Now MC will give NoC for industries working in ‘mixed land use’ areas

The industries working in mixed land use areas such as Shimplapuri, New Janta Nagar and Jammu Colony would be benefited due to this move, said the CICU members. 

Finally, the long-pending demand of industrialists has been fulfilled after the Municipal Corporation agreed to give no objection certificate (NoC) to the red category (polluting) units working in mixed land use areas.

This NoC will be applicable till 2018 as according to the Master Plan of Ludhiana which was formed in 2008, the polluting industry was supposed to shift out of Ludhiana after 10 years.

However for the past one year, the pollution board was not renewing the consent form of the red category units, saying the units first need to bring NoC from the MC. However, this will be applicable for the units which were formed before 2008.

However, at a Thursday meeting with MC Commissioner Rahul Tewari, this hitch was cleared, said Upkar Singh, general secretary of Chamber Of Industrial And Commercial Undertakings (CICU).

“Commissioner told us that  any such unit which has paid property tax, water and sewer bills are fully paid can get NoC from MC till 2018 by giving self-attested declaration on the letter head of the industrial unit saying that the unit was formed before 2008.”

He said that already 293 units had applied with PPCB for renewal of their consent form working in mixed land use areas and hence they could get the same after getting NoC from MC as a special help desk had started functioning from Friday onwards at Zone C in the Municipal Corporation.

In addition to this, the CICU members urged the industrialists to apply with PPCB for consent to operate till February 7 as voluntary disclosure scheme of PPCB was on till February 7 and under this scheme, the board will take charges to operate from

October 1, 2010 onwards and if applied later, charges will be applicable from the date the unit came into existence.

The industries working in mixed land use areas such as Shimplapuri, New Janta Nagar and Jammu Colony would be benefited due to this move, said the CICU members.

Kiran congratulates GVMC on winning awards

Chief Minister N. Kiran Kumar Reddy on Monday congratulated GVMC on winning two JNNURM awards at the national-level.

The awards should serve as an inspiration for GVMC to work better and win more accolades, the Chief Minister said.

Municipal Administration Minister M. Mahidhar Reddy led a team of MA&UD officials that met the Chief Minister along with the awards at Hyderabad.

The officials received the award on January 21 from President Pranab Mukherjee.

Municipal Commissioner M. V. Satyanarayana told the Chief Minister that the awards were won for taking up housing for the poor allotting 20 to 25 per cent of land in developed areas and for pro-poor reforms spending 40 per cent of funds for amenities for the urban poor.

Principal Secretary, MA&UD, Sameer Sarma, APUFIDC Managing Director Y. Madhusudhan Reddy, MEPMA Mission Director Anitha Ramachandran and GVMC Chief Engineer B. Jayarami Reddy were present.

With about 35 per cent of students lagging behind and under pressure to improve the SSC result, the GVMC is planning to introduce intensive residential coaching to students of civic schools.

After the inclusion of Anakapalle and Bheemunipatnam in the corporation, GVMC has 29 schools from which 1,935 students will take the SSC examination in March. With an SMS system in place for informing attendance, time of leaving the school and performance in weekly and other tests, parents are in regular touch with headmasters and teachers. Headmasters assess that a certain percentage of students either being poor in studies or being chronic absentees are unlikely to get through the examination.

There are also problems like teachers post being vacant in the schools. Of the 715 posts, 38 secondary grade and 60 school assistant posts are vacant. Some headmasters have asked for SGTs being posted there to tide over the difficulty and nine SGTs have been posted, says Additional Commissioner P. Poornachandra Rao who is in charge of education.

To help students face the examinations better, GVMC has been giving them answer books covering all the questions. “Besides, separate books on each of the subjects are also being provided this year to help them do better,” said.

The students have been categorised into A, B, C and D depending upon their performance.

In the 2012-13 the SSC pass percentage was 70, about 2 per cent less than that of the previous year. It, however, fell much below the district average of 82 per cent.

To help students in C and D categories special classes are conducted in the morning for one-and-a-half hours and in the evening for three hours. During the evening classes, snacks are also provided to them.

The classes have already begun and will continue till March 20.
