Education department, corporation at loggerheads

Chennai: As many as 141 elementary, high and higher secondary schools in the city corporation’s extended areas, such as Perungudi, Tiruvo­tri­yur, Manali, Ambattur and Madhavaram, still function under the school education department even after the city corporation had requested it to hand them over.

According to Ripon Buil­ding sources, the top brass of the city corporation had sent a proposal to the state government for transfer of control. “We had submitted the proposal an year ago as the state government ext­ended our jurisdiction to include Chennai’s suburbs, including Perungudi, Tiru­votriyur, Manali, Ambattur and Madhavaram.

We are still waiting for the government’s nod to get these 141 schools under our control as we need to allot posts of existing teachers and headmasters as the new system is a cumbersome one,” a senior official said.

At present, the city corporation administers over 310 schools (elementary, high and higher) with a student strength of 98,857 and 4,041 teachers.

“The city corporation has been providing several schemes to meritorious students, including financial assistance to Class XII students, `25,000 every year for those who joined professional courses, such as MBBS and BE.

Even as the state’s school education department had been implementing various student welfare schemes in the 141 schools in the extended areas, we want to supplement them with our incentives,” the official said.

When asked about the city corporation’s proposal, a senior school education department official said that as it involved policy decisions to be taken at the State government’s level, they were clueless about the proposal.

‘Cleanliness to be given priority’

At a meeting held on Monday to discuss cleanliness in the city, Corporation Commissioner Kiran Gurrala said that keeping the city clean would be top on the priorities of the sanitation department.

According to a release, Mr. Gurrala said that the sanitation wing should make full use of the walkie-talkies that they had been provided with. He said that the sanitation department officials and the zonal commissioners should have ward-wise details about the conservancy workers, vehicles such as cleaning lorries and the number of dustbins on a daily basis.

He also said that roadside shops and tea shops should be instructed not to litter and to use the dustbins placed on the road. He added that violators would be fined. Mr Gurrala said that the Vaigai river bank and the area around the river should also be kept clean, according to the release.

Zone 4 office inspected

The Corporation Commissioner inspected the Corporation Zone 4 office on Monday. The information centre, income section, engineering section, economic census section and urban housing section were also inspected by the Commissioner, a release said.

He enquired about the daily collection of taxes.

Vellore corporation to take over Anna Kalai Arangam

Vellore Corporation would soon take over the Anna Kalaiarangam building run by the Department of Information and Public Relations (DIPR). Officials said the building would  serve as a permanent asset for the local body.

Mayor P Karthiyayini said, “Since the place was located in the heart of the city, the local body planned to utilise it for commercial purposes to increase the revenue of the Vellore Corporation.”

She said a letter was received from the secretary of Tamil Development and Information on November 1 this year permitting the Vellore Corporation to take over the building without any cost. The letter also noted that the State government did not have any liability over the asset and the lease period of the shops put up in front of the building had also expired. The letter also permitted the local body to make changes in the building structures.

Corporation Commissioner P Janaki Raveendran said a resolution was passed in this connection at the Corporation council meet on November 21, 2013.

Janaki added that obtaining a place situated in the heart of the city without any cost was not only an asset to the local body, but would also serve as security against loan sanction by other government bodies and financing agencies, to execute various development works in the city.

Anna Kalaiarangam is said to be the only cinema hall run by the State government in Tamil Nadu. The DIPR has been maintaining this 500-seat capacity theatre ever since the State government took it over from its previous owner, Thimmaiah, of Mysore in 1968.

Since then, the Department has been screeningdocumentary films and children’s films during the Children’s Film Festivals apart from renting it out to the schools and private parties to conduct magic shows and exhibitions.

Government programmes and many cultural and folk performances by the Department of Tamil Development and Information are also being conducted.
