Call for property tax on commercial buildings

VELLORE: Councillors cutting across party lines demanded the levy of appropriate property tax on new commercial buildings and those coming up in different parts of Vellore in order to augment the revenue of the Vellore Corporation and the resources to undertake development schemes, at the monthly ordinary meeting of the Corporation Council here on Tuesday.

R. Sathiyamoorthy (Dravida Munnetra Kazhagam) wanted to know whether the Corporation had levied property tax on the new commercial buildings, and whether the property owners got Corporation approval for constructing basements. The Corporation, which acted so quickly to levy tax on residential buildings immediately after the construction of the houses, did not evince interest on big commercial buildings, he said. G.G. Ravi (All India Anna Dravida Munnetra Kazhagam) wanted to know what action had been taken against the property owners who had constructed basements without the permission of the Corporation.

P. Karthikeyan (DMK), Mayor of Vellore, who was in the chair, condemned the Town Planning Officer of the Corporation for winking at the construction of basements by commercial property owners without the approval of the Vellore Corporation. S. Dayalraj (DMK) wanted to know what action had been taken against the construction of the basement by a property owner on Katpadi Road.

N.A. Balasundaram (Desiya Murpokku Dravida Kazhagam) wanted to know whether the Corporation had implemented the proposal to fix meters for commercial water connections.

K.R. Selvaraj, Corporation Commissioner, said the Corporation was carrying out the systematic procedure of checking whether the water connections had been brought under the tax net, and then bring under the tax net those connections which were operating without paying tax. Then the connections on commercial premises which were not classified as commercial water connections were converted into commercial connections, and meters fixed for them.

Water tax would be levied on these commercial connections, based on their consumption, from September onwards. Mr. Balasundaram wanted the water connection number to be prominently displayed in front of premises. Mr. Selvaraj said that the Corporation had now prepared estimates for displaying the nameboards of roads and streets.

P.P. Jayaprakash (Congress) urged the Corporation to install two lamp posts which were sanctioned for Karuvattumandi area about three-and-a-half years ago. He said the borewell was damaged when an excavator machine removed the soil which had covered the borewell behind the Murugan Temple in his ward. He wanted steps to be taken to repair the borewell. He requested the Corporation to pay a compensation of Rs.1 lakh to the family of a person who died when he fell into the pit dug for the underground drainage scheme in Vellore.

Gopi (DMK) wanted the Corporation to install a statue of freedom fighter Kodayidi A. Kuppuswamy Mudaliar in Thottapalayam where he lived. T.A. Mohammed Sadique (DMK), Deputy Mayor supported the demand for installation of the statue. Mr. Gopi said that though the laying of water distribution pipelines was sanctioned for Balaji Nagar, it had not been laid so far. He urged the Corporation to lay the pipelines and supply water from the ground level reservoir in Sarbanamedu.

R. Arunachalam (Marumalarchi Dravida Munnetra Kazhagam) alleged that the Constituency Develoment Fund (CDF) of the Vellore MLA had been apportioned to different wards in a “partial manner.”

He wanted the fund to be apportioned to the various wards in an impartial manner. Though he sought the digging of deep borewells in his ward under the CDF, it had not been sanctioned, he said. Mr. Arunachalam and Gopalakrishnan of MDMK walked out of the council hall protesting against the “partiality” in the apportionment of the CDF to the various wards.

Hand-held billing machines to be used from next month

COIMBATORE: From queuing up at crowded counters, the payment of Property Tax is set to become much easier as the Coimbatore Corporation will send its tax collectors and hand-held billing machines to the taxpayers' doorstep from next month.

As many as 30 machines have been purchased by the Corporation and the software is being loaded into these.

“We may launch the system in the first week of September,” Corporation Commissioner Anshul Mishra told the The Hindu on Thursday.

The Corporation already had two modes of payment. One was the manual one at its offices, facilitation centres and the banks it had tied up with.

The other one was the online mode under which people having internet facility could use their credit cards to pay the Property Tax and water charge. At present, debit card was not being accepted.

A total of 571 tax assesses, out of a total of 2.24 lakh, had paid online so far in the current financial year. “This figure will go up when the hand-held billing machines are introduced,” the Commissioner said.

“Only those who have internet facility can pay online now. But, the billing machines will be take the internet services to the doorstep of those who do not have internet at home,” he explained.

The receipts would be issued immediately. The present online option involved updating the tax book manually at the collection centre.

Mr. Mishra, however, said the transaction cost and service charge would be levied as the service was being provided at their doorstep.

To avoid these charges, the public would have to go to the collection centres to pay manually, he said, in response to the demand that debit cards should be exempted from these costs.

The payment gateway provider insisted that the charges would have to be levied for both credit and debit cards.

“The other option is to use the account transfer mode that we have introduced recently. Tax payers can ask the banks in which they have savings or current accounts to deduct the tax amount and transfer it to the account of the Corporation,” he explained.

The model of the form to leave such an instruction was available on the Corporation's website.

“We are also planning payment through internet banking. So, we will provide a total of five options. The tax payers can choose what suits them,” the Commissioner said.

More levy in offing: Kutcheri Road figures in the list of 25 roads where the tax may increase.

CHENNAI: Owners of commercial buildings on as many as 25 roads across the city are likely to pay more property tax. This looks imminent as Chennai Corporation is considering applying the highest basic rate of the levy in the respective locality to these roads too.

For instance, commercial buildings in Anna Nagar West are now assessed at the rate of Rs.4.50 per sq ft. If the proposal comes into force, the rate of levy would be Rs.6 per sq ft – the highest basic rate in the Anna Nagar area. The levy is as per the highest basic rate for commercial property owners in Anna Nagar East.

Likewise, on Kutcheri Road the levy is calculated at the rate of Rs.3.60 per sq ft, whereas on Luz Church Road, not far away, the rate is Rs.6 per sq ft.

Apart from Kutcheri Road, various roads where property tax on commercial buildings would increase include Arya Gowda Road in West Mambalam; Warren Road in Mylapore; Taramani Link Road in Velachery; and Shanthi Colony Road in Anna Nagar.

There would, however, be no change in the property tax for residential buildings on the 25 roads.

“The base rates had been fixed in the 1990s.

At that time the future commercial development of these areas was not taken into consideration. Over the past five years the commercial development has been unprecedented in these localities,” the official said.

“This proposal is subject to approval of the Corporation Council and could be implemented by this month if cleared,” the official said.
