Pre-moonsoon preparatory works begin in earnest

 
Chennai: Chennai corporation has begun its pre-monsoon renovation work. 
 
The civic body, which has taken up stormwater drain and road restoration, will convene a high-level meeting next week, involving the heads of about 30 government departments including metro water, PWD, city poli­ce, fire and rescue ser­v­ice, fisheries, and the meteorological department.
 
The management of flood and rescue operations will be discussed, Mayor Said­ai S. Duraisamy said.
 
During the previous DMK regime, the ann­ual pre-monsoon meetings were conducted only during Sept­ember and October. Through 2008 to 2011, all rain-related meetings were held just ahead of the nort­heast monsoon, resulting in  waterlogging. 
 
The corporation has therefore advanced the meeting and pre-monsoon wor­ks like the desilting of drains and repair of battered roads, would start soon after the south west monsoon, the mayor said.
 
The meeting will focus on the low-lying areas and suburbs that were recently annexed and area-level teams will be formed. 
 
Prog­ress on the desilting will be monitored and the providing of logistical support will be examined, such as the positioning of motor pumps on bridges and subways, the formation of a tree removal squad and evacuation arrangements at mid-day meal centres and community halls, sources said.

Focus to be on added areas; notices will be served on house owners

The Coimbatore Corporation will soon launch a drive to identify illegal water connections and initiate action against those who have such connections. According to Commissioner G. Latha and Deputy Commissioner S. Sivarasu the Corporation will launch the programme in the next few days and its focus will be on added areas.

The decision to focus on added areas follows a study the Corporation conducted a few days ago in Ward 32 – Vilankurichi. During their door-to-door checking, the Corporation officials found around 500 illegal drinking water connections in that the house owners had not paid the security deposit. They also did not pay the monthly water charges. Mr. Sivarasu says that the Corporation estimates that there are around 3,000 unauthorised connections. To identify the illegal connections, the Corporation will soon depute teams of five engineers each to conduct a thorough survey. After identifying the illegal connections, the Corporation will collect the necessary details and present the same to the senior officials, who will serve notices on house owners to provide them an opportunity to legalise their connections.

If the owners accept the offer, the Corporation will continue to supply water. If not, it will sever the connection and also initiate action.

As many as 120 secondary-grade teachers in Chennai Corporation’s primary schools are under the scanner for landing jobs with fake certificates.

The Corporation, which has commenced an inquiry into the source of the certificates, is yet to ascertain the exact number of teachers who have submitted them. Some of the teachers even have certificates from non-existent teacher training institutes.

Many of the teachers are yet to cooperate with the civic body in the scrutiny of the certificates, said a Corporation official.

According to sources in the Corporation, the teachers who are under scrutiny were appointed in the period between 1995 and 2000. The civic body started an inquiry into the matter in 2004. Eight teachers were dismissed and more teachers with fake certificates were traced.

However, the Corporation commissioner was transferred, putting an end to action against such teachers a decade ago. Recent investigations by the civic body have revealed that some employees also misled senior officials during the verification process in 2004.

“All the teachers with fake certificates will be traced soon,” said another official.

A secondary grade teacher who works at a Chennai School said certificates are periodically verified, especially at the time of promotions. Her certificates, she said, were verified a week ago. “Teachers without requisite training cannot handle primary classes. Unless they are trained in child psychology and teaching methodologies, it will reflect in the classroom,” she said.

The education department of the Corporation manages 32 higher secondary schools, 36 high schools, 1 Urdu high school, 1 Telugu high school, 92 middle schools, 122 primary schools and 30 kindergarten schools with a total of 98,857 students and 4,041 teachers.

Some teachers landed jobs with certificates from non-existent teacher training institutes.
