Plan to acquire 200 acres for new bus stand

TIRUCHI: The Tiruchi Corporation has planned to acquire about 203 acres of land, at a tentative investment of Rs.8.28 crore, for setting up an integrated bus stand at Panchapur, off the Tiruchi-Madurai National Highway in the outskirts of the City.

The Corporation has firmed up the proposal following recent inspections of the site by the Deputy Chief Minister M.K. Stalin and other senior officials of the Department of Municipal Administration.

The proposal would now be forwarded to the government for approval after getting the nod of the Corporation Council. The new bus stand is planned to be established in a major portion of a 244.28 acre site identified in Panchapur. Of this, about 40.72 acres were government poromboke and the remaining 203.56 acres were private lands. The integrated bus stand would include a separate terminal for omni buses.

A truck terminal, a business arcade and parking lots are also planned at the site. A part of the site could also be used for establishing a convention centre, officials told The Hindu.

The civic body has finally settled on this site after extensive deliberations on the issue over the past decade. At least five other sites, including Ariyamangalam Corporation garbage dump and the Army shooting range at Mannarpuram, were considered by an official committee before the Corporation zeroed in on the Panchapur site.

Another site at Devadhanam was rejected after the Tamil Nadu Pollution Control Board refused a mandatory no-objection certificate as it was too close to the Cauvery River.

Corporation officials contend that the site was ideally suited for establishing an integrated bus stand as it was being connected to major national highways around through a new by-pass road already sanctioned.

Sources also dismissed apprehensions that the site could be flood prone. For, all the recently four-laned highways around have been built on a higher plane and this would prevent any major flooding in the area, it was contended.

Emphasising the need for an integrated bus stand, they pointed out that over 2,245 bus services were operated from the existing Central Bus Stand, situated in just about six acres of land, in the City. Besides, 7,975 buses pass through the bus stand every day. Over one lakh passengers use the bus stand every day.

Aug. 4: The state highways department has proposed to construct seven foot overbridges with escalators to help pedestrians cross busy roads in the city. A senior highways department official said seven FoBs have been proposed on Jawaharlal Nehru High Road near SBOA School, GST Road near Chrompet GH and Tambaram MEPZ, EVR Periyar Salai near DG Vaishnav College, Velachery Bypass near Ratna Café, Taramani Link Road near TCS and at Perungudi Road Junction.

The highways department has invited expressions of interest from consultants for the project. The project will be implemented under the World Bank-funded Tamil Nadu Urban Development Project-III. The official said that with the number of fatal accidents involving pedestrians on the rise, the only way to ensure the safety of people crossing busy roads and road intersections is to construct either foot overbridges or subways.

“The highways department has taken a policy decision to construct new subways or foot overbridges only with escalators,” the official said.

A study conducted by the highways department revealed a large number of pedestrians during peak hour on arterial roads in Chennai. Between 1,000-15,000 pedestrians per hour crowd several busy junctions.

The corporation has already constructed foot overbridges on Haddows Road, Old Jail Road and Mahatma Gandhi Salai. Work is underway on the construction of an FoB with an elevator near the magistrate’s court in Saidapet.

Japanese funding to be sought for city road project

CHENNAI: The Japan International Cooperation Agency (JICA) will be approached for funding the Rs.1,076-crore second phase of the Chennai Outer Ring Road (ORR) project. The project, envisaging a total distance of 62 km, is to reduce vehicular congestion in Chennai.

The ORR will start at Vandalur, 30 km south of Chennai on National Highway 45 or Grand Southern Trunk Road. It will circle western fringes of the city, connecting NH4 (Chennai-Chittur-Bangalore), NH5 (Chennai-Kolkata) and NH 205 (Chennai-Tirutani-Renigunta) and terminate at Minjur on the Tiruvottriyur-Ponneri-Panjetty Road on the northern fringes. Its Rs.1,080-crore first phase has just been taken up on Design, Build, Finance, Operate and Transfer (DBFOT) basis.

A senior official here says the Centre will shortly send the State government's proposal on the second phase of the project to the Agency for approval.

While the State Highways Department is executing the ORR project, the Chennai Metropolitan Development Authority (CMDA) is in-charge of land acquisition. The Tamil Nadu Road Development Company (TNRDC) is the managing associate.

The GMR-group led consortium, in partnership with the NAPC, has bagged the contract for the first phase, which will be executed by a special purpose vehicle — GMR Chennai Outer Ring Road Limited.

Another official says financial closure was achieved early last month. A 30-month period has been assigned for the SPV. This means the first phase will be completed by December 2012.

In respect of the first phase, the State government has decided to provide Rs.300 crore as project support fund. During the operation period of seventeen and a half years, the concessionaire would be paid semi-annual annuity.
