‘Isha Foundation buildings constructed without approval’

Official makes submission before First Bench

The Deputy Director of Town and Country Planning, Coimbatore region, has submitted before the Madras High Court that Isha Foundation constructed buildings at Ikkaraibolluvappatty village, without any valid approval from competent authority.

The official made this submission before the First Bench headed by Chief Justice R.K. Agrawal, who was hearing on a PIL filed by M. Vetri Selvan, an advocate who had sought a court order for demolishing all the “unauthorised buildings” constructed by the foundation in the village in Coimbatore district.

In his counter, K. Sabapathy, Deputy Director of Town and Country Planning said, “The Isha Foundation has neither obtained approvals from the District Collector, nor obtained the concurrence of the Deputy Director of Town and Country Planning as required provisions of the Tamil Nadu Panchayats Building Rules 1997. It has not obtained clearance from Hill Area Conservation Authority, the foundation constructed 62 building blocks which are in use and 15 building blocks are being constructed without any valid approval from the competent authority. The school in question is being run in one of the constructed buildings. Hence, lock and seal demolition notice was issued last December.”

The official added that a proposal of foundation for approvals for the construction of buildings was returned in last January.

Chennai Corporation launches crackdown on shops selling unhygienic meat

CHENNAI: Inspections conducted by the Chennai Corporation's officials on Sunday found that several meat shops in the city are selling unstamped meat to the customers, posing severe health problems.

A corporation team, comprising zonal officers, veterinarians, conservancy officers and health inspectors, conducted raids in 37 meat shops in areas like Villivakkam, Ayanavaram, Thirumangalam and Anna Nagar and seized 270kg of unhygienic meat. The confiscated meat was later destroyed at the Velangadu burial ground.

A senior official in the health department said action would be initiated against those who sold unhygienic meat in the city. "The meat being sold for consumption should come from any of the three corporation slaughterhouses -- in Perambur, Saidapet and Villivakkam -- where the animal is medically examined and approved for consumption," the officer said.

"After slaughtering, the animals are stamped with a seal, which is a foolproof way of letting people know that the meat is safe for consumption. The roadside shops which are selling unstamped meat is unfit for consumption and may cause health problems," the official added.

Sources say animals continue to be butchered in almost all the areas in the city, mainly in the slums in an unhygienic way. But the irony is that the civic body's slaughterhouses are also functioning in the same condition. A recent TOI report had described how butchers work in the Perambur slaughterhouse: The stand barefoot in ankle-deep water mixed with urine, faeces and animal blood.

A modernized abattoir on the same premises, which was completed in November 2011 at an estimated Rs 48 crore, is yet to be opened because of opposition from V Neelakandan, the AIADMK MLA of the Thiru-Vi-Ka Nagar constituency.

The corporation has also been conducting a series of raids to prevent smuggling and sale of rotten meat in the city. Several tonnes of rotten meat have been seized in the recent past from trains coming from Andhra Pradesh and Rajasthan.

'Constructions by Isha foundation illegal'

Chennai: The Madras High Court on Tuesday informed that the buildings constructed by the Isha foundation downhill of Vellayangiri in Coimbatore were illegal.

The First Bench headed by the Chief Justice R K Agrawal had earlier ordered the issue of notice to authorities on a petition filed by an Advocate Vetriselvan seeking a direction to demolish "illegal constructions built in Isha foundation and to seal the school premises built in contravention of the rules".

In the counter-affidavit, Deputy Director, Town and Country Planning of Coimabtore range said the constructions were illegal and against the directives of Hill Area Conservation Authority in force from 1990.

Prior approval of Collector was necessary as per the Tamil Nadu Panchayat rules 1997 which was not obtained, it said.

The counter further said that the school in question was being run in one of the constructions for which lock, seal and demolition notice was issued. Proposals for approval of all these constructions sent by the foundation were returned since they were not in proper shape, it said.

As the foundation had not re-submitted the plans as per the constructions carried out, a stop work notice was issued on November 5 last year, the counter said.

Subsequently, sealing notice was also issued and since total buildings were constructed without approval from competent authorities and as the plan was not in full shape it was returned on January 24 this year, it said.
