Chennai corporation to conduct lucky draw from September

CHENNAI: Starting this September, the Chennai corporation will conduct a lucky draw every month and offer a half-gram gold coin to one resident and watches to five people of each ward where garbage is segregated at homes.

The civic body's council in June approved this pilot scheme for three months to promote source segregation and also to reduce the amount of plastic going to the dump yards.

Corporation officials said that they were planning to collect at least 48 tonnes of thin plastic across the 200 wards. "The residents can hand over plastics to the respective zonal ward offices between 9am and 5pm on Wednesdays and Saturdays and get a token for each kg of thin plastics," said a corporation official.

"We will conduct a lucky draw on the first Wednesday of the next month once a ward reaches the target of 500kg of thin plastic," he added.

The city generates nearly 5,000 tonnes of garbage, including 429 tonnes of plastic, every day. According to a June 2012 Central Pollution Control Board report, the city's generation of plastic is more than that of Mumbai (421 tonnes). It is second only to New Delhi (689 tonnes).

Many residents in the city are excited about the plan. "It's good that the civic body is giving gold for garbage. I am planning to purchase a bucket to collect plastic waste in my house from September to try my luck in the draw" said Jayanthi S, a homemaker in Anna Nagar.

Dumpyards in ten urban civic bodies to be shut soon

The Municipal Administration Department has indicated to the National Green Tribunal that dumpyards in 10 urban civic bodies in the State would soon be closed in a scientific manner.

Proposals from private companies have been invited for this purpose. The companies, through appointment of consultants, would be asked to produce detailed project reports for the scientific closure of yards in places including Cuddalore, Poonamalle and Tiruvannamalai.

The information was provided to the NGT in the hearing of cases relating to illegal dumping of garbage on water bodies across the State last week.

The department said latest scientific processes such as use of geo-synthetic liners and polyethylene membranes would be used to close the yards. The reclaimed lands would then be converted to parks and playgrounds.

Garbage generation doubles during festivals

The city is known for its exuberant celebrations of festivals such as Gowri and Ganesha, Dasara, Bakrid and Diwali. During these festivals, city streets and markets wear a festive look. However, the day after the celebrations, the scene across the city is of strewn banana stems, garlands, rotting fruits and tell-tale signs of celebrations.

There is almost a two-fold increase in the quantum of garbage generated in the city during these festivals.

To ensure that cleanliness in the city is maintained, especially during and after festivals, Bruhat Bangalore Mahanagara Palike (BBMP) Commissioner M. Lakshminarayan has directed officials to monitor garbage clearance on these days.

In a circular issued on Tuesday, the Commissioner directed the zonal additional/ joint commissioners and chief engineers to monitor the generation of waste and its clearing.

The officials have been directed by the commissioner to be available in their respective offices and monitor the situation so as to not inconvenience the citizens.

A senior BBMP official, on condition of anonymity, told The Hindu that while the officials can only monitor the situation, the onus lay on the garbage contractor to clear the excess waste.

“The garbage contract expressly states that the contractor will be responsible to clear the excess waste generated during festivals by whichever means. He will have taken into account such contingencies while participating in the tender,” the official stated.
