Private players will play a larger role in upkeep, maintenance and security of Amma canteens soon.

The civic body has invited bids from private contractors for the maintenance of its buildings, including canteens in Ambattur, Menambedu, Korattur, Mannurpet, Padi, Anna Nagar West extension and Mogappair.

“Private contractors will shoulder the responsibility of minor repairs, electrical faults and providing security at the canteens,” said an official of the Chennai Corporation.

Over 2,400 women belonging to self-help groups in the city cook, serve and manage the canteens. The civic body will soon employ four more women at each of the 200 canteens for preparation of an expanded menu.

The civic body has instructed all zones to initiate measures for the maintenance of Amma canteens. A large number of residents visited the Amma canteens on Monday following the introduction of the expanded menu comprising curry-leaf rice, pongal and lemon rice.

Through the Amma canteens, the State government aims to provide healthy food at reasonable prices to slum residents, daily-wage labourers, drivers, load men and migrant workers. The first such canteen was inaugurated by the Chief Minister in February.

The canteens now offer idli for a rupee, sambar rice, curry-leaf rice, pongal and lemon rice at Rs. 5 and curd rice at Rs. 3. On Monday, around 2.5 lakh idlis, 33,681 plates of pongal, 38,694 of sambar rice, 20,542 of lemon rice and 18,146 of curry-leaf rice were served at the canteens.

Improvements to the Amma canteens have been proposed following requests from councillors. A tender for construction of a building to house Amma canteen on the premises of the GH has also been floated.

Corporation seeks G.O. for running Amma Canteens

The Vellore Corporation Council has passed a resolution at its ordinary meeting here on Thursday, seeking a government order by the Department of Municipal Administration and Water Supply for meeting the expenses in connection with the running of the proposed Amma Canteens in 10 places in its limits for supply of subsidised food under the Annalakshmi Scheme of the Tamil Nadu Government.

The Amma Canteens are to be set up in Gandhinagar, Bharathi Nagar (both in zone-1), Beedi Workers’ Quarters and Corporation Commercial Complex in Sathuvachari, Venkatapuram Road in Alamelu Mangapuram (zone-2), near the Corporation shops in Arni Road in Viruppakshipuram, Corporation School premises in Bagayam and Market High School in Kosapet (zone-3), and Neduntheru in Kaspa and near MLA’s Office in Anna Salai (zone-4).

It has been estimated that while the production of food in the 10 canteens would cost nearly Rs. 2.8 crore per year, the Corporation would be able to realise an income of only Rs. 1.3 crore from the sale of food in view of the subsidised price. It sought administrative sanction from the government for spending the remaining amount from the general funds of the Corporation.

The resolution sought a G.O. to enable the local body to purchase the rice required for the scheme from the Tamil Nadu Civil Supplies Corporation (TNCSC) at a subsidised price of Rs. 1 per kg, and for getting other groceries from the TNCSC at the price at which they were sold under the public distribution system. It sought orders for purchase of vegetables from the open market at the prevailing daily prices, and to obtain the milk and curd from Aavin. The resolution sought orders for obtaining the liquefied petroleum gas cylinders from the agencies directly at the subsidised price for cooking food in the canteens.

The council approved the expenditure incurred under the scheme.

At the urgent meeting held later, the council decided to spend money from the general funds for the purchase of cooking vessels for the 10 Amma Canteens at a cost of Rs. 3.60 lakh each, for which the contract has been awarded to an industry in Kalavai. It also decided to purchase equipments such as SS tank, HDPE water tank, one HP electric motor, hot & cool water dispenser, solar power pack, and solar water heater in all the canteens at a total cost of Rs. 73.30 lakh.

The Corporation decided to spend Rs. 15 lakh on setting up water treatment machines at the main office and the four zonal offices, and Rs. 7.50 lakh for the purchase of SS tank, HDPE water tank, one HP electric motor, hot & cool water dispenser, solar power pack and solar water heater in the main office and the four zonal offices during 2013-14.

P. Karthiyayini, Mayor of Vellore who presided over the meeting said that the canteens would function in the multipurpose community centres and other buildings wherever they were available, while in other areas, they would function in new buildings which are under construction.

The Mayor visited the Amma Canteens coming up in Kaspa and Gandhinagar on Thursday and oversaw the trial cooking of food on the instructions of the Commissioner of Municipal Administration.

She told The Hindu that a woman’s self-help group comprising 12 experienced cooks would be in charge of the cooking in each of the 10 canteens. The cooks underwent one-day training under a master chef in Vellore recently. They were also taken to Chennai to see the cooking of food and functioning of the Amma Canteens started there, especially aspects such as courteous treatment of customers. They underwent a health check up here on Wednesday.

Officials told to conduct more checks across town.

Councillors of Erode Corporation have expressed serious concern over the rampant tapping of water illegally from its pipelines in several parts of the town.

All India Anna Dravida Munnetra Kazhagam Councillor S. Thangavel, who raised the issue at the council meeting held here on Wednesday, said many persons were using motors to tap water directly from the Corporation pipelines. People, who depended on the public taps to collect water, were not getting adequate quantity because of the illegal tapping.

Many persons were filling up their tanks by directly tapping the water from the civic body's pipelines, he alleged.

Ward 31 Councillor N. Saraswathi and Ward 32 Councillor V.P. Ilango also echoed similar complaints and urged the civic body to initiate stern action against those who were illegally tapping water.

Admitting that the practice was prevalent in a few areas in the town, Mayor Mallika Paramasivam said that the civic body had been conducting drives at frequent intervals to check the illegal tapping of water.

She instructed the officials to conduct more checks across the town to curb the practice.

Councillors also expressed serious concern over the high expenditure towards maintaining of borewells in the town and appealed to the civic body to purchase adequate equipment to bring down the cost.

Equipment

Many Councillors, including that of the ruling AIADMK, suggested that the civic body should have its own equipment like chain pulley block for maintaining borewells instead of depending on the private operators.

There would be a constant requirement for the equipment in the future as the civic body had planned to sink more than 100 borewells in different parts of the town. As many parts were experiencing severe water shortage, the civic officials had already commenced the works for sinking borewells at 25 places. Works would start in another 34 places shortly.

The civic body received about Rs. 1.70 crore from the State government for sinking borewells. It had planned to meet the additional expenditure from its General Fund.

The Mayor admitted that the civic administration would have a constant requirement for chain pulley block and other equipment to maintain borewells. “We will positively consider this suggestion and take steps to purchase equipment for maintaining borewells,” she added.

Deputy Mayor K.C. Palanisamy, Corporation Commissioner M. Vijayalakshmi, Executive Engineer Arumugam and senior officials were present in the meeting.
