Residents claim foul play in storm water drain project

CHENNAI: The huge sums of money allocated for repairing storm water drains in the city, it appears, are literally going down the drain. Many contractors are simply repairing existing drains instead of building new ones and streets continue to be flooded, sources say.

A contractor meant to build a storm water drain after demolishing the existing one at an estimated cost of 45.76 lakh in Secretariat Colony near Kilpauk just repaired the existing drain, sources say.

Residents say the haphazard repairs are causing a big problem. Says R Govindarajan of Secretariat Colony: "If they don't construct the drains as per the project approved and sanctioned under the JNNURM (Jawaharlal Nehru National Urban Renewal Mission) it will be a waste of taxpayers' money. According to the project, the contractor should demolish and construct the storm water drain. Here, this is being violated."

A sudden spell of rain is enough to flood the entire area. "During two successive spells of heavy rain on August 21, 22 and August 24, 25 last year, all streets in the colony were flooded and houses were inundated," says Govindarajan.

M G Devasahayam, social activist and former civil servant, alleges a huge scam in the project. "The civic body has failed to monitor the works. There should be a detailed inquiry," he adds. When contacted, a senior corporation official said: "We are working hard to complete most of the drains before the monsoon. We will look into the allegations and take necessary action."

Experts say that if contractors don't build new drains, silt will be deposited and cause flooding. "Most contractors are using only 30% of the money allocated for the storm water drains," said a city-based expert. The contractors, it is alleged, simply plaster the wallsas part of the repairs. "Huge damage has been done to walls of the drain, but they just applied a coat of plaster," says a resident. Others claim the storm water drains are being converted into sewerage lines that becomes breeding grounds for mosquitoes.

A fire in a slum on Monday on encroached land of Mambalam canal has made the Chennai Corporation speed up biometric identification of residents on the banks of canals.

Over 50 huts in Thomas Road slum in T. Nagar were destroyed even as residents escaped unhurt in the fire that started at 12.30 p.m.

As the affected residents demanded alternative accommodation, the civic body has planned to recommence biometric identification in the area. Residents of slums on the banks of Mambalam canal were among the first to oppose the biometric identification of slum dwellers a few months ago, alleging bogus entries on the list of beneficiaries of the resettlement initiative.

Even though biometric identification of residents near Mambalam canal was suspended, the Corporation has completed over 80 per cent of the work in other areas. “We will complete the work in six weeks,” said corporation commissioner D. Karthikeyan.

Mr. Karthikeyan said the civic body has taken measures towards relief and rehabilitation of the residents.The fire accident occurred in the limits of ward no. 117 of the Corporation where the largest number of encroachments on micro drains has been identified. Of the 1186 beneficiaries who were part of the old list in the ward, at least 222 beneficiaries have been found to be ineligible by the civic body. However, the corporation council has not made any decision on removing the names from the list of eligible beneficiaries.

Councillor P. Arumugam of the ward said that the residents had started demanding alternative accommodation. Temporary shelters would be built soon, he added.The affected families will be given Rs. 5,000 each on Tuesday. However, residents will be able to receive alternative accommodation from the Tamil Nadu Slum Clearance Board only after the completion of biometric identification.

Corporation pensioners asked to furnish life certificate

Coimbatore Corporation has asked pensioners and family pensioners to submit life certificate to continue dispensing pension.

A release says that of the 495 pensioners, who were asked to furnish the certificate within July 16, only 16 had complied with the orders.

The remaining 479 pensioners/family pensioners should submit the life certificate within August 31, failing which the Coimbatore Corporation without any further intimation would stop payment September 12 onwards.
