The Chennai Corporation has identified 1.6 lakh illegal sewer inlets into stormwater drains (SWDs) across the city.

The civic body has already initiated efforts to block them and prevent sewer getting into the underground network essentially meant to drain rainwater.

Following a drive conducted by the civic body’s Public Health Department to screen all stormwater drains for identification of illegal sewer connections, 373.23 km of the drains were identified as being clogged with sewage from illegal inlets.

The number of illegal sewer connections from buildings in residential and commercial neighbourhoods is 52,399. As many as 621 slum localities have 1,08,400 illegal sewer connections.

Stormwater in the zones of Tondiarpet, Royapuram, Thiru.Vi.Ka Nagar, Anna Nagar, Teynampet, Ambattur, Kodambakkam, Alandur, Valasaravakkam and Adyar is drained through 836.4 km of drains maintained by theCorporation.

Royapuram zone has the largest number of connections with 11,069 buildings letting sewage into the stormwater drains of the Corporation. In addition to such buildings, 26,200 tenements in 131 slum neighbourhoods in Royapuram also pollute the storm water drains. The numbers of illegal connections in other zones are 11,069 (Tondiarpet), 3,369 (Thiru-Vi-Ka Nagar), 2,240 (Anna Nagar), 4,478 (Teynampet), 5,050 (Kodambakkam), 125 (Valasaravakkam), 4903 (Alandur) and 6,752 (Adyar).

As many as 26,200 slum households in Tondiarpet, 9,400 in Thiru-Vi-Ka Nagar, 15,600 in Anna Nagar, 24,000 in Teynampet, 9,200 in Kodambakkam and 12,800 in Adyar have also been identified with illegal sewer connections. The zonal officials in such zones have been asked to persuade the residents to disconnect their illegal sewer connections. The civic body has also asked Chennai Metrowater to provide proper sewer connections for such buildings.

But the Corporation is unable to take steps to disconnect illegal sewer connections in slum tenements that are encroaching on land in the city. The civic body will wait for the resettlement of such residents by the Tamil Nadu Slum Clearance Board before taking measures to plug such connections.

Over 12,000 of such households will shift to areas such as Perumbakkam next year. The Corporation has also asked zones with fewer numbers of illegal connections to collect another set of data as the actual numbers are expected to be more than two lakh.

Several years ago, Metrowater, after a similar exercise to identify illegal inlets into the stormwater drains, had introduced a programme asking families below the poverty line to pay a mere Rs. 100 for securing water or sewer connections.

Nearly three years after the merger of Tiruverumbur town panchayat and four village panchayats with Tiruchirapalli City Corporation, owners of plots in unapproved layouts in the five newly-created wards are still unable to get plan approvals for construction of buildings in their property. The corporation is still awaiting a response from the government after having sought an order for the regularisation of unapproved residential layouts in the five wards.

The five new wards, 61 to 65, were created following the merger of Tiruverumbur town panchayat and Pappakurichi, Ellakudi, Keezha Kalkandarkottai and Alathur panchayats, all in the eastern suburb of the city, with the corporation following the delimitation exercise. The merger was ordered by the government in September 2010.

According to sources, there are about 17,500 plots in unapproved layouts in the five new wards spread over Golden Rock, Ariyamangalam zones, and in other parts of the city. Over 15,000 of these plots are said to be in the newly-added wards.

Several houses have already come up in the residential localities. But those who want to construct buildings on the property over the past three years have not been able to do so as the corporation says it cannot entertain their applications for plan approvals without regularisation of their layouts.

“We have represented the case to the corporation and other elected representatives. But so far, there has been no response. Civic officials simply say they are still awaiting a government order. But many plot owners like me are facing problems as we cannot raise housing loans from banks to build houses. All we want is to follow the rules, but we are fed-up over the red tape,” says an owner of plot in one such layout near Kattur Pappakurichi.

Although councillors from the wards have been raising the issue at the corporation council, they get the same stock reply from the officials. The corporation, officials say, has already sent a report to the Commissioner of Municipal Administration identifying plots in the unapproved layouts in the five wards and elsewhere in the city.

The corporation had sought either an extension of an earlier government scheme (providing for regularisation of layouts) implemented a few years ago or issue of a fresh GO for regularising the unapproved layouts. Recently, the corporation started assessing property in the newly-added wards for tax.

Civic body clarifies on fund allocation for dog care centre

The City Municipal Corporation has clarified that the government has sanctioned the amount for upgrading the dog care centre three months ago and not after the model code of conduct enforced in the district in view of the Yercaud by-election.

A report on ‘Sterlisation of stray dogs to be done five days a week’ was published in The Hindu dated November 15, 2013.

Quoting Corporation Commissioner M. Ashokan, the story said that the government has sanctioned Rs. 3 lakh to upgrade the facilities and the civic body had placed an order to purchase vehicles at a cost of Rs. 5.50 lakh to transport dogs.

A press release from the corporation clarified that the government has sanctioned the amount three months ago and not after the model code of conduct enforced in the district. While talking to the newspaper, the commissioner also referred to what was announced then.
