New Delhi Municipal Council regularizes 628 workers

NEW DELHI: In two worker-friendly steps on Wednesday, the New Delhi Municipal Council (NDMC) approved a proposal to regularize the services of 628 people on regular muster roll (RMR), and decided that one family member of every deceased employee will be hired as casual labour on compassionate grounds.

The temporary workers had been awaiting regular jobs for more than two years. "A person becomes eligible for regularization after six years on RMR while these people had been on the roll since 2006," said an NDMC official.

About the decision to offer work on compassionate grounds, NDMC chairman Jalaj Srivastava said only 5% of the staff can be hired on this basis within three years of an employee's death. "So, a lot of people are unable to get jobs as we often don't have vacancies. The council has agreed to hire family members of deceased NDMC employees as casual labour."

The civic agency, which is busy finalizing its budget for the financial year 2014-15, has also adopted the AAP-led Delhi government's decision to provide 20kl of water free on every metered connection per month. "We have adopted the government's decision. But this is subject to approval from DJB, which is yet to inform us about it,'' said an official.

"We postponed the water issue in the previous two meetings as we wanted chief minister Arvind Kejriwal to be present. But as we have not received the notification, we decided to go ahead and adopt the scheme,'' said Srivastava.

While it has implemented some of the government's poll promises, NDMC has put schemes like liberalization of the medical policy on hold. The next council meeting is scheduled for February 7. The civic agency is hopeful that by then it will receive the notification from the home ministry. It will table a few important policies related to property and markets in the next meeting.

AHMEDABAD: This could be seen as any respite for Amdavadis against the rising stray dog menace in the city. In a desperate move, Ahmedabad Municipal Corporation (AMC) has sought a rate revision for its dog sterilization process. The current rate - Rs 445 per dog that AMC today pays NGOs - one of the lowest in the country. Despite these hindrances, AMC in its latest proposal before the standing committee has sought to increase dog sterilization from 120 to 500 dogs a day.

Between May and October last year, the NGOs have claimed to have sterilized 12,770 dogs and AMC has already paid them Rs 56.80 lakh.

The low rates actually hit the overall dog sterilization drive and in the process led AMC recently to cast doubts on figures the NGOs revealed to the civic body. Of the four NGOs that started off a year ago, two have left the city blaming increasing costs. Interestingly, in 2007 AMC used to pay a single agency Rs 550 per dog, which is much more than the 2013 rates. In the latest proposal, AMC has proposed a rate of Rs 650 per dog before the standing committee. After October two NGOs opted out of the drive while one NGO was blacklisted.

A document placed before the standing committee claims that Animal Health Foundation (AHF) had sterilized 4,027 dogs, People for Animal (PAF) 3,233 dogs, while Animal Rights Fund sterilized 5,510 dogs.

"The NGOs demanded a rate of Rs 730 per dog which was simply not acceptable, as we were providing vehicles and locations. Also in the revised plan we plan to set up a surgical hospital for NGOs with all equipments and scope for induction of more veterinary surgeons for sterilization operations," says a senior AMC official.

AMC demolishes illegal structures, seals shops

AHMEDABAD: The estate and encroachment department demolished illegal constructions of complexes spread over 2200 sq ft of area in two demolition exercises in Gota and Vejalpur wards on Wednesday.

The plots in TP scheme 33 in Gota and TP scheme 3 in Vejalpur ward were meant for sale for residence but the builder was constructing commercial complexes. Under construction complex was pulled down by the new west zone team of the AMC after it was found constructed without proper permissions.

Earlier, in another drive estate and encroachment department also demolished illegal constructions of complexes spread over 1669 sq ft of area in three different demolitions in Lambha (west) ward.

The plots in TP scheme 60 in Narol were meant for sale for residence but the builder was constructing a commercial complex. Under construction complex was pulled down by the South zone team of the AMC after it was found constructed without proper permissions. AMC also issued notices to the builder.

AMC seals shops: The central zone team of AMC sealed 27 shops and godowns over non-payment of property tax worth lakhs. To recover dues, AMC team sealed shops of shops, warehouses in Mandvi ni pol, Gaekwad Haveli, Patwasheri and Gheekanta wards over non-payment of property tax worth Rs 3 lakh. To recover the dues, AMC team had also cut the water and gutter connections of the sealed shops.

Earlier in the week central zone team had sealed 33 shops and warehouses in Panchkuwa, Tankshaal, Doshiwala ni pol, Rentiawadi, Rangilasheri and Tavdipura wards over tax issues.
