Property Tax defaulters warned

Coimbatore: Corporation Commissioner Anshul Mishra has issued a stern warning to property tax defaulters as they owed the civic body Rs 60 crore (arrears and current year demand).

Mr. Mishra told The Hindu that property tax revenue was very important to ensure infrastructure and basic amenities.

He highlighted the need for a culture of compliance and no tolerance towards defaulters. The civic body had only been able to collect 34 per cent of the arrears and current year demand.

It planned to reach the 70 per cent mark by December and more than 98 per cent by March.

Mr. Mishra appealed to the public to remit their taxes promptly otherwise the civic body would resort to penal and punitive measures such as legal action and disconnection of water supply.

The civic body had already prepared a list of those who had defaulted for the last three years in succession and also those who had bulk connections, including apartments and establishments, with arrears exceeding Rs. 50,000.

In the case of establishments, commercial and corporate houses, the civic body was planning to resort to disconnection of water supply with immediate effect.

In the case of apartments, failure on the part of individual residents in apartments, the civic body was serving notices and failure to pay would ultimately result in disconnection.

Co-residents needed to ensure that defaulters remitted the money to the civic body. The officials would start disconnection of water supply immediately.

Isolation ward

Corporation had decided to establish an exclusive ten-bed isolation ward at Jaishimapuram Corporation Hospital in Ward No 19 of Pappanaickenpalayam area for A(H1N1) flu patients.

The hospital would have ten urban health nurses and two doctors on deputation from Coimbatore Medical College Hospital (CMCH).

COIMBATORE: Parties in the Coimbatore Corporation Council rejected on Tuesday the new norms for Property Tax assessment.

The civic body said buildings in unapproved layouts were being constructed without an approved plan. As per rules, the local body or the Local Planning Authority did not approve plans of buildings that were to be built on sites in unapproved layouts. This was aimed at discouraging the formation of unapproved layouts and construction in these areas.

But, the buildings were constructed even if the plan was not approved. Consequently some of the charges to be paid to the Corporation during plan approval were not remitted. The building owners, however, applied to the Corporation for assessment of Property Tax.

Now, the Corporation wanted the plan to be submitted if tax assessment had to be made. This was aimed at ensuring that the local body got its due share of revenue. Another objective was to check unauthorised construction.

This proposal had been placed in the Corporation Council earlier for its approval. But, the parties wanted it to be discussed first at an all-party meeting. The meeting on Tuesday, however, did not make any headway as the elected representatives opposed the proposal on the grounds of financial burden on the people.

Another issue discussed at the meeting was the fixing of energy saving devices on streetlights.

The Corporation had already tied up with a private company on this. Corporation Commissioner Anshul Mishra said this project would begin on January 1.

Leader of the Opposition V.N. Udayakumar said at the meeting that the streetlights would have to function first, if the Corporation had to embark on energy-saving measures.

Mayor R. Venkatachalam, Mr. Mishra, Deputy Mayor N. Karthik and heads of zones were among those who took part in the meeting.

The Corporation has given the following phone numbers for people to report malfunctioning of streetlights: South Zone and East Zone: 96552-42250, North Zone and West Zone: 96552-42280. The public can contact Nandakumar on 96777-26698.

Repairs would be carried out within 48 hours from the receipt of complaint.

Zonal offices to handle property tax issues


CHENNAI: Within a couple of weeks from now, more than 70 per cent of property tax assessees of the Chennai Corporation can resolve their issues relating to assessment at the zonal offices without coming to the Ripon Building.

Further, the forms for filing property tax assessment will also be simplified leaving out the cumbersome clauses. The modalities for implementing these drastic change in the functioning of the revenue department of the City Corporation are likely to be finalised at a meeting to be chaired by the Commissioner in a day or two.

Under the existing system, every property tax assessee needs to visit Ripon Building, for issues related to property assessment, merger of buildings, and additional assessment since all final decisions are taken at the headquarters only.

As per the simplified system, assessment of property sizing below 5,000 sq ft would be done by the Assistant Revenue Officers (ARO) attached to zonal offices and a nod from the respective zonal officer is enough. Currently, even after ARO’s assessment, the process of levying tax (after assessment) finally culminates at Revenue Officer stationed at Ripon Building.

Hereafter, final approval for assessment of property sizing between 5000 sqft and 50,000 sqft is vested with RO, while approval of assessment of above 50,000 sqft buildings would be allotted to Deputy Commissioner (Revenue and Finance).

At present, the assesses have to fill-in four forms each having four pages to file assessments - Form No.6 for new buildings, Form No.7 for additional construction, Form No.8 for sub-division and merger of buildings and Form No.9 for change of name of ownership of properties. In the coming days, all the necessary details could be filled in just four pages.
