Council passes resolution ratifying ban on plastic

TIRUNELVELI: The Corporation council on Wednesday unanimously passed a resolution ratifying the District Collector’s recent order that banned the manufacture, storage, sale and use of non-biodegradable plastic products with the thickness of 20 micron and below this specification.

In a bid to make the district plastic-free, Collector M. Jayaraman, in association with the Department of Environment, recently issued orders to send the plastic waste to a cement manufacturing unit located on the outskirts of Tirunelveli to be used as supplement fuel along with the regular fuel, coal, in the manufacture of cement.

Since the Municipal Corporation has to give its nod for the ban that has been enforced with the objective of improving the environment, a resolution was placed before the Council meeting held on Wednesday. The resolution was passed unanimously.

Palayamkottai Zone chairman Suba. Seetharaman sought details about the commencement of work on second phase of underground drainage scheme. Replying to him, Mayor A.L. Subramanian said the corporation that had already been burdened with the obligation of spending Rs. 26 crore on the first phase of the underground drainage programme (50 per cent of the total cost) would commence the work once the finances started looking up and the government released its share.

He also said that any decision on giving reconnection to the residents who had taken illegal drinking water connections in ward 17 would be taken only by the Minister concerned.

The meeting also decided to provide space at Vaeinthaankulam new bus stand (both near the main entrance) for establishing ATM centres of Punjab National Bank and Indian Bank.

The council decided in favour of awarding the Rs. 2.49-crore contract to Melss Automation Limited, Chennai, for executing the Supervisory Control and Data Acquisition (SCADA) to monitor the supply of drinking water within Tirunelveli Corporation. After maintaining the system for one year without any charges, the contractor would look after the system for the next five years by charging Rs.1.19 crore.

Corporation’s land, measuring about 50 cents, would be handed over to the Department of Adi Dravida Welfare for the construction of a hostel for the SC / ST girl students of Rani Anna Government College for Women, it was finalised.

CHENNAI: Burning of waste allegedly continues in the Kodungaiyur dumpyard despite fresh directives from the Madras High Court to Chennai Corporation to stop burning from February 8.

Also the High Court order to create a police outpost to prevent burning within three days of issuance of notice (issued on February 10) is yet to be met.

“TNPCB has issued several notices to the Corporation to stop burning of waste. However, burning continues till date,” says Ganeshan, a resident of Kodungaiyur.

“When the matter came up for hearing as early as in 2007, the same commissioner had said that watch towers would be constructed to keep vigil against burning of waste and water tankers would be stationed to douse the flames. ,” says advocate Danielle.

On Monday, the corporation commissioner was summoned before the two-member bench.

Feb. 22: The Chennai corporation commissioner on Monday informed the Madras high court that the corporation was taking remedial measures with regard to dumping and burning of garbage in Kodungaiyur.
When the case came up for hearing before a division bench comprising Justice Elipe Dharma Rao and Justice N. Paul Vasanthakumar, corporation commissioner Rajesh Lakhoni, who was present in the court, informed the bench that steps were being taken to prevent the entry of rag-pickers and burning of garbage in Kodungaiyur.

Directing the commissioner to file an affidavit in this regard, the bench adjourned to February 24 further hearing of the petition filed by Kaviarasu of citizen welfare association seeking a direction to the Chennai corporation to remove the excess garbage and stop further filling up of garbage in the landfill site at Kodungaiyur.

Earlier, when the matter came up for hearing on February 10, advocate general P.S. Raman submitted that the corporation was taking all steps to prevent entry of rag-pickers and burning garbage and requested the court to issue a suitable direction to the commissioner of police (CoP) to take action on a letter addressed by the corporation dated February 9 and the bench directed the CoP to take action and pass app-ropriate orders in three days. The letter requested the CoP to arrange for patrolling and creation of police outpost at Kondungaiyur dumping ground to prevent rag-pickers from entering the area and burning garbage.
