Stalin launches first phase of ORR project

CHENNAI: Deputy Chief Minister MK Stalin on Sunday laid the foundation stone for the first phase of the Outer Ring Road (ORR) to be developed along the periphery of the Chennai Metropolitan Area. The ORR is aimed at easing  congestion in the city.

Launching the project’s first phase, covering 30 km from Vandalur (NH 45) to Nemilicheri (NH 205), Stalin said the idea of building an ORR was first mooted during the DMK government’s regime in 1967 when Chief Minister M Karunanidhi held the Public Works and Highways portfolios. Several highways on Chennai’s periphery, like the Tambaram-Chengelpet, Poonamallee-Bangalore, Avadi-Tirupati and Gummidipoondi-Kolkata, were not linked then.

“It was he [Karunanidhi] who set up the Madras Area Transportation Study panel to go into the transportation requirements and ways to decongest the city,” he pointed out and added that the committee had later come up with the proposals like the ring roads.

The Inner Ring Road had come up later and the Chennai Bypass Road from Tambaram to Maduravoyal was launched in 1997 by Karunanidhi. The Chennai Bypass Road will soon be extended till Puzhal and work is progressing fast. The total cost of the ORR project is Rs 1082 crore. In the second phase, the 32 km stretch from Nemilicheri to Minjur will be completed.

CMDA vice chairperson Susan Mathew said the land acquisition process for phase I of the ORR was over. “For the second phase, land acquisition will be completed in a few months and the ORR shall be a valuable addition to the infrastructure.”

Other projects

Stalin also laid the stone for a bridge over the Buckingham Canal on Sadayankuppam Road at an estimated cost of Rs 16.50 crore. Similarly, stones were laid for a bridge over the Cooum, linking the Grand Western Trunk Road (Rs.16 crore) with Mogappair and an overbridge at Porur (Rs.35 crore). The Deputy Chief Minister also inaugurated a road over bridge at Pattabiram, and one between the Pattabiram and Tiruninravur railway stations. In addition, he declared open the new Avadi Municipal building besides three other bridges in Tiruvallur district.

EASING CONGESTION: Traffic flow on Burkit Road-Venkatnarayana Road junction is expected to be smooth after road widening.

CHENNAI: The Chennai Corporation will acquire private land in various locations to widen 12 roads as part of the measures to ease traffic congestion. The Municipal Administration and Water Supply Department recently issued orders permitting acquisition of small areas of private land along the roads.

According to government orders two pieces of land totalling 936 sq ft would be acquired under the provisions of the Tamil Nadu Land Acquisition Act, 1894, near the Burkit Road-Venkatnarayana Road junction in T.Nagar.

The Corporation would have to pay a compensation of Rs.53.46 lakh for the two pieces of land. The larger piece of land measuring 922 sq ft is worth Rs.36.88 lakh, according to the G.O. The G.Os also are for acquisition of private lands at a cost of Rs.1.22 crore on Harrington Road, Rs.48.12 lakh on Mahalingapuram Road, Rs.73.62 lakh on the road linking Vinayakapuram 2nd and 3rd Streets, Rs.25.54 lakh on Madhavaram High Road and Rs.42.70 lakh on Valuvar Kottam High Road.

Chennai, Aug. 8: A project to widen the Cochrane Basin Road that connects GNT Road and Tiruvottiyur has rema-ined on paper for more than a decade. The proposal to widen the road was made to help decongest the busy and narrow Tiruvottiyur High Road.

Motorists complain that it takes at least 15 to 20 minutes to reach Basin Bridge from IOC at Tondiarpet during rush hours due to heavy vehicle movement, haphazard parking of lorries and encroachments. “The situation is bad between the Vaidyanathan new overbri-dge road and the Tondiarpet road junctions along the CB Road, as traffic piles up on the narrow stretch whenever MTC buses or share autorickshaws halt there, said S. Prabhu Kumar, a resident of the IOC.

According to a senior official of the corporation, Coc-hrane Basin Road is among the 25 bus routes proposed for widening under the transfer of developmental rights scheme, which was introduced in the second masterplan. “We will take up the widening project after the government gives us the go ahead for the TDR scheme,” said the official.

Under the TDR scheme, any person whose land is taken over by the government for any infrastructure development project will be given a TDR certificate that will allow him or her to build floor space amounting to 1.5 times the land acquired.

The official also said, “The pending work on the railway overbridge on the Cochrane Basin Road will be completed by Dec-ember.” He further added that the Chennai corporation and the Southern Railway were jointly executing the Rs 16.6 crore project.

Meanwhile, K. Mariappan, a resident of Manali, said that if the road were widened, it would help decongest the Tiruvottiyur High Road.
