Service charge for solid waste collection set to be revised

From hotels, hospitals, tea shops with minor changes in proposal approved by the civic body a few months ago.

Tiruchi Corporation is all set to revise the service charges for solid waste collection and disposal from hotels, hospitals, tea shops, roadside eateries and marriage halls in the city with minor changes in the proposal that was approved by the corporation council a few months ago.

In October last year, the council had cleared hiking the service charges with effect from January 1 this year in view of the increase in the salary of sanitary workers, diesel price and other operational costs involved in clearing solid wastes from the establishments.

However, at a meeting last month the council had deferred the move after a section of the AIADMK councillors felt that the hike was too steep. A fresh proposal would be brought before the council now with some minor changes in the revision planned earlier.

If approved by the council, the corporation would introduce a fee structure on daily basis instead of existing annual fee.

As per the revised proposal, a service charge of Rs.100 a day would be levied on star hotels with restaurants and bars. For hotels with restaurants and bars, which do not come under the star category, the fee would be Rs.75 a day. For air-conditioned and non air-conditioned hotels with restaurants, the charge would be Rs.50 and Rs.40 a day respectively.

The existing service charge for all the above categories is Rs.3,600 a year.

For lodges with up to 25 rooms, the fee would be Rs.20 a day and for those with more than 26 rooms it would be Rs.40 a day.

For restaurants, the fee would range from Rs.50 to Rs.20 a day depending on the amenities and seating capacities.

Tiffin stalls and night tea stalls would have to pay Rs.10 a day, while TASMAC shops with bars would attract the levy at Rs.50 a day. Meat stalls would be liable to pay fee ranging from Rs.50 to 10 a day, depending on their size. For marriage halls, the service charge would range from Rs.850 to Rs.500 a day depending on the amenities and seating capacities.

Hospitals and clinics would be liable to pay the fee for disposal of the non-medical wastes ranging from Rs.100 to Rs.10 a day, depending on their bed strength.

The service charge for wholesale fruit shops, departmental stores, malls, commercial complexes and printing presses is also to be revised.

Textile and tailoring shops, workshops and automobile shops and cinema halls would also be brought under the service charge net and would be required to pay the fee ranging from Rs.100 to 10 a day. All other establishments and shops generating solid wastes would be charged the fee ranging from Rs.40 to Rs.20 depending on the volume of wastes generated by them.

The corporation proposes to fix penalties for dumping solid wastes in corporation garbage bins or public places at the following rates: Rs.5000 for dumping or burning medical wastes or construction debris in public places; Rs.3000 for burning plastic wastes in public places; Rs.500 for dumping garbage in roads by commercial establishments; and Rs.250 for dumping garbage or open defecation by residents.

The revised rates would be enforced subject to approval by the corporation council.

Following the recent introduction of two new features in its website, the Coimbatore Corporation has now added one more – property tax calculation. According to Commissioner in-charge S. Sivarasu, the new feature relates to property tax and lets the assessee know how the civic body calculates the same.

He says if the assessee were to click ‘Public Disclosures’ in the home page, the server will take them to a page containing a list of options, of which the link number 12 is ‘Know how my tax is calculated’.

A click on the link will take the assessee or those interested to a calculation sheet – Property Tax Calculator, which contains total building plinth area, approved building area, unapproved building area, if any, building location, area of building, etc.

In all, there are 12 fields. If the assessee were to fill in all the details, he or she will be able to understand how the civic body calculated property tax.

Mr. Sivarasu says the move to introduce the feature was also part of the Corporation’s efforts to bring in a transparent administration and improve e-governance.

Only recently did the Coimbatore Corporation introduce short message service facility for building plan approval applicants. The Auto Development Control Rules system will inform the applicant if his application has been accepted or rejected and the application status, if accepted.

The second was the move to paste quick response code on property tax booklets for the assessee to find out the tax and also check if the civic body has received the payment.

The third was the plan to make available online birth and death certificates. During the last Council meeting on January 31, Mr. Sivarasu said that from April 1, 2013 onwards, the Corporation would make this feature available.

That apart, the Corporation plans to make available online the resolutions of various standing committees and zonal meetings, official orders and also press releases.

Also included in the same would be information on forthcoming meetings of standing committees, zones and also that of the Council.

In addition to these, the civic body will also totally revamp the website to make it more user-friendly.

The moves come even as the Coimbatore Consumer Cause has sought changes to the Corporation website www.ccmc.gov.in

In a letter to the Corporation, the organisation’s secretary K. Kathirmathiyon had said that the Corporation should post acts and rules that it followed and was governed by, all Government orders that concerned the civic body, the agendas and minutes of Council meetings, details of public parks, playgrounds, parking fees, including those determined for fairs/exhibitions, details of community halls, wedding halls along with the rent fixed, grievance redress system, etc.

Mr. Kathirmathiyon says that the more the details, the higher the level of transparency and by adopting the same the Corporation will be able to set a trend in the State.

The Corporation administration on Wednesday commenced a drive to disconnect water supply connections of the water tax defaulters as the outstanding water tax in Tirupur city had become a severe financial burden to the Corporation’s exchequer.

Official sources told The Hindu that water tax outstanding presently stood at Rs. 20 crore. On the day, three water connections of shops and establishments along Tirupur-Palladam road were disconnected by the Corporation officials for collectively not paying water tax arrears to the tune of Rs. 71,216.

The sources said the drive would continue in the coming days as repeated notices to many consumers to pay the water tax arrears were evoking lukewarm response from them. Nallur Consumer Welfare Association president N. Shanmugasundaram said the crusades conducted in bits and pieces, as in the past, were not adequate any more if the administration wanted to wipe out fiscal deficit.

“The councillors also have a role in helping the administration get back the arrears. Instead of looking at their vote banks, they should assist the officials in initiating stringent crackdown at the tax defaulters,” he added.

Mr. Shanmugasundaram pointed out that even the power connection of the defaulters of water taxes could get disconnected as per the rules.
