Ward panel chairman elections on November 20

Elections to the posts of chairman of 15 ward committees of the Chennai Corporation will be held on November 20. The councillors of each of the 15 zones will elect one person as chairman. Polls to members of the standing committees would also be held the same day.

State Election Commissioner S.Ayyar said elections for the posts of chairman of the standing committees would be held on November 21. The Corporation Commissioner would conduct the elections to the ward and standing committees, whose members are councillors.

The civic body has six standing committees dealing with specific subjects – Education, Health, Taxation and Finances, Audit and Accounts, Town Planning; and Works. The works committee decides on tenders to be floated. The chairman of the taxation and finances committee presents the budget.

Former Mayor M.Subramanian said that normally elections for various committees should have been held within a week after the local body elections. “The committees would meet and decide upon subjects that are to be placed before the Council. The ward committees would meet first and then the standing committees. There will not be enough time to take up important subjects in the Council,” he said.

Ward panels have powers to decide on projects up to Rs.10 lakh and standing committees on works up to Rs.50 lakh. “The delay in electing ward-level committees would impact implementation of projects in the expanded areas. Residents in local bodies that have merged with the Chennai Corporation lack basic infrastructure roads, garbage disposal, street lights,” said M.Kishore, a resident of Wimco Nagar in Tiruvottiyur.

Toddy movement demands devolution of powers to local bodies

Tamil Nadu Toddy Movement has urged the State Government to devolve more powers to the local bodies.

In a release, the Movement's leader C. Nallasamy said that the Government should devolve powers of 29 departments to the local bodies to make them self sufficient. He pointed out that this was what had been enshrined in the Panchayat Raj Act, brought in through the 73 {+r} {+d} Constitutional Amendment.

He also urged the State Government to make public the report of the Justice K.P. Sivasubramaniam Committee that went into the issue of removal of ban on toddy tapping. He recalled the promise Jayalalithaa made in Pollachi during her 2011 Assembly campaign in this regard. His other demands included a relook at implementation of the Mahatma Gandhi National Rural Employment Generation Scheme during the cultivation season.

    The Coimbatore Corporation has readied the Victoria Town Hall at Rs. 10 lakh.

    Sources in the Corporation said that the civic body had added 28 seats to the existing 72 to accommodate 100 councillors, repaired tiles on the roof, built a new temporary structure more officials, installed television there and painted the building.

    The new Mayor is expected to convene the Council on October 29 (Saturday) to elect the Deputy Mayor. The new councillors will elect the Deputy Mayor.

    Prior to that the Mayor-elect, S.M. Velusamy, and 100 councillors-elect will take oath on October 25 at 10.45 a.m. at a function to be held at the Corporation Kalaiarangam in R.S. Puram.

    Commissioner T.K. Ponnusamy said that the Corporation was ready with the mayoral gown, sceptre and other paraphernalia.

    The Corporation was forced to alter seating arrangements at the Council hall as the number of councillors went up from 72 to 100 after neighbouring local bodies merged with the Corporation.

    As per the new seating arrangement, the Corporation had pushed the press gallery to the rear of the Council hall to accommodate the new councillors.

    Officials who were earlier at the rear of the hall would now occupy the newly-built temporary structure and watch on TV the proceedings inside the hall.
