Don’t link grants to water tariff, Centre told

Tamil Nadu is opposed to the Central government’s plans to link grants to States with the regulation of water tariffs.

State Public Works Department secretary M Sai Kumar, while addressing a seminar on ‘Status of Functioning of Water Regulatory Authority in India’ organised by State Water Resources Management Agency in Chennai, said the State government was against plans to link funds to States by dictating terms on raising tariffs.

“There is no study to prove that raising tariffs reduces water consumption,” Kumar argued. 

As per the recommendation of 13th Finance Commission, every State should introduce a water regulatory authority to fix charges for use of surface and sub-surface water for domestic, agriculture, industrial and other purposes.

Kumar said the State was against a water regulatory authority if its prime objective was to fix tariffs.

R K Gupta, chief engineer of the Central Water Commission said that regulation in tariffs would help in better conservation and efficient usage of water.

 Gupta stressed the need to think about changing the crop pattern on account of erratic rainfall and noted that conservation was necessary as the demand for water from industries was likely to rise five-fold.

S S Rajagopal, director of State Water Resources Management Agency (SWRMA) said  SWRMA was gathering all water-related data including demand and supply and was putting them on a GIS-based platform for better policing.

“The plan is to put the data on the web so that all departments can make the best use of it,” he added. Currently, SWRMA has data of 89 dams including four reservoirs.

CMDA seals 2 buildings

In a bid to check unauthorised constructions in the Chennai metropolitan area, Chennai Metropolitan Development Authority (CMDA) on Thursday locked and sealed two buildings in Pursaiwakkam and Perumbakkam, respectively, for violating the Town and Country Planning Act, 1971.

A CMDA spokesman told Express that officials have sealed a five-storey residential building in Pursaiwakkam as the owner has deviated from the original plan. The lock and seal notice to the building was issued on February 8. A commercial building in Perumbakkam village was sealed after a notice of lock and seal, and demolition notice was issued on February 6, 2013.

Contractors in the city will soon be taught to make pedestrian-friendly footpaths.

The Chennai Corporation is set to begin training sessions for contractors, as a number of new projects including the construction of 48 km of footpaths designed with granite kerbs, has been finalised.

The aim of the sessions is to ensure footpaths are designed and built well, making them friendly and safe for residents, thereby ensuring maximum usage.

These footpaths will come up in eight zones — Tondiarpet, Royapuram, ThiruVi Ka Nagar, Anna Nagar, Teynampet, Kodambakkam, Alandur and Adyar. Work on other footpaths on 71 bus routes is also expected to begin soon. Integrated road development under the mega city development mission is also underway in many parts of the city, making these training sessions crucial.

A Corporation official said construction of the new footpaths would be innovative, and the footpaths would ensure there was no hindrance to pedestrian movement. However, since most contractors are yet to be sensitised on the need for optimum design of footpaths with the pedestrian in mind, the sessions were needed, he added.

Contractors who carried out work on earlier footpaths did not focus on minute aspects of the design for comfortable pedestrian movement, the official said.

The impact of the training sessions is likely to be felt in several areas including Valluvarkottam High Road, Sterling Road, Sterling Avenue, Tank Bund Road, Mahalingapuram Main Road, Greams Road, Whites Road, Binny Road, Thiru Vi Ka Road, North Usman Road, Indira Nagar Third Avenue, West Avenue Road, Besant Nagar Second Avenue, Kalki Krishnamoorthi Salai, Besant Nagar Seventh Avenue, Nanganallur Second Main Road, Theagaraya Road and Luz Church Road, where footpaths are due to be restored soon.
