All city school to have biogas plants soon

All the city schools will begin a new chapter in decentralised waste management during the next academic year by installing biogas units on the campuses.

The Kochi Corporation and Suchitwa Mission have joined hands in imparting the practical lessons in waste processing in city schools.

Earlier, the local body had obtained the clearance from the State authorities for installing the plants in government schools within the city limits. It had also pushed the case of aided and unaided schools in the city as the second phase of the programme.

The other day, the State government issued administrative sanction for installing biogas plants in 54 schools in the city limits including government, aided and un-aided institutions, said T.K. Ashraf, Chairman of the Health Standing Committee of the Kochi Corporation.

The projects will be implemented with the financial support of the Suchitwa Mission.

The agenda of the Corporation Council permitting an agency to set up the units in government schools was passed during the last meeting. Though only one agency had responded to the bid for setting up the units, it was sanctioned at the meeting as the Mayor declared all the agenda passed. The Mayor resorted to passing all the agenda in one stroke as a section of the Congress councillors and LDF members staged a walk out.

The construction of the plants will begin in March when schools will close for the summer vacation. The units would be ready before June, when the educational institutions will reopen. Students will be trained in managing bio-degradable waste at their educational institutions. It would be mostly food waste that would be going into the units. The capacity of the biogas units that are to be provided to the institutions will be proportional to the student strength, he said.

The local body had earlier launched Bhoomika, an awareness programmes on waste management for school students. The students were encouraged to collect plastic refuse from their homes and store them at their schools, which would be picked up by the local body. The students were also provided incentives for the collection.

The local body had also decided to provide nine biogas units and 1,500 pipe compost units to residents of every division as part of the decentralised waste management system. The beneficiaries of these projects were selected by ward meetings. These units will be provided subsidies too, Mr. Ashraf said.

‘No need for World Bank funded project under PPP’

BJP State chief Pralhad Joshi, MP, has urged Chief Minister Siddaramaiah to fund the project on extension of 24x7 water supply project to all wards under the Hubli-Dharwad Municipal Corporation (HDMC) from its own resources, rather than permitting a World Bank-funded project.

In a letter written to the Chief Minister, which has been released to the media, Mr. Joshi pointed out that the scheme had been implemented in eight wards of the twin cities on pilot basis, and approval was given for extension of the same through private partnership back in 2008.

In his letter, Mr. Joshi drew the Chief Minister’s attention to the Government Order dated November 7, 2013, through which the State government permitted the implementation of the 24x7 water supply scheme in Hubli, Dharwad, Belgaum and Gulbarga at a cost of Rs. 2,574 crore, under assistance from World Bank.

Mr. Joshi has said that through the order, Rs. 1,146 crore had been earmarked for the extension of the scheme to the remaining 59 wards. “Under the project the World Bank will bear 72 per cent of the total cost of the project, which comes to Rs. 550 crore. The remaining which comes to Rs. 214 crore has to be borne by the municipal corporation. Given the financial condition of the HDMC it is impossible for it to mobilise such huge funds,” Mr. Joshi said in the letter.

Phased manner

The MP urged the Chief Minister to take up the project of bringing other wards of the twin cities under the scheme through State government funds, and to withdraw the Government Order issued. He requested him to release funds from the State government’s resources.

The scheme has been implemented in eight wards on pilot basis.

CDA observes World Wetlands Day at Ansupa

The Chilika Development Authority (CDA), which is also in charge of development of the Ansupa lake observed the World Wetlands Day on Sunday at its bank. CDA Additional Chief Executive G Rajesh and Athagarh DFO Arun Kumar Mishra attended the function as chief guest while President awardee teacher Bhubanananda Patnaik joined the function as guest of honour.

The speakers spoke about various utilities of the wetland. Junior Soil Conservation Officer Chandan Sahoo delivered welcome address, while Himansu Sekhar Patnaik proposed vote of thanks. Notably, the Forest department has erected three bamboo cottages for the halting of visitors while the Horticulture department is maintaining and developing an eco-garden with active guidance of its Section Officer Himansu Patnaik.
