf on Wednesday.

Though the Corporation had decided not to renew the contract without bidding, it is yet to initiate tender formalities to find a new agency.

The situation worsened on Tuesday after Environ Green declined to continue with the job unless the contract was renewed. The agency has agreed to carry out the work for the next three months.

Environ Green has agreed for a stop-gap.
